PROFESSIONAL BACKGROUND

My experience has been gained over a period of more than 20 years where I worked both within the

Public and Private Sector on a wide range of statutory, as well as strategic planning projects. For the

first part of my career I worked as Town Planner within the City Council of Pretoria and during the

second part, acted as Director and Senior Planner at a Town Planning and Civil Engineering

Consultancy founded by myself and my husband (a qualified Civil Engineer) working in Swaziland,

Mozambique and South Africa.

As Town Planner at the City Council of Pretoria, I was tasked primarily with statutory planning and

land use management assignments, where I evaluated land-use applications submitted to the Council.

Due to my position, I liaised often and acted as interface between the General Public (residents and

developer alike) and the Local Authority. As Pretoria is a City hosting more than 2,5 million people, I

formed part of an extensive team of planners, technicians and administrative personnel. During those

early years, I gained valuable experience from the mentorship provided by my co-workers and the

team at large. This knowledge obtained from my time working at the Council of Pretoria, provided a

solid foundation for later involvement in private practice and my understanding of governmental

expectations with regards to development control and statutory planning procedures, etc.

As private sector consultant (see * Swaziland on next page), I had the opportunity to work on a wide

range of projects from national through to urban level, which enhanced my field of expertise

immensely. Projects included the development of various Integrated Development Plans (IDPs) at

Provincial, Regional, District and Precinct level through to conducting assignments at local level

through the development of Town Planning Schemes, Precinct Development Plans and Local Layout

Plans (Township Establishment), working both for government bodies and private entities. All these

projects included comprehensive background research, data-processing, data-interpretation and

statistical analysis, visual output (mapping), strategy formulation and extensive liaison at all levels and

with various disciplines.

* Swaziland a small land-locked monarchy covering an area of approximately 17,000km² and home to

around 1 million people. The country is divided into four, almost equally sized regions, of which my

firm was appointed to conduct three of the four Regional Physical Development Plans – i.e.

comprehensive Integrated Development Plans, aiming to enhance through land use planning,

economic, social and environmental integration and optimization.

PROFESSIONAL STRENGTHS

My Professional Strengths can be summarized as follows:

As a Town & Regional Planner, my professional experience is all-inclusive as I have worked on

both sides of the fence: from evaluation of proposals to comply with set regulations and best

planning practice within the Public Sector, to delivering outcomes and solutions within the Private

Sector to comply as such. I thus have a full comprehension of challenges faced on complex

matters whilst striving to meet time-frames and budgetary requirements.

The years as a planner challenged my Technical Capabilities immensely as it required creative

thinking whereby I had to produce, often under pressure, site and situation specific solutions to

sometimes complex situations.

I furthermore acted as Project Coordinator and Team Leader on almost all of the projects

conducted, and was tasked with the coordination of various multi-disciplinary teams with the aim

to achieve holistic yet synergized outputs.

Being well-versed with MS Office Suit, I was primarily responsible for quality assurance,

professional packaging and presentation of deliverables to clients.

I am an accomplished Presenter and Facilitator as I was in almost all instances tasked with the

organizing of workshops from workshop programmes to preparation of workshop material as well

as the facilitation and presentation thereof. Some of these workshops were attended by up to one

hundred delegates and stakeholders, from grassroots, to technocrats, to politicians and this honed

my ability to effectively and strategically influence pre-perceived ideas and thus support the cause

of my clients;

With 20-years of planning experience behind me, I am confident that I understand the planning

discipline in-depth, from the universally derived legislative frameworks through to the fundamental

planning principles.

Leadership: As team leader and project coordinator my aim is to provide well-versed and clear

guidance to colleagues and multi-disciplinary task-team members alike, finding it imperative to

brainstorm complex and challenging situations and to furthermore respond positively and

respectful to ideas and input presented by others, even if I do not necessarily agree. As mediator

between general public and the authorities, I strive to be a sensitive listener and to respond by

- Assisting the Managing Director with the drafting of contractual agreements between

clients and sub-consultants, as well as formulating Assignment Programs through the use

of MS Project, whereby aspects such as commencement dates, milestones and resource

allocation are being indicated.

- Assisting the Managing Director with sourcing, evaluation and procurement of sub-

- Preparing Tenders encompassing Technical Proposals which highlights my

understanding of the assignment objectives and subsequently proposing through a

comprehensive Technical Approach and Methodology (Work Plan & Programme) how

assignments will be carried out to meet targets and assignment objectives timely and

accurately. In addition to this, I subsequently also submitted comprehensive Financial

conducting the assignment. This process often required preliminary research in order to

determine the dynamics under which the assignment needs to be carried out.

- Acting as Marketing Agent for the firm, by developing all marketing material being used

for submission of tenders / proposals and business promotion. These include the

development and updating of amongst others Company Profiles, Business Cards and

Curricula Vitae through the use of programmes such as MS Word, PowerPoint and

Publisher.

- Supporting the technical division (CAD and GIS technicians) and data capturing division

(surveyors, field workers and data capturers) including junior planners and student

planners (as appointed by the firm) on a daily basis by providing clear directives for tasks

and expected outputs. In addition to this, evaluated outputs provided and make

recommendations towards amendments when necessary. Monitor quality and accuracy of

technical output.

- Coordinate and develop procedures and materials for various surveys conducted by the

firm, including Land Use Surveys (maps and forms), Traffic Surveys (tally tables), Social

& Demographic Surveys (questionnaires). Plan and coordinate these excursions (which

often encompass the logistic arrangement of various teams, spread out over various

locations at once, often conducted over a number of days). Prepare and train personnel

in regards to expected timeframes and outputs required. Appoint team leaders and

coordinate survey activities. Align survey material with data capturers in order to ensure

the effective, accurate and timely processing and analysis of data. (Note: As Swaziland

lacks a central source of baseline statistical information with information being limited,

unreliable and often outdated, the gathering of relevant up-to-date information usually

forms an enormous part of assignments undertaken, specifically for the development of

strategic plans at regional but also at urban level. As I believe firmly on working from a

platform of being completely informed, (hence the moto: “If you can’t measure it, you can’t

manage it)”, obtaining data through surveys always formed a prominent part of many

projects that I have been involved in.)

- Conducting statistical interpretation and utilizing these as valuable information platforms

when formulating proposals and strategies for assignments.

- Advice landowners and developers seeking advice on the development of their property

with regards to development opportunities / possibilities, physical and environmental

attributes prevalent on their property and the potential impacts development as such

might have on it. In addition advise them on how their proposal ties in with relevant

legislation and furthermore discussing procedures and timeframes for applications and

implementation thereof. Advice was thus from both a Statutory as well as Strategic point

of view.

- Making informed decisions when formulation of policies, strategies and development

proposals, through determining the impact and implications of proposals on the built and

physical environment, whilst concurrently taking into consideration current relevant

legislative, policy frameworks, required procedures and specific development strategies

set by the authorities. Present and debate these on a regular basis with the MD,

Authorities, Clients and relevant Stakeholders with the aim to achieve positive outcomes.

- Assess, report and provide advice to the Managing Director when complex matters arise

on assignments / projects.

- Liaise frequently with various relevant Authorities under which accounts Governmental

Ministries, such as, but not limited to, the Ministry of Housing and Urban Development,

Ministry of Tourism and Environment, Ministry of Natural Resources, Ministry of

Economic Planning, Ministry of Public Works and Transport, Ministry of Health and

Ministry of Education and Training as well as Service Providers including the Swaziland

required to report back to our Client through various agreed milestones such as providing

Inception Reports, Draft Planning Reports (highlighting the Conceptualization &

Formulation Phases) and Final Reports (all the above including reporting on the

Implementation Phases).
