The number of cases are increasing across the State. President Trump declared a national emergency. Ohio Governor DeWine declared a state of emergency. Cuyahoga County Executive Armond Budish signed a Declaration of Emergency for Cuyahoga County. Mayor Frank Jackson released a proclamation of Civil Emergency for the City of Cleveland. Restaurants only allowed carry out. Ohioans can vote via absentee ballot in the primary until April 28 th , 2020. A Stay at Home order has been extended through 2359 hours on 5/29/2020. The approach will be determined by key metrics such as hospitalizations, PPE availability, testing capacity, and lessons learned from essential businesses that have been operating. o On May 12 th , consumer, retail, and other services can reopen. Strict guidelines are to be followed, including that all employees will be required to wear facial coverings (and customers will be recommended to do so). Stay at home orders will remain in place but will be modified to account for the above. Gatherings of 10 or more will still be prohibited. 2. Section Updates

ESF 3 Public Works o Treatment plants and wastewater collection systems are at full service o NEORSD - has completed EPCS data entry for Critical Infrastructure staff at Westerly, Easterly,

and Southerly Wastewater Treatment Plants. o NEORSD - Monitoring for flood events in CCOEMAOR and providing community assistance on

an as-needed basis

ESF 4 Fire o Provided guidance for the Home Quarantine Form that has been distributed to known COVID

patients or those on quarantine for exposure to COVID. Please advise your staff to ask the patient if they received a card/form the Board of Health related to COVID 19. This form was discussed at last week’s conference call with County/City Board of Health and has been distributed accordingly. Your dispatch centers should also ask the caller if the patient received the card/form from the Board of Health and relay the information accordingly to response crews.

o Departments working internally to distribute PPE, as needed o Sent info regarding quarantining and hotels offering accommodations

o ESF 5 Planning

o Created COVID-19 incident in Knowledge Center. KC can be accessed via https://www.cuyahoga-kc.org.

o Created SitRep #58 o Conference calls will now be once a day at 4 PM o Maintain Incident Action Plan (IAP) o Received notice from the Boston Regional Intelligence Center (BRIC) regarding an uptick in

reporting of fraud targeting healthcare professionals. The NEORFC is disseminating this information for situational awareness and is asking your agency to report any similar activity to [email protected]. (Fusion Center)

ESF 6 Mass Care o United Way/2-1-1 From 5/2/2020 to 5/4/2020 has received 586 calls for information on COVID-19

including referrals to the ODH line and website o 2-1-1 – attached are our daily reports on service requests for Disaster Calls, Requests for

Information on COVID-19, and Food Requests from individuals who identify as being Homebound o 2-1-1 continues to handle a high call volume and update information as it comes in. o 2-1-1 COVID-19 help line is operational: 855-711-3035

▪ 2-1-1 can edit the call line language as needed. o Red Cross - is expanding their face mask policy. All staff, volunteers, and visitors that enter the

Cleveland Red Cross building on Euclid Ave will have to wear a face mask and have their temperatures taken. In addition to housing Disaster Services, it also serves as a 24/7 facility blood collection and processing facility. This action is taking place to protect the blood supply.

ESF 7 Logistics o Staffing Donation Collection Point at Cuyahoga County Public Works Garage located at 2501

Harvard Ave., Newburgh Hts. Operating Mon-Fri 9:30am-2:30pm. Accepting the following items: ▪ N95 masks, Surgical masks, Gowns, Eye protection, Face shields, Nitrile gloves, Disinfecting

wipes, Hand sanitizer o Continuing PPE distribution to healthcare facilities with critical needs.

o Pickup time for PPE at the Donations Collection Point Mon-Fri 10am-2pm

ESF 8 Health & Medical o 770 confirmed COVID-19 cases in Cleveland as of 5/4 (CDPH)

o 34 deaths within the City of Cleveland o Continuing to receive a large volume of calls from citizens concerned about non-compliant

businesses. These are being tracked via a spreadsheet ▪ CDPH has identified internal staff to respond to these issues and has communicated

with public safety regarding some of these issues. o Continue to contact, trace, and monitor self-quarantined individuals (CDPH)

CCBH Major Activities/Updates:

o Updated website: Cuyahoga County Board of Health – current COVID19 surveillance data and resources

o Ohioans can apply for unemployment benefits online 24 hours a day, seven days a week, at unemployment.ohio.gov. It is also possible to file by phone at 877-644-6562 or TTY at 888- 642-8203, Monday through Friday 7AM to 7PM, Saturday 9AM to 5PM, and Sunday 9AM to 1PM. Employers with questions should email [email protected].

o Johns Hopkins University US Map dashboard. You can view county level data here: COVID-19 United States Cases by County

o If you have a federally backed mortgage, you have the right to request a forbearance for up to 180 days if you have a financial hardship due to the coronavirus pandemic. You also have the right to request one extension for up to another 180 days. The Consumer Financial Protection Bureau (CFPB) offers a guide to coronavirus mortgage relief options on its website. To determine whether you are eligible for a forbearance plan or other assistance:

o First find out who services your mortgage and whether you have a federally backed mortgage. See tips from CFPB or go to FannieMae or Freddie Mac’s look up tools.

o If you do not have an eligible mortgage, your servicer or financial institution may offer relief to borrowers. Call your servicer and let them know your situation immediately. Ask them what forbearance or hardship options may be available.

o Mitigate Absenteeism by Protecting Healthcare Workers’ Psychological Health and Well-being during the COVID-19 Pandemic (FEMA’s Federal Healthcare Resilience Task Force)

o Disaster Distress Helpline (Substance Abuse and Mental Health Services Administration) o Ohio Dental Association worked with the Ohio State Dental Board to develop a plan that any patient

with dental pain should call his or her own general dentist. For patients without a current dental home, ODA reached out to the dental community statewide to ask for dentists to sign up to treat dental emergencies during the current state of emergency. That list of 400 dental offices is available to share.

o CDC’s COVIDVIEW report provides a weekly summary and interpretation of key indicators to help track the Coronavirus Disease 2019 (COVID-19) pandemic in the United States. This includes information related to COVID-19 outpatient and emergency department visits, hospitalizations, and deaths, as well as laboratory data.
