Annual Listing of

Federally Obligated Projects Fiscal Year 2016

OVERVIEW The United States Code of Federal Regulations outlines the requirement for Metropolitan Planning Organizations (MPOs) to publish an annual listing of obligated projects for which Federal funds have been given in the preceding year including a listing of pedestrian and bicycle projects

In metropolitan planning areas on an annual basis no later than 90 calendar days following the end of the program year the State public transportation operator(s) and the MPO shall cooperatively develop a listing of projects (including investments in pedestrian walkways and bicycle transportation facilities) for which funds under 23 USC or 49 USC Chapter 53 were obligated in the preceding program year (23 CFR sect 450334 2016)

This report is published in response to the aforementioned criteria by listing all federally funded transportation projects in the MPOrsquos metropolitan planning area that were obtained during the State fiscal year (FY) 2016 from July 1 2015 to June 30 2016 The word ldquoobligatedrdquo refers to the federal governmentrsquos financial commitment to pay or reimburse the lead agency for the federal share of a projectrsquos cost Obligation in no way refers to the expenditure or project completion but only that the specific project has been marked and approved for federal reimbursement

This document serves as a record of project delivery and provides increased transparency of government transportation spending to state and local officials as well as the general public The following pages list each project which received federal funding during FY 2016 For each project the project ID number location agency responsible work to be

completed federal funding source federal funds obligated during FY 2016 federal funds requested in the local Transportation Improvement Program and federal funds remaining for the project are included

This report indicates that almost $19 million in federal funds were obligated for surface transportation projects in the region in FY 2016 The Champaign-Urbana Mass Transit District received an additional $190000 from the Federal Transit Administration for maintenance facility demolition and expansion during the same time period

CUUATS Background

As a result of the 1962 Federal-Aid Highway Act the Champaign-Urbana Urbanized Area Transportation Study (CUUATS) was created in 1965 to administer the arearsquos three-C transportation planning process In order to assure that comprehensive regional planning efforts were achieved the Governor of the State of Illinois designated the Champaign County Regional Planning Commission as the MPO in March 1974 which includes CUUATS CUUATS is the regional transportation entity for the City of Champaign City of Urbana Village of Savoy Village of Mahomet Village of Tolono and Village of Bondville The MPO municipalities and metropolitan planning area boundary can be seen on page 4

CUUATS Member Agencies Representatives and Structure

CUUATS is comprised of the following eight member agencies which all have voting power the Cities of Champaign and Urbana Village of Savoy Champaign County University of Illinois Champaign-Urbana Mass Transit District (C-U MTD) Champaign County Regional Planning Commission and the Illinois Department of Transportation (IDOT)

FY 2016 Federally Obligated Projects

CUUATS operates under the principal direction of a Technical Committee and a Policy Committee In its organizational structure the Technical Committee acts as a working group under the direction of the Policy Committee The Technical Committee is comprised of technical staff members from all CUUATS participating agencies who perform analyses and make recommendations concerning transportation issues to the Policy Committee The Policy Committee is comprised of local elected and appointed officials of those agencies that have a primary interest in transportation The Policy Committee has decision-making authority for CUUATS and establishes policies that guide the transportation planning process

CUUATS Long Range Transportation Plan (LRTP)

The Long Range Transportation Plan is a federally mandated document that is updated every five years and details how the urbanized area transportation system will evolve over the next 25 years The LRTP goes hand in hand with this listing of federally obligated projects in that this report along with Transportation Improvement Program (TIP) documents track how local transportation investments are working toward the collective long range goals and objectives for the regional transportation system outlined in the LRTP

Transportation Improvement Program (TIP)

The TIP is a product of the on-going transportation planning process for CUUATS The purpose of the TIP is to document proposed projects for a four-year fiscal period so that project funding can be secured Any local project that solicits federal or state monies must be in the TIP in order to receive such funding The TIP is publically available at httpcuuatsorg

tip With ever-changing project timelines consultant availability and project costs the TIP may not always reflect a current picture of actual project expenditures This document is meant to supplement the TIP by documenting actual federal expenditures for projects within the CUUATS urbanized area during the previous fiscal year

Public Involvement

Since its inception in 1965 CUUATS has been actively committed to involving the public in its planning process Mailings public notices and frequently updated postings to the CUUATS website are all common methods utilized to keep the public informed of projects documents and public meetings The current CUUATS Public Participation Plan is publically available at httpwwwccrpcorgwp-contentuploads201605PPP-041416-accesspdf
