Integrated Housing & Slum Development Programme (IHSDP)
1. There are 258 identified slums in CMC with population of 2.23
lakhs(Appx) in 43,511 HHs. Out of which 77slums have no right title and
181nos are ownership slums.
2. The DPR for rehabilitation of 456 slum families of Andarpur (192) and
Tulasipur Tanlasahi slum (264) has been approved by Ministry of
housing under IHSDP and poverty alleviation Govt. of India and funds
have also been released. Requisition for alienation of the land measuring
Ac3.427 at Andarpur and AC 1.643 at Tulasipur on free of cost has been
filed by the Principal secy. H&UD Deptt before the Tahasildar sadar
cuttack. The collector Cuttack has submitted proposal to Govt. in revenue
and D.M Deptt. After transfer of said land in favour of CMC, execution of
work will be taken up.
3. 1025 families of 11 slums around the ring road, exposed to
vulnerability/risk have been identified for rehabilitation under IHSDP
(EXSITU) at village Tanger Huda. The Land measuring Ac.14.46 Dec. has
already been alienated. Identification of beneficiaries and Biometric survey
has been done by the NGO UDRC-SPARC BBSR. The DPR for the project is
under process for rehabilitation of these families.
4. DPR for 602 slum dwellers of 10 ownership slums with an estimated cost
of Rs1540.99Lakhs have been submitted to Govt. for approval and
sanction. The project is under consideration at Govt. level. Once fund is
sanctioned, execution of project will be initiated.
U.I.D.S.S.M.T. SCHEME
The scheme has been sanctioned by Government of India under the UIDSSMT
programme in the year 2007-08 as follows.
PRESERVATION OF WATER BODIES WITHIN CUTTACK CITY
8 (eight) no. of projects are included in UIDSSMT Scheme for Rs.533.66
lakhs, out of which Four are completed and Four nos. are under progress.
The Utilization Certificate has been submitted for Rs.356.60 lakhs.
CONSTRUCTION & UPGRADATION OF CUTTACK CITY INTERNAL ROADS
The implementing agency is R&B Division, Cuttack. 14 different main roads
of about 43.30Kms length have been included in this programme. Rs.50.74
crores has been sanctioned for said work. 25.5 Km road already completed
and balance are under progress. The Utilization Certificate has been
submitted for Rs.26.85 crores.
CONSERVATION OF HERITAGE BUILDING, GADAKHAI, OF CUTTACK
CITY
The implementing agency is A.S.I & CMC. An amount of Rs.17.28 crores has
been sanctioned for conservation of Gadakhai in the year 2008-09. The said
work has been divided in to 28 (Twenty Eight) packages out of which ASI will
execute 5 (Five) packages worth of Rs 800.00 Lacs & CMC will execute 23
(Twenty Three) packages worth of Rs 924.98 Lacs in two phases. In the mean
time CMC has started the dredging of moat & cross drainage for discharge of
Gadakhai amounting to Rs 321.98 Lakhs and expected to be completed by
end of March 2011. Construction of retaining wall & restoration of ancient
moat wall with matching stones with traditional combined mortar by ASI are
under progress.
JICA PROJECT
The implementing agency is Orissa Water Supply & Sewerage Board under
Housing & Urban Development Department, Government of Orissa.

Objective of Project
• To provide reliable Sewerage & storm water drainage service in Cuttack city.
• Improvement of existing sewerage & drainage facilities.
• Improvement of sanitary conditions of the residents including poor.
• Improvement of water quality of surrounded rivers.
• Effective Sewerage charges collection for sustainability of Operation &
maintenance cost.
• Capacity building of organizations & public awareness.

ADDITIONAL CENTRAL ASSISTANCE
a. An amount of Rs.45.0 Lacs has been sanctioned for roads, parks &
illumination of light towards Urban Tourism Destination Town of Cuttack
City in the year 2008-09. Out of which Rs.25.00Lakhs has already been
utilized. Balance works are under progress.
b. An amount of Rs 3.25 Crores has sanctioned out of One Time Additional
Central Assistance Grant for the year 2009-10 under Urban Tourism
Destinations for Construction & Development of roads & parks out of which
Rs.25.00 Lakhs has already been utilized. Balance works are under progress.
i. Ring Road Beautification
ii. Development of New Deer Park
iii. Plantation & development of park near Tourist Hub at Mahanadi Patha
iv. Ornamental light at Strategic Points of Ring Road and inside the city.
c. An amount of Rs 1.5 Crores has been sanctioned as One Time Additional
Central Assistance Grant for the year 2010-11 for renovation & conservation
of dying water bodies as per direction of Hon,ble High Court .Out of project
proposals of Rs 5.0 Crores. Preliminary works has been completed and work
will be started soon.

ROAD DEVELOPMENT GRANT 09-10
An amount of Rs.333.28Lakhs has been sanctioned for development of roads
inside CMC area. U.C of Rs 181.39 Lakh has submitted & balance works are
under progress.

ROAD MAINTENANCE (NORMAL) GRANT 2009-10
An amount of Rs.57.83Lakhs has been sanctioned for maintenance of Roads
inside CMC area. All the works has been completed and U.C. Submitted.

ROAD MAINTENANCE (Hard case) GRANT 2009-10
An amount of Rs.25.00Lakhs has been sanctioned for construction of Roads
inside CMC area. All the works are under progress.
PERFORMANCE BASED INCENTIVES GRANT-2010-11
An amount of Rs.187.47 Lakhs has been sanctioned as performance based
incentives for different developmental works. All the works completed and
U.C. Submitted.
Construction of Boundary Wall 2009-10.
An amount of Rs.40.0Lakhs has been sanctioned for protection of Govt. Land
in CMC area. Project will be finalized soon.

PUBLIC PRIVATE PARTNERSHIP (PPP) PROJECT
M/s SELVEL Advertising Pvt. Ltd has been assigned for Foot Over
Bridge at Badambadi. Approximate Project Cost: 93.43 Lacs. The work is
under progress & shall be completed by end of April 2011.
M/s Encon Pvt. Ltd has been assigned for Foot Over Bridge at Madhupatana.
The work will be started soon.
Steps have been taken to beautify the Ring Road and other major
places of the city with participation of business houses. Beautification of Ring
Road form deer park, to math matha has been taken up in the first places.
SOLID WASTE MANAGEMENT
Global tender was invited for Solid Waste Management of Cuttack city. A firm has been
selected . House to House collections of garbage, road sweeping , transportations of
garbage from city to land fill site via secondary stations will be functional as soon as
possible.
SLAUGHTER HOUSE
To prevent road side open slaughtering of small animals, we have already constructed
three nos. of Slaughter house-cum-Sale centers at Khananagar, Nuabazar & Satichoura in
a scientific manner.
BIO MEDICAL WASTE DISPOSAL
One private organization namely Sani Clean has been authorized by Govt. to collect &
dispose of the bio medical waste scientifically from the city. We have organized one
workshop of all the clinical establishments to stream line the handling & scientific
disposal of bio medical wastes. CMC is regulating Private Nursing Homes for proper
disposal of Bio Medical wastes.
PARKING
For the commuters and public at large 16 parking places are in operation in Municipal
Area.Initiative is being taken to create 23 more parking places in consultation with
Commissionerate Police. The existing parking areas are auctioned annually and proceeds
earned from the same adds to the coffers of Cuttack Municipal Corporation.
VENDING ZONE
Cuttack Municipal Corporation has been paying due emphasis on rehabilitation of road
side hawkers and small retailers in the larger interest of general public. For the purpose
20(twenty) different sites have been identified in the city through a Joint verification by
Cuttack Municipal Corporation and Commissionerate Police. It has been decided to
establish vending zones in a phased manner in the first six places which have been
selected namely.
Mata Matha,Biju Pattnaik,Bidanashi Bandha Chhak Gada,Behind Malgodown Police
Station,Madhupatana(Press Chhak),Mahanadi Vihar and Near City Hospital.
Swarna Jayanti Sahari rojgar Yojana(SJSRY)
During the current year, no funds have been received till date under the SJSRY
scheme. The component wise utilization of fund in the year 2009-10 is mentioned
below.
1. Urban self Employment Programme(USEP)Rs 22,08,756=00 was available at
the beginning of the year 2009-10. Rs. 1, 85, 16, 000=00 was received during the
said year making total available fund Rs. 2, 07, 24,758=00. The entire amount Rs 2,
07, 24,758=00 has been released to Banks towards subsidy for financing 546
beneficiaries against the target of 275. The U/C for the said amount has been
submitted to Govt. 500 nos of application have already been sponsored to
different banks against the target of 273 in the current year.25 nos applications
have been sanctioned .
2. Skill Training for Employment Promotion of Urban Poor.(STEP-UP) The
opening balance for the year 2009-10 was Rs.6,99,057=00. The allotment of Rs.22,
50,000=00 was released by the Govt. under the scheme. Thus the total amount
available in the year 2009-10 was Rs.29,49,057=00.The available amount Rs.
29,49,057=00 has been utilized by imparting vocational training to 540 BPL
persons. The U/C for the said amount has been submitted to the Govt. In the
current year 250 persons have been identified for conducting skill training in
different trades like computer tally, Dress designing, mobile repair, Driving cum
Mechanic, Video and Photgraphy, TV and Refrigerator mechanics, House wiring at
Govt. institutions like BOSE, ITI Cuttack, ITI Choudwar, ITI (Women) etc selected
by the Govt. in H&UD Deptt..
3. Urban Women Self Help Programme(UWSP): Rs. 35, 91,365/-was the opening
balance under this component as on 1.4.2009. Rs. 32, 41,000/ was received from
the Govt. towards end of the financial year making the total available
amountRs.68, 32,365=00. 65 women group proposals were sent to different banks
for finance against the target of 55 under the scheme. The bank could only
disbursed 26 group proposals against 65 and subsidy to the tune of Rs.37,38,450/-
was utilised for disbursement of loan. The U/C thereof has been submitted to Govt.
In the current year 32 group proposals have been sent to different banks for
sanction and disbursement of loan against the spilled over amount of
Rs.30,93,915=00. 2 group propsals have been sanctioned and subsidy of Rs.
3,50,000=00 has been released to the Banks.
4. UWEP: The OB under the component was Rs. 23, 69, 438/- as on 1.4.2009. Out of
total amount Rs 77, 06,000/- received during the year 2009-10, Thus against the
total available amount Rs. 1, 00,75,438/-, Rs.49,18,257=00 was utilized in creating
22920 mandays through execution of works like Drain, road, community centers
in slums. The U/C for the spent amount Rs.49,18,257=00 has been submitted to
Govt. Rs. 20,10,537=00 has already been utilized against the balance amount of
Rs.51,57,181=00. The work is under progress for utilization of rest amount in the
current year.
5. T&C: An amount of Rs 5, 75,837/- was the opening balance at the beginning of the
financial year 2009-2010. Rs. 30, 00,000/- was received in the year 2009-2010
making the total available amount Rs. 35, 75, 837/-. Out of this, Rs.12, 78,000/-
has been spent by providing financial assistance to 65 Thrift and Credit groups
and utilization for the said amount has been submitted. The balance amount of
Rs.22, 97,837/-,of the said year has been completely utilized by releasing
revolving fund assistance to 129 groups.
6. I&S: Rs.2, 50, 000/- was the opening balance at the beginning of the year 2009-
2010 and Rs. 7, 50, 000/- allotment was received during the year. Thus the total
amount Rs. 10, 00,000/- was available for expenditure. The roof casting of the
building will be completed within a week.
7. IE&C: Rs. 6, 00,000 was received during the year 2009-2010 in addition to the
opening balance Rs. 13, 70,790/- available under this component. Rs. 5, 05,733/-
has been utilized as against the total fund available Rs. 19, 70,790/- in the year
2009-10 by creating awareness against use of polythene, conducting exposure
visits of corporators to different cities on slum development, organizing
sensitization workshops on Poverty alleviation/slum development programmes
and social security schemes for Corporators. The utilization certificate for the
same has been submitted to Govt. This year, plan has been made and steps have
already been initiated to spend the balance amount Rs. 14, 65,057/- . The
orientation programme to the corporators on different Govt. schemes has been
organized recently. IEC activities on health,sanitation and legal awareness is going
to be taken up through wall painting shortly.

Rajib Awas Yojana
The Rajib Awas Yojana aims at making the city slum free through holistic
development of slum through Redevelopment and relocation mode of the
ownership and encroached slums respectively.
1. Since no suitable Govt. land is available inside the main city, a patch of Govt. land
measuring Ac12.57 Dec has been identified on the other side of the river kathajodi at
Village Uttamapur for rehabilitation of slum dwellers of untenable slums on the ring
road side, canal embankment and embankment of the MSWC in a phased manner. The
Govt. in H&UD deptt has been requested with Form A application to file requisition
before Tahasildar cuttack vide letter no 870 dated 9.9.2010 for alienation of the
same for rehabilitation of the unauthorized slums under RAY.
2. Survey for infrastructure requirement of all identified slums has been
completed. The CMC has planned to address the infrastructure gap of slums in
a phased manner
3. Slum free city cell has been constituted under Rajib Awas Yojana(RAY) for
holistic improvement of slums.
4. A sum of Rs. 5, 90,000/- has been received from Govt. for preparation of slum profile,
household profile and livelihood profile in slums under Urban Statistics for HR and
Assessment(USHA). The NGO, UDRC-SPARC has been selected for undertaking survey
and preparation of required profiles.
Biju Saharanchala Bidyutkaran Yojana Under the scheme of Biju Saharanchala Bidyutkaran Yojana(BSVY), 61 identified un-
electrified slums having right title over the land have been approved by the District electrical committee for electrification and upgradation of system. The work is being taken up by CESU.
MAJOR ISSUES
1. Octroi compensation grant should be raised proportionately which has not yet been
considered by Govt.
2. Target under Old Age Pension and Disabled Pension should be raised and sanction of
amount be made accordingly.
