3. PROFESSIONAL HONOURS 2014 Research Excellence Award

Piotr Dutkiewicz has co-edited four books since 2011, including two in 2013, organized two international conferences, organized panels for international conferences and a series of public seminars and lectures. His work is model for collaborating with colleagues and students, engaging and bringing in scholars from around the world. He has also become an International leader in his field of Russian politics, which has expanded to examine broader issues of political and social transformation. His research examining the effects of reforms under Putin and their national and international ramifications is so timely that he is in constant demand for scholarly presentations and seminars to disseminate his research.

September 2004 Piotr Dutkiewicz and Dejan Guzina participated in a conference (presenting and discussing chapters of a forthcoming book) on “Civil Society and Higher Education” in St. Petersburg, Russia. May 26-27, 2011 Piotr Dutkiewicz initiated and co-organized International Conference : Canada/Russia/Norway: Dialogue, and Cooperation in the Arctic—Development of the Best International Practices was a two-day conference held May 26 and 27, 2011. It was organized by Carleton with support from the Norwegian and Russian

embassies in Ottawa with cooperation with INAC, DFAIT, DND, Valdai Club (Russia). The conference consisted of panel discussions on three key issues:

• Best practices for dialogue and cooperation in the Arctic—the discussion of best ways to foster bilateral dialogue between Canada and Russia and best practices based on successful Norwegian–Russian cooperation in the region.

• Being an Arctic Ocean coastal state: challenges and opportunities developing best practices for Circumarctic transportation—considered a broad range of issues: marine transportation in the Arctic (including search and rescue), resource development and cooperation to respond to an open Arctic environment.

• Best practices for ecosystem-based management in the Arctic—focused on the implications of the changing climate in the Arctic including the degradation of permafrost on land, and the opportunities of increased use of oceans for shipping and fishing. In this latter context, what best practices undertaken by Norway, Russia and Canada on ecosystem-based management can be employed to address challenges was discussed. The challenges to sustainable development of the region’s vast energy resources, such as environmental off-shore drilling, were also discussed.

The second day of the conference focused on bilateral Canadian-Russian issues. Direct dialogue between Canadian and Russian partners focused on the role of business and NGOs in the Arctic region, as well as the specific role of different government departments and universities in both countries. Round table discussions on bilateral cooperation in the Arctic were held.

March 23-24, 2009 Professor Dutkiewicz testified as an expert witness for the Duma (Russian Parliament) on a draft law on culture; he was working with the Duma Legal Committee on the applicability of the Canadian multiculturalism for Russia and institutional and legal applicability of the Canadian experience within PAR Program (Public Administration Reform project run by Canada School of Public Service and Russian Presidential Administration and funded by CIDA). This work was based on the previous research that was conducted in 2007-2008 by a group of Canadian – Russian researchers on the legal aspects of multicultural education in Russia and Canada.

2001-2003 The Women and the Russian Labour Market Project continues into its final year under the directorship of Piotr Dutkiewicz. The last few months have been busy. The work of Russian-led and Canadian supported five Task Forces resulted in new sections on gender in the Federal Employment Strategy of the Russian Government and in two Regional Employment Strategies (Murmansk and Niznii Novgorod) that completed the Federal Strategy. Moreover, the Tripartite Commission, headed by the First Deputy Prime Minister V. Matveenko, held for the first time a meeting on women's role in the Russian labour market. The project was named "Best CIDA

1995 The development of a curriculum for human rights training workshops for Russian grassroots activists from the Regional NGOs (delivered by American Development Foundation in 8 cities in Russia). Such a training module for adult education in human rights was applied for the first time in Russia.

1996 Development of curriculum for NGOs leadership training program. This program was implemented in four cities in Russia during spring/summer 1997.

Copans, Une Crise Conceptuelle or Opportune, pp. 2-15 in Politique Africaine, No. 26, 1987 15.2 Institutional Development With regard to research and scholarship, I was co-founder, and from 1986-1990, one of the deputy directors of a major research programme, "Local and Regional Development in Poland and Eastern Europe,” in which more than 120 scholars from Poland, Eastern Europe and the Soviet Union were involved. The results of our research were published in a series of 21 volumes for which I served as editor-in-chief. I co-initiated and co-organized two ORU at Carleton University: The Wired Cave 1996 and the Center for European Politics and Society 1997 and Centre for Governance and Public Administration (jointly with Les Pal) in 2006. Finally, with respect to institutional development, I have initiated and co-organized 7 (seven) international conferences (Polish-Soviet-1980; Polish-British-Soviet-1987; Polish-British-Canadian-Soviet-1990; Human Rights in Eastern Europe-1995; Atlantic Studies Conference-Bratislava, 1995, Atlantic Studies Conference, Warsaw 1997, Conflict Resolution Conference, Ottawa, 1997, Dialog of Civilization (two conferences 1997, 1998). ADDITIONAL INFORMATION High school students in six Russian regions are now using a textbook on local governance prepared in a large part by Carleton professors. The textbook entitled Introduction to Local Self-Governance is a final step in a

thirteen month project, which included preparation of new curricula, training of teachers, and getting approval for the new courses and textbook from the Russian Ministry of Education. The project was directed by Professor Piotr Dutkiewicz and sponsored by Gorbachev Foundation and CIDA. The Carleton team included Professors Joan DeBardeleben, Vincent Della Sala, Susan Phillips, and Glen Williams. Ms. Agnes Warda managed the Project in Canada. In Russia Professor Alexei Avtonomov from the Foundation for the Development of Parliamentarism in Russia led the project. Six thousand copies were distributed and negotiations to print a second edition are underway. The introduction to this book was written by the Russian Minister of Education, V. Fillipov, and the Canadian Secretary of State, Mr. David Kilgore. Our textbook was distributed free of charge.
