Goal 5: Strengthening Ghana's role in international affairs of the 40-year (2018-2057)

National Long-Term Development Policy Framework.

Legislative support services and legal advisory expertise rendered for NDPC Coordinator (June 2011 to date). Coordinated the drafting of two principal subsidiary

legislative instruments for regulating the decentralized planning system in Ghana. The

National Development Planning (System) Regulations, 2016 (L.I.2232) is enacted. The

National Development Planning Commission Regulations, the second set of

Regulations, is being considered by Parliament for enactment.

Review team member (June, 2016). Reviewed the Water Resources Commission Bill

affecting water resources and bodies in Ghana. The Bill seeks to review, amend and

consolidate the major laws affecting water resources in Ghana. The purpose of the law is

intended to regulate the use of water resources and bodies in Ghana

Review team leader (July, 2016). Led an NDPC team to discuss a position paper with

Town & Country Planning Department (TCPD), AB & David Law Firm, a representative

of the Attorney General’s Department (A-G’s Dept.) and the Parliamentary Select

Committee on Environment, Science, Technology and Innovation in Parliament House

about the NDPC’s perspective of the Landuse and Spatial Planning Bill. The Landuse and

Spatial Planning Bill has been passed into an Act by Parliament which tersely considered

NDPC’s issues raised and reviewed comments submitted.

Review team member (June, 2016). Reviewed the Consolidated Local Governance Bill

that affect the local government and decentralization in Ghana. The purpose of this Bill is

for the consolidation of the laws on local government and decentralization and to remove

the limitations, inconsistencies, duplications and conflicts that exist in the local governance

system with the object to enhance the performance of the Metropolitan, Municipal and

District Assemblies (MMDAs).

Legislative Instrument (June, 2016). Represented NDPC in a seminar organised by the

Law Development Associates (LADA)/SADA. As a Stakeholders Consultative forum for

the drafting of a legislative instrument for SADA’s Act, 2010 (Act 805).

Chairperson, subgroup on Planning & Local Governance for the subsidiary

legislation on Landuse and Spatial Planning Act, 2016. (February, 2016). Chaired the

technical session for the Group on Planning & Local Governance. The group discussed
