Employment History February 2014 – present: Director of the Human Rights Research and Education Centre

(HRREC), and Associate Professor of Law, University of Ottawa, Canada

Responsible for the overall direction and delivery of all programmes and initiatives of the HRREC in a bilingual and bi-juridical Faculty of Law and a multidisciplinary Centre. As Canada’s oldest such Centre, the HRREC was established in 1981 in the context of repatriation of the Canadian Constitution and elaboration of the Canadian Charter of Rights and Freedoms. The HRREC has over sixty (60) academic members. Initiate, develop, oversee and account for a range of activities, courses and events (50+ in 2014-15 and 75+ in 2015-16), with national and international partners, including fund-raising and various outputs (i.a. publications). Originator and Course Director for multi-disciplinary and multi-dimensional, project-based “Human Rights Clinic” (CML3173). Course Co-Director (delivered in English, French and Spanish with the Technológico de Monterrey in Mexico City) on “The Juridico-Political Order in Latin America and Its Relations with Canada” (DRC4731). Part of a small team of experts deployed (on very short notice) across the United Nations system and in service of other organisations for purposes of trouble-shooting challenging situations on the cusp of violent conflict, within armed conflicts, as well as post-conflict peacebuilding or prevention of conflict recurrence. - Bosnia and Herzegovina (analysis, advice and mobilisation regarding Constitutional Review and Reform);

- Chad (assessment and advice regarding the Comité de suivi de l’accord du 13 août 2007);

- Georgia (analysis and advice through the Co-Chairs of the Geneva International Talks regarding constructive engagement and stability between the Government of Georgia and the de facto authorities of Abkhazia and South Ossetia);

- Kyrgyzstan (analysis, assessment and recommendations for the SRSG for CA regarding evolving inter-ethnic relations and risks);

- Lesotho (advice on coalition formation and peaceful transfer of power subsequent to the 2012 Parliamentary elections);

- Maldives (international legal adviser attached to the Commission of National Inquiry into the contested transfer of power of 7-8 February 2012);

- Mali (analysis and advice regarding the March 2012 coup d’état, possible return to constitutional order, and stabilization of the country, particularly vis-à-vis the legitimate grievances of the Tuareg population in the North);

- Somalia (contribution to expert assessment of constitutional support 2004-2012 and recommendations for the new period);

Headed the Centre established in 1982, with some 250 students from 60 countries in under-graduate and post-graduate programmes, supported by some 50 academic Members from 14 Departments, 30 external Fellows and 1,800 alumni working all over the world. Awarded 2009 Queen’s Anniversary Prize for Higher Education for ‘advancing the legal and broader practice of international human rights’ (the first such award in the almost 40-year history of the prestigious Prize). Taught course LW914 on “The International Protection of Minorities and Indigenous Peoples in International Law” and contributed to other teaching provision in International Human Rights Law (colloquia LW900 and LW901), directed LW907 “International Refugee Law” in 2009-10, as well as provided numerous supervisions (notably, taught in 4 Departments, supervised to completion over 30 LLM and MA dissertations and 5 fourth-year LLB dissertations, and Co-Supervised one PhD thesis). Established and co-delivered 3 new courses and 4 new degree programmes, as follows:

Substantially increased the Membership of the Centre from 30 to 50 academic Members and from 6 to 14 Departments, diversified external Fellows, and secured Visiting Professors and Fellows (from the UN, India, Iran, Korea and Turkey). Provided pastoral care and career counselling for scores of students at all levels of tuition. Secured new Human Rights Centre Common Room. Established programme links with Japan, including annual visiting Researcher (practising lawyer) and unique LLM scholarship in IHRL with the Japan Federation of Bar Associations (matched with NYU LS, UCal Berkley LS, and UIllinois U-C LS). Contributed to the establishment of the first academic course on IHRL in Japan at Aoyama Gakuin University (in-take from 2012). Created and secured all external funding for a dynamic practise-oriented extra-curricular programme of educational enrichment, including:

- The first Human Rights Clinic in the UK (purposefully multi-disciplinary, with both international and domestic cases and activities);

- Annual study tours to: institutions in Brussels (for under-graduates); institutions in The Hague, Strasbourg and Geneva (for post-graduates); and to Kosovo (for post-graduates);

- Annual student-led Conferences on “Human Rights in Asia” (since 2008) and “Human Rights in Africa” (since 2009);

- Oversaw and contributed to annual “Right Skills for Rights” programme, and occasional workshops, for skills development;

- Assisted with numerous placements of internships and employment opportunities;

- Supported and counselled, as well as steered institutionalization of, the student-led journal the Essex Human Rights Review (see: www.projects.essex.ac.uk/ehrr).

Created numerous elements of Centre outreach and knowledge transfer, including:

- Co-organised HRC’s 25th Anniversary Conference (August 2008); - Co-founded and supported the Essex Human Rights Alumni

Association (see: www.ehraa.org); - Established privileged working relationship with the Law Society

of England & Wales and co-organised and hosted consecutive annual national Human Rights Conferences (2008-2011);

Consulting for governments and inter-governmental and non-governmental organisations on matters of peace and security, conflict prevention and resolution, diversity management and inter-community relations, mediation, institutional capacity-building and the protection of human rights. Worked for or with the UN, EC/EU, OSCE and numerous other regional, sub-regional and other inter-governmental organizations as well as a number of Governments, community representatives, and non-governmental organizations across the world including in, e.g., the Central African Republic, China, Georgia, Iraq, Indonesia, Kosovo/a, and Sri Lanka. Served as the founding Coordinator of the global Initiative on Conflict Prevention through Quiet Diplomacy (now IQd) promoting and assisting institutional capacity building among some twenty IGOs for effective mediation and third party facilitation; conceived and edit ‘Conflict Prevention Handbook Series’. March 2000 – February 2004: Director (D-1), Office of the High Commissioner on

National Minorities, Organization for Security and Co-operation in Europe (OSCE), The Hague, The Netherlands.

Appointed by the Minister for Foreign Affairs of Austria in her capacity as Chairperson-in-Office of the OSCE, on the proposal of the Governments of Canada and the United Kingdom and with the express endorsements of the Governments of The Netherlands, Norway and Sweden, responsible to ensure the overall consistency and success of the work of the High Commissioner. Actively involved in conflict prevention through quiet diplomacy in some fifteen States of mainly Central and Eastern Europe and the former Soviet Union, responsible to oversee the political and legal advice given to the High Commissioner and to co-ordinate the diplomatic activities of his Office with existing and prospective supporting projects. Generally assisted the High Commissioner in carrying out his mandate, including determination and formulation of general policy and specific recommendations. Oversaw or provided advice per requests from other States and IGOs. Represented the High Commissioner in direct high-level contacts and negotiations with representatives of governments, parliaments, and inter-governmental organisations, and also with representatives of minority communities and specialized non-governmental organizations, including process design and management, in various conflict situations including considerable Constitutional and legal reform, institution-building and programme development. September 1995 - February 2000: Senior Legal Adviser to the High Commissioner on National Minorities (P-5), Organization for Security and Co-operation in Europe, The Hague, The Netherlands.

Responsible for general legal and political advice and counsel to the High

Commissioner in the conduct of his mandate pursuant to the 1992 CSCE Helsinki Document, including considerations of international and comparative law and politics, together with assessment of existing and draft legislation (of constitutional and ordinary rank) and its implementation, as well as institutional reform. Involved in the following States: Albania, Croatia, Estonia, Georgia, Greece, Hungary, Kazakhstan, Kyrgyzstan, Latvia, the Former Yugoslav Republic of Macedonia, Moldova, Montenegro, Romania, Slovakia, Ukraine, the UK (re. Northern Ireland) and the Federal Republic of Yugoslavia. Also responsible for inter-organizational relations, in particular concerning legal affairs, with the United Nations, the Council of Europe, the European Commission, the Council of Baltic Sea States and the Central European Initiative. Provided expert opinions for the Governments of Finland (on language regulation) and Sweden (on conferral of citizenship). Drafted analytical memoranda on a daily basis, drafted numerous assessments of existing and draft legislation, and drafted provisions for bilateral and multilateral treaties and positions for political negotiations including constitutional reform and related institution building. Initiated and largely drafted series of general recommendations and promoted their dissemination and use. August 1991 - September 1995: Human Rights Officer (P-3), Special Procedures Branch,

Centre for Human Rights, United Nations Office at Geneva, Switzerland.

Principally assisting the Special Rapporteur of the UN Commission on

Human Rights (CHR) on the situation of human rights in Iraq, other responsibilities included assisting the Special Rapporteurs on Myanmar [Burma], Afghanistan and on the Independence of Judges and Lawyers, the Working Group on Arbitrary Detention, and the Working Group on Enforced or Involuntary Disappearance. Prepared original reports for the UN Secretary-General on the use of "Civil defense forces" and "Human rights and forensic science". Drafted some 1,000 pages of published UN reports in addition to numerous speeches and internal memoranda. Aside from servicing the afore-noted mandates with research, analysis, the organization and conduct of investigative missions (to most States of the

Middle East and to some States of South and Southeast Asia), the drafting of correspondence for and reports to the General Assembly and CHR, etc., contributed to other activities of the Centre for Human Rights (subsequently the Office of the High Commissioner for Human Rights – OHCHR) including the drafting of several other documents such as the "Joint declaration of independent experts responsible for the special procedures for the protection of human rights" presented to the June 1993 World Conference on Human Rights and the report of the Secretary-General on the effective functioning of the various mechanisms of implementation of human rights standards (which began systematization of this work). Organized and serviced the first two meetings of experts of the special procedures and advisory services programme of the CHR (1994 and 1995). Serviced major meetings, including the World Conference on Human Rights (drafting committee, yielding the Vienna Declaration and Programme of Action) and ordinary and extraordinary sessions of CHR.

January 1990 - August 1991: Legal Consultant, Legislative Information Section,

International Labour Organisation (ILO), Geneva, Switzerland.

Engaged in the creation of a full-text, trilingual (English, French and

Spanish) data-base of legislative and jurisprudential sources for ILO standards (ILOLEX), activities included the cross-referencing of all ILO Conventions and Recommendations and the compilation of data concerning the activities and decisions of the Committee on Freedom of Association and the Committee of Experts on the Application of Conventions and Recommendations. Also surveyed and reported upon ILO-related legal developments in some 60 Common Law based States for inclusion in an electronic data-base (NATLEX).

Responsible for the content of abstracts concerning law-related articles and
