    Shell Namibia Upstream BV – EIA for proposed offshore well drilling (2017 -2018)

    Shell Namibia Upstream BV holds PEL 39, which is located adjacent to the southernmost Namibian offshore border with South Africa. Shell is proposing to drill one or possibly two exploration wells in the northern portion of the licence area.

    Werner was the Lead Environmental Assessment Practitioner managing the EIA process (including stakeholder engagement, PPP and report review).

    NamParks Bridges - EIA Scoping

    (2018-2019)

    EIA Scoping process for the the proposed construction of channel crossings. The proposed construction of 22 channel crossings in the Nkasa Rupara National Park (NRNP) forms part of the Namparks IV park infrastructure developments.

    Werner was the Lead Environmental Assessment Practitioner managing the EIA process (including stakeholder engagement, PPP and report review).

    Gecko Cobalt Mining - Environmental and Social Screening process (2018)

    Gecko Cobalt Mining (Pty) Ltd conducted reconnaissance drilling over a stretch of 24 km length over the cobalt and copper mineralisation in EPL 4346, located approximately 25 km northwest of Opuwo. Depending on the outcome of further exploration activities and the feasibility study, GCM and CR are proposing to apply for a ML to ultimately mine the ore and process it on site.

    Gecko appointed SLR (Namibia) to conduct an Internal Environmental (and Social) Screening exercise.

    Manila Investments – Kombat Copper Mine EIA (2017 - 2018)

    Manila Investments (Pty) Ltd holds Mining Licences 73B, 16, 9 (collectively the old Kombat Copper mine, which is currently under care and maintenance). The mine is a past-producing copper, lead and silver mine. Manila is considering implementing the following activities upon completion of the Environmental Impact Assessment process and acquiring the relevant permits and approvals for:

    Open pit (surface) mining in ML 73B (also referred to as “Asis’’) and associated activities;

    Processing of the ore at the existing process plant, currently being refurbished, and associated activities; and

    Dewatering the “Asis Far West” (AFW) Shaft and conducting further underground exploration activities in ML 16.

    Swakop Uranium Waste Rock Dump Amendment and Incinerator - EIA amendment (2017 - 2018)

    Swakop Uranium Reagents – EIA for storage at the Manica facilities (2015)

    Swakop Uranium is developing the Husab Mine in the Erongo Region of Namibia (70 km north-east of the Walvis Bay port). The reagents and chemicals that will be used in the processing plant will be imported through the port of Walvis Bay. It will be sourced in advance and stored in Manica warehouse facility (on a temporary basis – “phase 1 project”) and container yard in the industrial area of Walvis Bay.

    Sand Miners Association of Swakopmund – EIA for sandmining in the Swakop River (2015)

    The members of the Sand Miners Association have been mining sand from the Swakop River, within the Swakopmund Municipal boundaries, for many years. The sand they mine supplies Swakopmund, Long Beach and Walvis Bay with sand for construction purposes. The Sand Miners Association has had to look for an alternate source of sand for construction activities in their area and EIA had to be done.

    Swakop Uranium Reagents storage at a new facility in the Port of Walvis Bay – EIA (2015)

    Swakop Uranium is developing the Husab Mine in the Erongo Region of Namibia (70 km north-east of the Walvis Bay port). The reagents and chemicals that will be used in the processing plant will be imported through the port of Walvis Bay. It will be sourced in advance and stored in a warehouse facility within the boundaries of NamPort’s harbour area (long term – “phase 2” project).

    Namibia Rare Earths – Lofdal mine – Environmental baseline development (2015)

    NRE holds the EPL at Lofdal located west of Khorixas, exploring for rare earth. They wish to apply for a mining license in 2016, for which an EIA would be required. The baseline environment needs to be described in detail to feed into such an EIA process.

    Compile the environmental baseline project plan. Manage specialists and develop Baseline data/report with input from various specialists.

    Swakop Uranium – Husab Mine amendments - EIA (2015)

    Swakop Uranium is developing the Husab Mine in the Erongo Region of Namibia (70 km north-east of the Walvis Bay port). The EMP needs to be implemented during construction Swakop Uranium and their contractors. It further needs to be rolled out into a management system for operations.

    B2Gold – Otjikoto Gold Mine landfill site - EIA (2013 – 2014)

    B2Gold is developing the Otjikoto (gold mine) Project, located approximately 70 km north-east of Otjiwarongo in the Otjozondjupa Region of Namibia. B2 Gold proposed to develop a landfill site (waste disposal facility) on site to cater for non-hazardous waste. They also proposed to construct and operate an on-site (heavy fuel oil) Power Plant.

    B2Gold – Otjikoto Gold Mine development - EIA (2012 – 2013)

    B2Gold applied for Mining Licence (ML 169) to developed the Otjikoto (gold mine) Project, located approximately 70 km north-east of Otjiwarongo in the Otjozondjupa Region of Namibia. As part of the ML application process, a detail EIA process needs to be conducted.

    Lead Environmental Assessment Practitioner managing the EIA process (including stakeholder engagement, managing specialists, etc.) and compiling reports. The Scoping phase was already completed by another company. SLR (in corporation with the other company) completed the EIA process – i.e. assessment phase. Develop Mine Closure Framework.

    Arandis Power Plant - EIA amendment (2014)

    Arandis Power proposed to construct and operate a ‘hybrid’ thermal/PV plant with the maximum output capacity of 120 MW.

    Pietersite Mining License – EIA (2013)

    TransNamib – sulphuric acid transport – EIA (2014)

    TransNamib plans to transport sulphuric acid by rail from Dundee Precious Metals (Tsumeb) to Rössing Uranium Mine and to Walvis Bay.

    Rössing Uranium Z20 deposit – EIA (2012 – 2014)

    It is envisaged that the Z20 uranium deposit would be mined as a satellite open pit as it contains uranium bearing alaskite rocks, utilising conventional blast, load and haul methodology. An infrastructure corridor would need to be established to link the Z20 site to the existing Rössing Uranium Mine across the Khan River.

    Desalination Plant – Managing SEIA processes (2014)

    A new Desalination Plant (located approximately 6 km north of Swakopmund, at the

    Coal Storage at Walvis Bay Harbour – EIA (2012)

    Environmental Screening/ fatal flaw analysis for the proposed expansion of coal storage at the Walvis Bay Harbour.

    Arandis Power HFO and recycled oil power plant - EIA (2012)

    Arandis Power proposes to develop an independent power generation plant east of the town of Arandis, located in the Erongo Region, Namibia. Arandis Power is proposing a power station with a nominal output capacity of approximately 120MW which utilises reciprocating engines. Arandis Power will utilise a residual fuel known as heavy fuel oil (HFO) and recycled oil from a waste oil recycling plant.

    Langer Heinrich Uranium Mine – expansion projects – Specialist environmental support (2009 – 2012)

    Langer Heinrich is an operational Uranium Mine in Namibia Naukluft National Park.

    Specialist environmental support to ensure EIAs for expansion projects are correctly managed and implemented. Also to provide support, guidance and management in terms of environmental management implementation at the mine i.e. EMS development and implementation; mine closure and restoration strategy; environmental training; etc.).

    Port Expansion Projects in SA – Project environmental management (2008 - 2009)

    Port expansions and development (Port Elizabeth, Coega and Richards Bay).

    Project Environmental Manager - managing the EIA process (including stakeholder engagement, managing specialists, etc.) and compiling reports.

    Gautrain Rapid Rail Link - EIA (2006 - 2007)

    Development of the Gautrain Rapid Rail Link.

    Appointed (on contract basis) to provide specialist input into the very challenging EIA

    processes and EMP development for the project. Also appointed as the Environmental

    Manager for the Bombela Turnkey Contractor, the managing contractor, for the

    Gautrain Rapid Rail Link Project.

    Matthew is a Senior Environmental Consultant with SLR and has over 14 years’ experience as an Environmental Assessment Practitioner within the environmental consulting field. Matthew is well versed in the authorisation and compliance requirements of all South African environmental legislation. He is currently the Technical Discipline Manager for SLR’s Environmental & Social Impact Assessment team in Africa. Matthew is also SLR’s Lead for the Infrastructure Sector.

    He has managed a wide range of licensing projects including environmental authorisations, water use license and waste management license applications, mainly in the waste management, gas exploration, mining, industrial and electricity generation sectors. His role included project management and co-ordination; specialist and engineering team management; environmental impact assessment; and co-ordination, facilitation and undertaking of stakeholder engagement processes, including for contentious projects.

    In recent years Matthew has focussed on assisting clients with waste management legislation and implementing projects up the waste management hierarchy. He has also managed a number of projects in the onshore oil and gas sector. Matthew also conducts or manages feasibility assessments, compliance audits, risk assessments, performance assessments, closure cost estimates and due diligence work.

    Infrastructure

    EnviroServ Waste Management - Chloorkop Landfill Site, Midrand (2019 - 2020)

    EnviroServ intend to expand their Chloorkop Landfill Site to enable ongoing disposal of general wastes.

    Matthew was the Environmental Assessment Practitioner responsible for the Basic Assessment process required to inform the application for a waste manageemnt licence made in terms of NEM:WA, and an application in terms of the NWA.

    NamWater - Desalination Plant and Water Carriage System (2019 - ongoing)

    The Namibia Water Corporation Limited is undertaking a Feasibility Study for the development of a Desalination Plant and Water Carriage System, to secure water supply to the central coastal area of Namibia and Windhoek, as well as en-route users.

    Matthew provided technical support to the Environmental Assessment Practitioner team responsible for undertaking the Scoping process required to inform the application for an Environmental Clearance Certificate in terms of Namibia’s EMA.

    Sun International – Pyrolysis and Ash to Brick Plant (2018 to 2019)

    Sun International Limited proposed the establishment and operation of a waste to energy Pyrolysis plant and Ash-to-Brick plant at its Sun City resort in the North West Province. Residual general waste and certain hazardous wastes will be recovered at the Pyrolysis plant to generate approximately 100 kW of electricity for the resort.

    Matthew was the Environmental Assessment Practitioner responsible for the Basic Assessment process required to inform the application for a waste management licence made in terms of NEM:WA, and an atmospheric emissions licence in terms of the NEM:AQA.

    RHDHV for Quidenica Investments – Thornridge Waste Park Conservancy (2018)

    Quidencia Investments has proposed the development of a waste park on a property at Cato Ridge, KwaZulu-Natal.

    Matthew provided environmental inputs into an initial desktop environmental screening of the property and subsequent Master Plan development.

    Dundee Precious Metals - Tsumeb Smelter, Namibia (2017)

    As part of plans to increase the capacity of the Tsumeb Smelter, Dundee Precious Metals appointed SLR to provide a high-level overview and opinion on current waste management strategies and operational procedures at the Tsumeb Smelter, including for both general and hazardous waste.

    Matthew managed the project which included the assessment of waste management strategies relative to national and international legislation and a review of current waste management practices and impacts of managed and unmanaged wastes at the site.

    EnviroServ Waste Management - Holfontein Extension: Integrated Waste Management

    Facility, Gauteng (2014 to 2017)

    SAB proposed the development of a glass bottle manufacturing plant on the farm Leeuwkuil 596 IQ in Vereeniging, Gauteng. The proposed glass bottle manufacturing plant would produce approximately 290 000 tons of green and amber coloured glass bottles using two gas fired furnaces. The facility would comprise a batch plant, main manufacturing building and warehouse.

    Matthew was the Environmental Assessment Practitioner responsible for the integrated Scoping and EIA process required to inform the applications for authorisation made in terms of NEMA, NEM:WA and NEM:AQA. An application for general authorisation under the NWA was also made.

    Clay Industry cc – Brick Manufacturing Plant (2018 – 2019)

    Clay Industry cc operates a brick manufacturing plant in Fisantekraal, Durbanville.

    Matthew was the project manager responsible for undertaking a general environmental compliance audit of the operations and managing an application for the renewal of the facilities atmospheric emissions licence in terms of the NEM:AQA.

    Smart Matta made application for a Recycling and Waste Management Facility in Anderbolt, Boksburg.

    Rappa operates a facility that specialises in the recovery of gold from various materials and wastes acquired from mining and mineral processing operations. Some of the facilities and activities may pose risk to the water resource and thus require a water use licence in terms of the NWA.

    De Beers Marine (Pty) Ltd – Offshore Geophysical Survey in West Greenland (2019)

    De Beers Marine proposed to undertake a short, geophysical survey in offshore West Greenland during July/August 2020. The geophysical survey would include seven seismic lines, undertaken between 66° and 67°N, for the purpose of testing different types of seismic equipment and obtaining high-resolution geophysical data.

    Matthew managed the preparation of environmental inputs to the Pre-scope application document in accordance with the requirements of the Greenland Minerals Authority.

    Afro Energy lodged made application with the Petroleum Agency of South Africa to renew two onshore Exploration Rights.

    Gecko Salt intends to develop a new solar salt production facility at the Cape Cross Salt Pan. The proposed project involves the mining of natural rock-salt and the establishment of salt crystallization pans for salt production by solar evaporation.

    The activities, infrastructure and staff supporting the mining operations at Kolomela Mine generate significant volumes of waste. All of the wastes produced at Kolomela Mine require to be managed.

    Marvin Sanzila joined SLR Environmental Consulting (Pty) Ltd in March 2016 as an Environmental Assessments Practitioner and currently serves as a board member of the Environmental Assessment Professionals of Namibia (EAPAN). Prior to this venture, Marvin successfully implemented the Langer Heinrich Uranium’s Environmental Management System (ISO 14001) for 5 years, ensuring compliance across the business sector and retention of the project’s license to operate.

    Marvin has assisted various consultants for 4 years in conducting Environmental Impact Assessments (EIAs) for project appraisals with the regulating authorities. All projects experience related to EIAs have been successfully awarded Environmental Clearance Certificates (ECCs) by the regulating authority and are operational, enhancing both local and international business sector while implementing best practice environmental and social management tools.

    Apart from Project Management and Environmental Assessments, Marvin has presented and narrated two films, one that emphasizes the role of the environmental Management Act no.7 of 2007 in the modern day Namibian development context and the other that looks at Namibia’s Wetlands and its potential for ecotourism.
