TRAC is the Concessionaire of this R3 billion project to build, finance, operate, maintain and expand the 630 km N4 Toll Road stretching from Pretoria, Gauteng in South Africa to Maputo in Mozambique. We circulated 80 qualitative questionnaires on the South African side of the corridor and 10 questionnaires on the Maputo side. Project title: A Global Strategy for Homelessness. COMMUNITY SERVICE LEARNING Planning enhances opportunities for people, strives towards justice of space and addresses economic resilience. Since Town Planners have to join local insights with their professional techniques in a collective attempt to improve place qualities, the 23 students registered in 2017 for the Applied Urban Planning Project (URUP7906) had to identify interventions that could improve the lives of the residents of Nketoana Local Municipality (NLM). A draft Spatial Development (SDF) Framework for each small town in NLM as well as combined SDF for the local municipality were presented to a CoGTA official on the campus of the University of the Free State and was discussed with the Nketoana office bearers. Reciprocal knowledge sharing between the students and the community empowered both parties. In 2018, the process was repeated for Setsoto Local Municipality. For the BEH752 service-learning module the Master’s students have to develop a housing chapter of the Integrated Development Plan of a small town. It is a bottom-up

process where the students interact with the recipients of government-subsidised houses for low-income families as well as partners in the Peoples’ Housing Process. The housing chapter details identified housing needs and backlogs, identifying well-located land suitable for development as well as investigating and verifying alignment of identified land with the Spatial Development Framework. Outcomes for the students are that this service-learning module allows students to gain hands-on experience on how to transform housing needs into spatial needs. The impact on the community is that the ‘Housing Voice’ of the community is heard.
