PPP STRUCTURING OF CARDENILLO
HYDROELECTRIC PROJECT
It is the final part of a hydroelectric generation unit located in the Paute river basin, altogether with the Mazar, Molino
and Sopladora hydroelectric plants. The Project counts with the pre-feasibility, feasibility, design and environmental
impact studies for the tender process.
The planned investment is approximately US$ 1.215 million, with a generation power of 547 MW. This does not include
the costs of a transmission line, whose costs are estimated at US$ 80 million.
Development of the complete design of the transaction, general contract, financial modeling, Value for Money, Risk
Analysis, and other activities to make it compatible with the new Electricity Law and to gain approval of relevant PPP
authorities.

PUBLIC BICYCLE SYSTEM CONCESSIONS
The first stage of the public or shared bicycle service project, Bike Santiago, began operating in 2015 with 139 stations, 2,724
docks (parking lots) and 1,958 bicycles operating in 9 communes (municipalities) of Greater Santiago. This system has
experienced sustained demand growth, and is therefore considered to be extended to 22 comunas and 5,100 additional
bicycles, to reach a total of 7,824 bicycles, thus representing one of the largest and most modern of such systems worldwide.
It considers an investment of US$ 50 million, half of it financed with public contributions, and the rest with contributions derived
from commercial sponsorships.
On the other hand, the city of Bogota has requested a proposal for the implementation of a Public Bicycle System capable of
complementing the current public transportation system in that city, which entails technical, financial, socioeconomic and legal
evaluations. This project has two phases, construction and operation, where each of these phases must include a determined
number of bicycles and new stations. Additionally, the city has requested to evaluate a possible expansion of the project, in
case the demand is not met in the first phases.

PAITA PORT CONCESSION
Concession project for a new wharf specialized in handling containers in the town of Paita, implemented through a
DBFOT (Design, Build, Finance, Operate & Transfer mechanism), with an estimated investment of US$ 127 million.
The wharf is 365 meters in length and 36 meters in width and it has 4 berths, tending ships of up to 25.000 DWT,
with a container yard of 25.000 m2. The cargo handled is mainly agricultural, fishing, mineral and containers; and in
addition, it has an underwater line for loading and unloading oil derivatives. The concession involves the
modernization, rehabilitation, crane installation, financing and operation of the terminal for a total of 30 years.
Acted as investment banker for structuring the Paita Port concession. The concession was awarded to the
consortium Terminales Portuarios Euroandinos (TPE), constituted by Tertir Terminais (Portugal) and Cosmos and
Translei (Peru). Also developed a financial model to allow the simulation of cashflows considering alternative types
of financing, and to value contingencies to structure a guaranteed annual minimum income (GAMI).

SENIOR ADVISORY FOR THE PROGRAM FOR THE
ADVANCEMENT OF PPPS IN MEXICAN STATES (PIAPPEM)
Program aimed at fostering PPPs in Mexican States between 2007 and 2015, financed by the Inter-American
Development Bank (IADB) by providing technical, institutional and legal assistance to Mexican States in topics related to
PPPs.
The PIAPPEM provided technical assistance to structure PPP projects in the States of: Guanajuato (southern Celaya bypass,
State road maintenance program, Guanajuato-San Miguel de Allende and Salamanca-León highways); Chiapas (road network
maintenance program, Tuxtla Gutierrez-Villaflores highway, water sanitation program, and a eolic energy park); Tabasco (public
building infrastructure projects); Campeche (maternal and children’s hospital); Quintana Roo (Tulum drinking water system);
Oaxaca (Oaxaca City southern bypass); Yucatan (Mayan Culture Museum, and two hospitals). Total investments are estimated at
US$ 1,100 million. In addition, collaborated in reviewing the Federal PPP Law, and its regulations, and directly assisted the States
of Guanajuato, Chiapas, Yucatan, Campeche, Oaxaca and Quintana Roo with the review and adaptation of their legal frameworks
for the development of PPPs, resulting in local PPP and Concessions Laws, and model contracts for long term service rendering
projects.

INFRASTRUCTURE, SIGNALING, ELECTRIFICATION AND

Contract for the provision of Railway Infrastructure in the Central Zone for the rehabilitation and maintenance for 16
years of 750 km of railroad along the routes Alameda-Chillan, Chillan-San Rosendo, San Rosendo-Talcahuano and
Concepción-Lomas Coloradas. Total investment of approximately US$ 238 million. Contract for the Provision of
Railway Infrastructure in the Northern Zone for the rehabilitation and maintenance for 16 years of 368 km of railroad

VALUE FOR MONEY ASSESSMENT: PENITENTIARY
CONCESSION UNIT NUMBER 1 IN MONTEVIDEO,
URUGUAY
Design, building and financing of a new prison complex and rendering of maintenance, cleaning, feeding,
laundering and sale of supplies services. The facilities consist of two sections within the same lot: one for people
sentenced with imprisonment, and a unit to lodge people deprived from liberty with medium security. Common
areas include administration offices, admissions control, services (medical, kitchen, laundry room, etc.), and areas
for sports and social and labor training. Indoor areas are estimated at 45.000 m2, and outdoor areas at 14.000 m2
in a 15 hectares lot. The project was awarded in January 2014.
Development of a Public-Private Comparator methodology, financial modeling and risk analysis, and its application
to the Unit for people deprived from liberty to verify Value for Money.

FINANCIAL FEASIBILITY ANALYSIS - PPP PROJECT FOR
DRINKING WATER SUPPLY SYSTEM OF TEPATITLAN
PPP project to operate and maintain the Drinking Water Supply System, from the recollection of raw water at the El Salto

PPP TEST FOR HYDRAULIC WORKS IN CHILE AND
APPLICATION OF THE PUBLIC SECTOR COMPARATOR
FOR CONVENTO VIEJO PROJECT
The Convento Viejo Reservoir concession, 160 km south of the Metropolitan Region of Chile, considered the
expansion of the original reservoir and other complementary works to benefit nearby farmers by maintaining an
accumulation of 237 million m3. The estimated investment was US$ 216 million, and the concession was awarded
in 2005 for a term of 25.3 years.

Advisory services for the Concessions Coordination at the MOP in the comprehensive structuring and the analysis
of the Public Sector Comparator (PSC) of the Convento Viejo Reservoir, including risk analysis, transaction design
of the PPP and public reference projects, and financial modeling.

VALUE FOR MONEY FOR A WIND
ENERGY PARK IN METAPAN
The generation of wind energy is one of the projects that the Executive Hydroelectric Commission of the Lempa
River (CEL) is studying strongly to be able to give a turn to the energy matrix of El Salvador. The CEL seeks to
build a wind farm in the municipality of Metapán, Santa Ana, where they will install 28 wind turbines of 1.5
megawatts each, which together can generate 42 megawatts of wind, which translates into 126 , 5 gigawatt-hours
of energy per year. This equates to the consumption of 100,000 households, with an average demand of 100
kilowatt hours per month each. Currently, about half of the energy consumed in the country is generated from
hydrocarbons, 30% with hydroelectric dams, and 23% with geothermal energy.

Value for money analysis and structuring using best international practices, development of specific financial
models, comparative analyses and multicriteria valuation, to determine the best contract modality.

CONTRACTUAL MODELS FOR PRIVATE PARTICIPATION

Agency for International Development (USAID) within the framework of the Low Emissions Development Program in

Project Description
Review of the experience of 6 countries (USA, UK, Guatemala, Brazil, Australia and Chile) in the development of their transmission
networks, identifying the basic characteristics that guarantee the functioning of the electricity market, the expansion processes
carried out to determine new transmission lines, ways to remunerate transmission facilities, financing schemes, and the legal
frameworks granting the necessary guarantees to the actors involved. In addition, preparation of the transaction model,
standardized PPP contract, risk analysis, the financial and accounting aspects, and a short, medium and long-term institutional
proposal.

SANTIAGO JUSTICE CENTER CONCESSION
Concession awarded to the OHL company in 2004, consisting in the construction of a set of buildings to facilitate
the implementation of the Criminal Procedure Reform, with an estimated investment US$ 180 million. The project
covers an area of 115.000 m2 within a 4.5 hectare lot, and is currently in full operation.

Advisory in the preparation of a Public-Private Comparator to determine Value for Money, conduction of risk
analysis, definition of the concession business model, and review of services to be rendered in the building. To
date, the CDJ is the largest PPP public building in Latin America.

PPP HOSPITAL PROJECTS
Twenty five year contract to demolish the current hospital, and construct, maintain, operate and equip its
replacement. Advisory services to conduct a due diligence analysis of the General Hospital, to allow an investing
party to have sufficient technical grounds evaluate this opportunity. Such services considered: analysis of the
transaction model and technical obligations for the Developer under the contract; analysis of the medical model
used for the design of the hospital and the required equipment (medical and non-medical); detailed analysis of the
medical and non-medical equipment to be installed; engineering analysis and of works program; recommendations
for the construction contract agreement (EPC); and recommendations for the Operation and Maintenance (O & M)
contract agreement.

Implementation of a Public-Private Comparator using a combination of a historical data sample for hospitals and
risk workshops with sector experts. Risks were identified and valued, prioritized and assigned to the agent best
prepared to deal with them. As part of the reports prepared , a book on Hospital Concessions in Chile was
published, which included the Value for Money analyzes performed.

PPP AIRPORT PROJECTS
The Ministry of Communications (CIV) requested the ANADIE to evaluate a PPP management model
to allow enhance and augment operations for the next 15 years. Diagnosis of the implementation of
the 2007 AILA Master Plan and identification of actions to ensure compliance with national and
international operating standards. Studies on technical aspects for structuring a PPP in AILA, as
required by the National PPP legal framework: market study; technical study; feasibility assessment
of including an alternate airport to AILA within the National Airport System with a PPP modality; and
initial socio-environmental study ("scoping"). Also, risk identification and distribution, and definition of
mitigation strategies. Elaboration of financial and legal study to determine the most viable PPP model.

PPP PROJECTS IN CIVIC CENTERS
Considers the design, financing, building and equipping of the Administrative Center through a PPP
for infrastructure, maintenance, and other basic services within a 300.000 m2 lot to accommodate
4.000 cars and 12.000 public officials currently distributed in different locations within the city. The
initial investment is estimated in USD 180 million.
Provided advisory services along with the firms “Gerenciación, Administración e Ingeniería de
Proyectos (GAiP)” and “Ríos-Ferrer, Guillén Llarena, Treviño y Rivera” for the financial, technical and
legal structuring, and the delivery of the tender bases and PPP Contract under a PPP mechanism. It
included both the technical and operating organization for the whole structuring and contract
processes.

TERMINALS IN THE MUNICIPALITY OF SAO PAULO, BRAZIL
Structuring through PPP mechanisms of a pilot program consisting of 3 bus terminals (Capelinha, Campo Limpo and
Princesa Isabel) of a total of 27 existing terminals in the city of Sao Paulo, which are linked to the Municipality’s Urban
Passenger Collective Transportation System.
Description of Project
Application of the Highest Best Use (HBU) methodology to each terminal to determine its legal, physical and financial
feasibility based on its real estate potential. Estimation of CAPEX, OPEX and expected revenues for services
rendered within the terminals. Review of 2 international experiences, description of responsibilities and rights of the
municipality and the future concessionaire, and regulation of performance levels and indicators of KPI services
following international best practices.
