    There are no negative budgetary implications to the program, and no additional funds or human

    resources are necessary for these changes at this time. The administration of the department fully

    Description: The BSEd program in World Language Education is a competitive enrollment program which prepares teacher candidates in the both the language proficiency and the pedagogical knowledge, skills, and dispositions required to be licensed to teach in K-12 settings in the State of Ohio. Students in this program will be required to double major in Spanish or French.

    As a pre-service world language educator, you will experience early in the program what it is like to teach in real. In these field experiences, you will begin to apply what you learn from your professors in meaningful tasks.

    Once you complete the necessary requirements (including language courses, the ACTFL Oral Proficiency Interview, and the writing proficiency test, and foundational education courses), you will be eligible to begin the final year of the program, which includes an intensive field experience and student teaching.

    During the autumn semester of the final year, coursework will be accompanied by a field experience in a world language classroom. You will develop the ability to enact three core practices for world language teaching, as well as other essential skills in planning, instruction and assessment. In the spring of the final year, you will complete a full-time student teaching experience and a performance assessment of teaching called the edTPA.

    Program goals: To develop the knowledge, skills, and dispositions required of World Language Educators in the United States, as established by the Council for the Accreditation of Educator Preparation and outlined below.

    ACTFL STANDARD 1: Language Proficiency: Interpersonal, Interpretive, and Presentational. Candidates in foreign language teacher preparation programs possess a high level of proficiency in the target languages they will teach. They are able to communicate effectively in interpersonal, interpretive, and presentational contexts. Candidates speak in the interpersonal mode at a minimum level of "Advanced Low" (French, German, Hebrew, Italian, Portuguese, Russian, and Spanish) or "Intermediate High" (Arabic, Chinese, Japanese, and Korean) on the ACTFL Oral Proficiency Interview (OPI). Teacher candidates will: 1a) Speak in the interpersonal mode of communication at a minimum level of "Advanced Low" or "Intermediate High" (for Arabic, Chinese, Japanese and Korean) on the ACTFL Oral Proficiency Interview (OPI) according to the target language being taught. 1b) Interpret oral, printed, and video texts by demonstrating both literal and figurative or symbolic comprehension.

  • 1c) Present oral and written information to audiences of listeners or readers, using language at a minimum level of "Advanced Low" or "Intermediate High" according to the target language being taught.

    ACTFL STANDARD 2: Cultures, Linguistics, Literatures, and Concepts from Other Disciplines. Candidates demonstrate understanding of the multiple content areas that comprise the field of foreign language studies. They demonstrate understanding of the interrelatedness of perspectives, products, and practices in the target cultures. Candidates know the linguistic elements of the target language system, and they recognize the changing nature of language. Candidates identify distinctive viewpoints in the literary texts, films, art works, and documents from a range of disciplines accessible to them only through the target language. Teacher candidates will: 2a) Demonstrate target cultural understandings and compare cultures through perspectives, products, and practices of those cultures. 2b) Demonstrate understanding of linguistics and the changing nature of language, and compare language systems. 2c) Demonstrate understanding of texts on literary and cultural themes as well as interdisciplinary topics.

    ACTFL STANDARD 3: Language Acquisition Theories and Knowledge of Students and Their Needs. Candidates demonstrate an understanding of the principles of language acquisition and use this knowledge to create linguistically and culturally rich learning environments. Candidates demonstrate an understanding of child and adolescent development, the context of instruction, and their students’ backgrounds, skills, and learning profiles in order to create a supportive learning environment that meets individual students’ needs. Teacher candidates will: 3a) Demonstrate an understanding of key principles of language acquisition and create linguistically and culturally rich learning environments. 3b) Demonstrate an understanding of child and adolescent development to create a supportive learning environment for each student.

    ACTFL STANDARD 4: Integration of Standards in Planning and Instruction. Candidates in foreign language teacher preparation programs understand and use the national Standards for Foreign Language Learning in the 21st Century (2006) or their recently refreshed version World-Readiness Standards for Learning Languages (2015) and their state standards to make instructional decisions. Candidates demonstrate an understanding of the standards and integrate them into their curricular planning. They design instructional practices and classroom experiences that address these standards. Candidates use the principles embedded in the standards to select and integrate authentic materials and technology, as well as to adapt and create materials, to support communication in their classrooms. Teacher candidates will: 4a) Demonstrate an understanding of the Standards for Foreign Language Learning in the 21st Century or their recently refreshed version World-Readiness Standards for Learning Languages (2015) and their state standards and use them as the basis for instructional planning.

  • 4b) Integrate the goal areas of the Standards for Foreign Language Learning in the 21st Century or their recently refreshed version World-Readiness Standards for Learning Languages (2015) and their state standards in their classroom practice. 4c) Use the Standards for Foreign Language Learning in the 21st Century or their recently refreshed version World-Readiness Standards for Learning Languages (2015) and their state standards to select and integrate authentic texts, use technology, and adapt and create instructional materials for use in communication.

    ACTFL STANDARD 5: Assessment of Languages and Cultures – Impact on Student Learning. Candidates in foreign language teacher preparation programs design ongoing assessments using a variety of assessment models to show evidence of P-12 students’ ability to communicate in the instructed language in interpretive, interpersonal, and presentational modes; and to express understanding of cultural and literary products, practices, and perspectives of the instructed language. Candidates reflect on results of assessments, adjust instruction, and communicate results to stakeholders. Teacher candidates will: 5a) Design and use ongoing authentic performance assessments using a variety of assessment models for all learners, including diverse students. 5b) Reflect on and analyze the results of student assessments, adjust instruction accordingly, and use data to inform and strengthen subsequent instruction. 5c) Interpret and report the results of student performances to all stakeholders in the community, with particular emphasis on building student responsibility for their own learning.

    ACTFL STANDARD 6: Professional Development, Advocacy, and Ethics. Candidates engage in ongoing professional development opportunities that strengthen their own linguistic, cultural, and pedagogical competence and promote reflection on practice. Candidates articulate the role and value of languages and cultures in preparing all students to interact successful in the global community of the 21st century. They understand the importance of collaboration to advocate for the learning of languages and cultures. Candidates understand and explain the opportunities and responsibilities inherent in being a professional language educator and are committed to equitable and ethical interactions with all stakeholders. Teacher candidates will: 6a) Engage in ongoing professional development opportunities that strengthen their own linguistic, cultural and pedagogical competence and promote reflection on practice. 6b) Articulate the role and value of languages and cultures in preparing all students to interact in the global community of the 21st century through collaboration and advocacy with all stakeholders. 6c) Use inquiry and reflection to understand and explain the opportunities and responsibilities inherent in being a professional language educator and demonstrate a commitment to equitable and ethical interactions with all students, colleagues and other stakeholders.

    Dear Curriculum Committee members,

    Please accept this letter and the accompanying attachments as our formal request to amend the existing B.S.Ed. major program in Foreign Language Education. Since this program was originally approved, conversations have been initiated with the Departments of Foreign Languages to more clearly specify the language courses in the major. Even with the prior revision to the program, several barriers have resulted in a low completion rate. During the first two years that we admitted students into the program (2014-2015 & 2015-2016 academic years), only five of ten candidates successfully progressed to student teaching and completed the program. In examining the trend through data, we have found that because of the limited number of content coursework (coursework in the target language) and the lack of study abroad requirement prior to the senior-level, year-long internship, students were not adequately prepared to meet the CAEP required oral proficiency and writing proficiency benchmarks.

    Given the need for more coursework in the languages, we (led by Dr. Lando in EHE) re-engaged inter-college dialogues to articulate a double major in Education and French/Spanish. To that end, we are submitting a request to change the degree requirements for the B.S.Ed. in Foreign Language Education as outlined below. The original advising sheets are also attached to clearly depict the requested revisions.

    As students enroll in this revised program, we will continue to monitor the data that we collect as part of the CAEP review process to determine whether the double major is increasing the number of candidates entering the final year of the BSEd in World Language Education. The proposed revisions summarized below for each language are the result of continuing dialogue between the Department of Teaching and Learning and the Foreign Language Departments.

    B.S.Ed. in World Language Education and Spanish Double Major

    Overall Changes 1. Change “Foreign” to “World” in title of degree program to reflect shifts in field away from the

    marginalizing use of “foreign.”2. Add “Double Major in Spanish.”3. Change requirement term to “Summer 2018.”

    General Education 4. Change requirement” EDUTL 2368 or 3356” to any GE literature. These courses are not a requirement for

    the K-12 language teaching license, and students will no longer be required to take the 5468/5469sequence, for which 2368/3356 are prerequisites.

    5. Add note in Open Option: “recommended: SPANISH 1101 and SPANISH 1102 or placement.” This givesstudents the flexibility to apply first year Spanish credit, transfer credit, or EM credit to their degreeprogram.

    10. Change “coursework in your language.” The new heading is “Spanish.” This is to clarify to students what Spanish coursework is required as premajor coursework.

    11. Change “choose 9 hours from Spanish courses numbered >3400, such as:” to “Choose 12 additional hours from Spanish courses numbered >3400 from:.” An increase from 9 hours to 12 hours was necessary to develop the necessary proficiency in the Spanish language.

    • Add SPANISH 4534- Spanish Phonology to develop Spanish proficiency and knowledge.• Add SPANISH 4603- Advanced Spanish Composition to develop Spanish proficiency and

    knowledge.• Add “or any >3400 Spanish course” to allow for flexibility in scheduling.• Add “recommended” next to Spanish 3404, 4534, 4538 and 4603. In conjunction with the

    Spanish Department the “recommended” courses are listed due to availability and in support of building language proficiency.

    Major Requirements 13. Replace “major requirements” note with: Major Admission Requirements: “Competitive application

    process requiring completion of application and initial OPI/WPT scores. Students should consult theiracademic advisor to discuss eligibility and the application process. While a 2.75 CGPA is required foradmission, meeting the minimum requirements does not guarantee admission.” This note was amended toclearly explain the competitiveness of the program and the program requirement to complete initialOPI/WPT testing in order to establish a baseline assessment of the candidates’ language proficiency.

    14. Delete EDUTL 5469- Phonics as this course is not a requirement for licensure.15. Add superscript 8 to clarify that the score of advanced-low on OPI and WPT must be met to enroll in these

    courses, which are typically taken during the final year of the program.16. Substitute EDUTL 3189 Field Experience for EDTL 4189. 3189 is the appropriate course for the first

    placement, and its use when scheduling allows distinction from 4189. Credit hours here will stay the same.17. Adjust credit hour requirements for EDUTL 4189 from 1 to 2. Consistent with the other BSEd program
