    THE SHORT AND MEDIUMTERM PLAN (MTP): 2008-2012

    The Vision 2030 will be realized over a succession ofdifferent five year time horizons, each with defined goalsthat are consistent with the overarching goal of the Vision.

    The MTP will implement the initial five years of the Vision2030 Strategy. It will Succeed the Economic RecoveryStrategy (ERS 2003-2007).

    The MTP will also continue to implement the on-goingpolicies and programmes aimed at attaining importantdevelopment objectives such as the Millennium

    Development Goals (MDGs).

    In addition MTP will also take in to account the Manifestos of thePolitical parties making up the Grant Coalition Government.

    However, what will be input into the MTP from the manifestos will

    come after agreement on policy issues currently being discussed by themain parties .

    The MTP will also include programmes and activities aimed at quick

    recovery of the economy following the post election events (emergencyand short-term);

    The one year Recovery Strategy (short term) will therefore be in-builtwithin the MTP in order for the economy to revert to the originally

    projected growth path of 10 per cent per annum.

    THE SHORT AND MEDIUM TERMPLAN (MTP): 2008-2012

    A total of 19 MTP Sector teams were constituted and officiallylaunched in January 2008. The teams have developed draft chapters

    that have been shared with all the 19 sectors for cross referencepurposes.

    The draft MTP chapters are also been discussed and reviewed by theVision 2030 core team members to ensure alignment with Vision

    2030 priorities and programmes and especially flagship projects.

    A National Steering Committee (NSC) was also constituted and hasbeen providing guidance and advice to the MTP preparation process.

    Similarly, a Medium Term Technical Committee in which allSecretaries of the 19 MTPST are members was also set up and hasbeen guiding the NSC and Sector teams work at the technical level.

    Consultations with relevant sector stakeholders to enrich the draft

    reports are on-going.

    Develop implementation plan for selected flagships projects for the

    next 5 years.

    Use the Provincial and District Vision 2030 Dissemination andConsultation Reports as background documents in formulating sector

    strategies and programmes.

    Identify programmes and key policies other than the flagship projectsfor implementation in the next 5 years.

    Identify the key enabling sectors and programmes for implementation

    in the next 5 years. Identify projects to be funded under Private Public Partnership (PPP)

    Identify the policy, legal and Institution framework/reforms required

    Establish linkages between the Economic, Social and Political sectors

    and the key enablers.

    Study the MDGs needs assessments and mainstream the MDGs targets

    in the Vision MTP.

    Prepare a tentative budget to implement the various sector

    programmes.

    Develop Indicators/Targets for monitoring and implementation of

    sector plans, policies and programmes.

    National Reconciliation and Emergency Social andEconom ic Recover y Strategy

    Following the post election violence, a Recovery Strategy hasbeen developed, published and shared with Line Ministries,

    Development Partners and other stake holders.

    The strategy presents actions that the Government will in theperiod to June 2008 take to mitigate the effects of the post

    election violence. These are classified into four broad areasnamely:

    1. National Reconciliation, Peace Building and Security.2.Resettlement of Internally Displaced People.

    3. Revitalization of key Economic Sectors (tourism, livestock andfisheries, small businesses and infrastructure).

    4.Positive engagement of the youth. The Strategy is to be integrated with Vision 2030 based MTP.

    The Strategy is estimated to cost Kshs 31.5 billion.

    Conclusion

    MTEF Sector reports are linked Vision 2030 priorities.

    Wide stakeholder engagement and consultations to continue in finalization

    of the respective MTPs chapters.

    District Development Plans being developed based on Vision 2030 and thefive year Medium Term Plan priorities and programmes.

    The revised draft MTPST chapters are expected to be submitted to the MTPSecretariat by 28th March 2008.

    The revised draft chapters will be circulated to all stakeholders forcomment before finalisation.

    The final MTPST chapters are expected to be ready by mid April 2008 and

    the draft MTP by end April 2008A National Stakeholders Forum will be held to discuss the draft MTP2008-2012 report.

    The MTP report is expected to be published and launched before June2008.
