EMB’S MANDATE

The EMB is mandated to implement on a nationwide scale the following environmental laws:

– RA 8749 (Clean Air Act of 1999)

– PD 1586 (Environmental Impact Statement System) 

– RA 6969 (Toxic Substances and Hazardous Waste Control Act)

– RA 9275 (Philippine Clean Water Act)– RA 9003 (Ecological Solid Waste Management 

Act) as National Solid Waste Management Commission Secretariat and Manager of the National Ecology Center

– Environmental Awareness Act of 2008

Under E.O. 192, EMB is also mandated to conduct  education and information services; provide research and laboratory services; and serve as secretariat in the adjudication of pollution cases.

MAJOR POLICY THRUST FOR THE ENVIRONMENT SECTOR

1. Improved Air and Water Quality in MM and other Major Urban Centers

2. Improved Management of Solid Waste Especially in MM 

3. Effective Management of Toxic Substances and Hazardous Wastes

4. Implement the Streamlined EIS System

5. Fast Track Disposition of Pending Pollution Cases

6. Improved Organizational Performance to respond to Expanded Mandate of the Bureau

Environmental Issues

• The total suspended particulates (TSP) or theamount of dust particles in the air in 1st half of2010 is 166 micrograms per normal cubic meters(ug/Ncm) compared to the standard of 90ug/Ncm.

• 80% of pollution due to vehicular emissions

• Air pollution is a major cause of respiratory andcardiovascular diseases.

• About 18 million Filipinos are exposed to airpollution, with total health cost and loss ofincome of P7.6 billion per year, according to WorldBank.

Our problems regarding the quality of our air, water, and environment cascade to a greater problem on climate change. Over the past years, climatic changes have become imminent to our surroundings. The atmosphere is definitely warming and we have already been feeling its effects. More typhoons and stronger storms now disturb not only our livelihoods and household, but our very lives.

Aside from intensified storms and typhoons, the conditions of our agricultural landscapes are now suffering greatly from droughts, floods and fires that have caused our ecosystems and societies to suffer. Moreover, due to warmer Earth temperature, many diseases have now become evident. We now see many aberrations from our environment due to climate change.

One of our major projects at the Department of Environment and Natural Resources to boost the build-up of greener communities is the Adopt-An-Estero Program. The Adopt-An-Estero programs is (directly read from slide) >a collaborative undertaking between and among communities residing along esteros and rivers, donor-partners, local government units and other government agencies. >It aims to build partnerships among concerned sectors and organizations to restore the healthy state of esteros and rivers as well as safeguard the wellbeing of its residents >Being launched in 2010, the program has drawn together more than 200 signed agreements with private companies to clean up esteros and rivers all over the country.

Waste Management

• Segregation at source and waste diversion specially in all subdivision in Metro Manila 

Current Policies and Programs On Health Care Waste

Health Care WasteDENR/DOH JAO• Regulation of all hospitals and health care facilities

• 100% management of health care waste in MM

DAO‐DOH• Management/confiscation of mercury containing equipment (i.e. thermometer etc.)

Current Policies and Programs On Chemical and Hazardous Waste

Chemical and Hazwaste

• Management of industrial chemicals and hazardous waste in all aspects of its life cycle, “cradle to grave” –generation, transportation, treatment, storage and disposal.
