An apology was received from Cllr S Gaunt.
2. MINUTES OF THE JlEETING OF 19 OCTOBER 1994
The Chairman signed the Minutes as a correct record.
3. MATTERS ARISING FROM THE MINUTES
3.1 Speed Limit - Stanford South
The Clerk reported that SDC were informing KCG that theysupported a 40 mph limit on Stone Street between the
junction with the A20 and the X20 bridge.
'-._ GIlr J Dadswell said that J£rG Kemah, KCG Traffic Engineerfor East Kent, had been most helpful and on hie advice it had
been decided ask the KGC for a 40 mph limit as the road hadbeen subject to a Derestriction Order due to traffic flow
problems some years ago.
3.2 H2O - Tree and Shrub Screening
The Clerk had still received no reply from KGG, regarding theParish Council·s concern at plans to cut the height of'screening.
It was agreed to write again.
3.3 Village Notice Board
The Glerk had written to Xr Robert Spicer, Chairman of theParish Room ComDdttee, a~out the state of the notice board
and the Parish Coun?il's'~illingness to contribute to a

new board with a speoial seotion for the Parish Counoil but
had reoeived no reply.
The Chairman agreed to contact Kr Spicer
3.4 A259 - Proposed New Road
Cllrs J Dadswell and Cook had attended the Publio Enquiryand Cllr Cook reported that Cllr Dadswell had made a most
impressive case on behalf of the Parish Council.
However, Cllr Dadswell felt that the case had been lost because
although it was technically sound it was wrong tactioally.
Stanford had failed to involve other parishes or landownersand the Parish Council scheme had attracted objectors but no
supporters. It was said that if the scheme were adopted it wouldmean a two and a half year delay.
Of the three coloured routes proposed, the Parish Counoil hadsupported the blue route - but with some provisions, thus makingthe council an objeotor and the Department of Transport saw no
merit in the proposals.
CUr Dadswell said the Inspector had listened, but the Parish
Council could not afford legal advice whereas the DOT had a
barrister. He felt this raised questions on the Parish Counoil'sresponse to the High Speed Link.
Counoillors discussed whether or not they should carryon
expressing their ooncern. The chairDan pointed out that when the
H2O was built it wasneoessary to hold a second enquiry.
Cllr J Dadswell felt that the oonsultation process appeared to
fa1l where small councils were concerned. It was agreed to write
a teohnical letter to the Inspector and Cllr Hewlands suggested
the Parish Council consult Hr P Kirby at SDC as the planning
expert.
The Chairman thanked Cllr Dadswell for his effort on behalf ofthe Parish Council.
PLAnING
4.1 94/0465/SH - Holiday Village, Vest Wood, Lyminge Forest
The Chairman rep~rted ~hat a programme ·Pulling Ran~' was beingshown on television that evening about the application and theobjeotions to it.
On the suggestion of Cllr Newlands, it was agreed to contact Rank
requesting for Stanford to be one of the villages near to the
development to be allowed to use the Holiday Village facilities.

4.2 94/0618/SH - Lympne Industrial Estate - Storage & DistributionWarehouse
Cllr Kewlands reported that she had been invited to address the
SDC Development Control Committee on the application, but it had
still been approved. Lympne worked to absorb the industrialdevelopment in the village and much of the local industry
supported the village and co-operated in events. However, it
felt that Argos, the proposed users of the building, would be too
large an organisation for this.
4.3 94/071/SH - Land adjacent X20 at Junction 11 <South Side)
Construction of Motorway Service Station - further
details following application 92/0896/SH
It was agreed to put the following comments forward to SDC:-
1 Roofs should be Kentish Peg Tile type.
2 Lighting pollution from the area to North and South Stanfordwill be "horrific".
3 Hot enough tree planting and fenoing are included to reducethe impact on rural life.
4 Not enough fencing is included to restrain rubbish which will
be blown by prevailing south-west winds onto the 120 andover - will there be restriction?
5 In an effort to reduce light pollution, western and southernelevations should be constructed so as to red\!ce artificial
light emission.
6 Why include shops, against current opinion on town shopping?
The personnel service area seems more important than fuelrequirements.
7 Th~ whole design should come under strict conditions in view
of the "Area of Outstanding Natural Beauty". These
conditions were introduced to the hotel planning permission.
8 Restricted use to service area only. There should not be
alteration to include probable overnight lorry parking inin future applications.
9 The application would not demand any great extra employmentfor local personnel.
10 The design of the car park was felt to be peculiar and poor due to the bottle neck it could cause accidents.

5.1 SDC - Precept & Conourrent Services Grant - 1995/96
It was agreed to request a preoept of ~300.00.
It was agreed to make no request for a Concurrent Services Grant
provided that the street lighting requested at Westenhanger
following an offer from SDC - be provided. Should the lightingWestenhanger Station not be provided, a request would be madefor a Conourrent Services Grant.
5.2 statement of Parish Council Accounts
The Current Account stood at t20.00 and the Deposit Account at
t.1,654.33
5.3 Poppy Wreath - 1994
A cheque for t9.20 had been paid to provide the Stanford wreathfor Remembranoe Day and a receipt had been received from the
.local organiser, XrsB Cornell.
5.4 Fordred Charity - 1994
The Chairman had received a oheque for t,90.00 from the Fordred
Charity. It was agreed to distribute the amount this Christmas
between the same six people as in 1993.
6 UNION RAILWAY - HYBRID BILLn"
A copy of the Bill had been deposited with the Clerk.
The Chairman reported that he had reoeived a book of maps, showing thearea from Stratford to the Channel Tunnel, together with a large
Environment Book. The Hybrid Bill would be presented next week but itwas not yet known who the Private Party concerned would be.
It was still only outline planning permission and the Parish Councilwould only be allowed to object through the Parliamentary Select
Committee. However, the Private Company could make amendments without
petitioning the Select Committee provdided they did not affectenvironmental planning. Plans were being made to scrap farmers"
accomodation bridges whioh farmers could petition to have replaoed.
The Chairman said that a'Public Bnquiry could go on for three to four
years, whereas a good case could be submitted to the Select Commdttee
which could be acoepted. Objections would be listened to and the only
way to achieve any changes would be to petition the Select Committee.
In answer to a question from Cllr A Dadswell, the Chairman explained

that the maps did show bunding, but he had requested larger plans in
order to see if sufficient bunding and walling ~s planned for thisarea. He did not feel the Parish Council had too much to object to
unless the Private Company changed the plans in the Bill.
Cllr J Dadswell said that Stanford's major obstacle was the refusal to
demolish Saltwood Tunnel; if this was to happen, trains could gostraight into Dol lands Moor and- Westenhanger Station could be saved.
The Chairman said that as things were there was nowhere else for the
high speed line to go apart from alongside the existing track. Hefelt there was no point in objecting at present and he would try to
attend a meeting with KCC,on 14 December for local parishes to put
their views. -He confirmed that the land between H2O and Vestenhanger
station had been designated as a construction area.

On the advice of Cllr Newlands it was agreed to write to tAe
Chairman of the Environment & Conservation Commdttee, backing a
proposal to allow free car parking in Hythe for two days eachweek.

It Was also agreed to write to the same committee. opposing an
increase charges for cesspit emptying.
ANY OTHER BUSIlfESS
8.1 Local Transport
Xr Hull reported that there was now one bus each way between
Folkestone and Canterbury, which stopped at Stanford, in schoolterm time only.,
8.2 Neighbourhood Watch
Xr Hull reported that there had been a fire at Station House.
