The Chairman called zttention to the dinner of The City College A1umn.i Association on November 18th and stated that he felt sure it would be a stjrnulating experience for members to attend. Jd Report: President Shuster, at the request of the Chairman, outlined the method of selecting cl~ildren for the Hunter College Elementary School and upon motion duly made, second.ed 'and carried, the following statement of policy was approved and ordered spread upon the minutes of the Board: ' ' - d the Chairman of the Board of Hi,gher Education that some statenlent be presented at this meeting concerning' the admission policy in effect in the Elementary School at Hunter College. When this school was reorganized during 1939-1940, all forms of special consideration were abolished. In addition, z requirement that pupils reside south of 86th Street was removed since the impression was thereby given that Negro $ pupils were not desired. Since then, no exceptions of any kind have been made despite pleas by persons as diverse as Governors, Senators, Assemb.1~- men and dignitaries of the churches. Prior to 1942' when our seven-year ex- perinlent in the teaching of gifted children was inaugurated, admission was J based on the ord.er of application. JdReport : President Shuster, a t the request of the Chairman, outlined the method of selecting c l~i ldren for the Hunter College Elementary School

and upon motion duly made, second.ed 'and carried, the following statement of policy was approved and ordered spread upon the minutes of the Board:

"Our policy concerning residence is printed very clearly in all our an-nouncements. I t reads a s follows:

'Future applications may be made without reference t o boundary lines. Pupils in Manhat tan will, however, be given preference. T h e parents must assume responsibility for trsnsportation, since the School has no bus service.'

"The reasons f o r ruling in favor of Manhattan are obvious. Firs t , trans-portation of children t o remote sections of the city is perilous, particularly since we have n o control over what care is exercised by parents. Second, transportation is costly, and we do not think that a public educatignal institu-tion should load the dice against the poorer citizenry. Dur ing 1942, a few pupils were accepted from t h e Bronx, because the applications from Man-hat tan were insufficient in number. Since that time, parents whose children were admissible under the rat ings system were advised tha t they would have t o remove t o Manhattan."

C . T h e Chairman called atten'tion to the excellent -report published by T h e American Council on Education, written by Mr. Cain, Accounting Of-ficer of the Board, on "College Investments und,er W a r Conditions" and stated tha t copies would be sent t o members of the Board.

D. T h e Chairmzn requested the Presidents to discuss the mat te r of special-ized business courses given in the colleges, with particular reference t o pos-sible duplication of courses given a t the School of business.^ & / s g j y C :A

No. 1. Approv'al of Minutes: Upoil motion duly made, seconded and carried, the minutes of thc Eoard meeting of September 25, 1914 and the E ~ e c u t i v e Committee meeting of October 3, 1944 were approved.

/ No. 2. Reinstatement of Return ing Members of t he Staff: Upon motion duly made, seconded and carried, the following resolution was adopted 2s recommended by the Presidents and the Executive Committee: WHEREAS, T h e number of inen and 'women honorably discharged f rom our a rmed forces is now approximately a million and is rapidly increasing, and

WHEREAS,Former members of our staff who had not zttained tenure a t the time of their entrance into the armed forces a re now becoming available for service, and

WHEREAS,T h e Board of Higher Education desires t o insure uniform prac-. tices in the colleges under its control in the re-employment of former non-tenure members of the several staffs, and

WHEREAS,Secton 246 of the State Military L a w provides:

* * * * * Subd. 12. Military reemployment lists. If the position occupied by a

public employee, w h o is not included in the provisions of subdivision eleven8 of this section, has been abolished o r is no longer i:l existence upon the termination of his military duty such employee, upon filing a written request within sixty days after the termination of his military duty, shall have his name placed, forthwith, upoil a military reemployment list, as llerein provided, for the position last held by him o r any similar position. * * *

Subd. 13. Temporary and seasonal positions. The provisions of sub-divisioils three$$ and five? of this section shall not be applicable to a public employee holding a temporary or seasonal position, but such employee shall, nevertheless, be placed upon a military reemployment list, z s provided in subdivision twelve of this sectioil and, so fa r as practicable, shall be restored to a position similar to that held a t the time such employee entered military duty.

Subd. 14. Public employees appointed for a definite term c r to exempt positions. A public employee appointed for a definite term shall be deemed t o .have a leave of absence until the ,end of his ter,m of offi.ce and until his

' successor has been appointed, but not thereafter, for the purpose of determin-ing his rights under this section and a public employee holding a position in the exempt class of the civil service shall be,deemed to have a leave of absence until his position has been filled b.y other than a substitute appointee, but not thereafter, for the purpose of determining ,his rights under this section.

AND WHEREAS, T h e Selective Service Act pro.vides * * * I f such position was in the.einploy of any stat.e or political subdivision thereof, it is hereby declared to be the sense of the Congress that such person should be restored to such positioil or to a position of like seniority, status and pay * * * therefore be it

RESOLVED,Tha t it is the sense of the Board. of Higher Education that a liberal policy be followed in reinstating former non-tenure members of its several staffs, upon their honorable discharge froin the armed forces, to t'heir respective positions in accordal;lce with the spirit of federal and state legis-lative enactments.

No. 3. Termination of Lease: The Chairman's report that he had received a letter from the Mayor transmitting a communication dated September 15 from the Bureau of Naval Personilel of the Navy Department, coilcerning termination of lease a t Hunter College in the Bronx, now leased by the Navy as a training center for WAVE$ was noted. T h e communication states that it is planned that trailling of enlisted W A V E S a t the Training School be discontinued on or about February 5, 1945, but since it is possible that the Hunter College buildings will be utilized for some other training program which is now being explored, no decision has yet been made with respect to the termination of the contract. If it is decid.ed to terminate the contract, official notice will be given as promptly as possible and a t least ninety days prior to the effective date of termination.

President Shuster reported that no final decision had yet been reached by the Navy with regard to termination of its occupancy of the Bronx Building and outlined some of the l~roblems involved in reconverting the buildings for college use.

The report of the meeting of the Coillmittee on Fees of October 23, 1944 was received and placed on file, and upon motion duly mad'e, seconded and carried, the following resolutions were adopted (Calendar Nos. 4 through 6):

President Wr igh t stated t h i t approximately 5000 peo.ple had indicated in-terest in Adul t Education courses -through questionnaires distributed in the public librzries. T o date, 30 classes have been organized which are to be given in public libraries in Manhattan, the Bronx and Staten Island. Upon motion duly made, seconded and carried, the following resolutions were adopted (Calendar Nos. 88 through 90):

No. 88. Amendment of Minutes: RESOLVED,That the minutes of the Board meeting of 9/25/44,"'Cal. No. 13 be amended so as to change the effective date of four provisional promotions of Clerks, R H E , from 7/1/44 to 10/1/44 due to the lack of financial ability.

No. 891 Award of Contract: RESOLVED,That the Board award a contract in the amount of $2975.00 for 1700 diploma covers to Reed & Company, 373 Fourth Avenue, New York City, who submitted the lowest bid in re-sponse to an advertised request for bids.

No. 90. Change in Appointment: RESOLVED,That the appointment of Dr. Bluma Trell, part-time instruct,or in the Department of Classics, be rescinded and that her appointment be as of September 1, 1944, to terminate as of Jznuary 31, 1915, at $112 per month, sub.ject to financial ability.
