2) Background & ContextCulture Warrington was formed in May 2012 as the lead organisation to deliver Arts, Heritage and Events in Warrington, and encompasses three venues, Pyramid & Parr Hall, and Warrington Museum & Art Gallery. As well as operating these venues Culture Warrington programmes a range of events and festivals such as, the Warrington Contemporary Arts Festival which has just enjoyed Contemporary Arts Festival which has just enjoyed a very successful second year; the Warrington Music Festival, and Christmas activities to name a few. Culture Warrington’s independent status, along with gaining Charitable Status, offers a significant opportunity to develop awareness of and engagement in culture locally; and to drive visitor numbers locally, regionally and nationally visitor numbers locally, regionally and nationally with increased credibility and profile for culture in Warrington.

Situated in the heart of Warrington's CulturalQuarter, Pyramid & Parr Hall are two of the North

West's leading arts and entertainment venues for music, comedy, dance, drama and much more. Pyramid & Parr Hall delivers a wide range of arts and cultural events and community activities, offering a successful programme with something for everyone. As a smaller and more flexible venue, Pyramid forms an integrated cultural offer with Parr Hall, hosting performances, conferences, with Parr Hall, hosting performances, conferences, workshops and meetings, weddings, exhibitions, community events and offers classes in a range of art forms. Parr Hall has been the main cultural venue for the town since it opened in 1895, and it is a much loved and well known venue. Pyramid & Parr Hall remains a strong brand regionally, but it is recognised that even after ten years since it is recognised that even after ten years since Pyramid opened, there remains a lack of public knowledge the building itself and the arts and culture activities offered at the venue.

Warrington Museum & Art Gallery has stood in its current location on Bold Street for over 157 years, but is repeatedly referred to as a ‘hidden gem’ reflecting its low profile. With a £700,000 Heritage Lottery Fund grant secured to develop the Museum as the ‘People’s Museum’ it was envisaged by the Museum’s Victorian founders – there is much opportunity to utilise this there is much opportunity to utilise this redevelopment to significantly raise awareness of the Museum and drive an increase in visitor numbers from local, regional and national audiences. 9) Marketing & Audience DevelopmentCulture Warrington commissioned a piece of work to establish a Marketing and Audience Development Strategy. The main findings are summarised below.

Culture Warrington has developed a logo and strap line, and was publically launched in October 2012. There is need to develop the profile and perceptions of Culture Warrington and our relationship with LiveWire Warrington, Warrington Borough Council and the Cultural Quarter, and cultural offering, around Palmyra Square and Queens Gardens.

There is great opportunity to develop audiences, for example school audiences, across both Pyramid & Parr Hall and Warrington Museum & Art Gallery – with a joint approach under the Culture Warrington brand.

10) FinancesCurrent SituationCulture Warrington budgeted turnover for the Culture Warrington budgeted turnover for the financial year 2012/13 is £2.23m. The turnover is achieved by an £1.39m management fee from Warrington Borough Council to meet the requirements in the management agreement and a self-generated £840k from the income streams at Pyramid, Parr Hall and Museum.

Culture Warrington contributed £400k savings to Culture Warrington contributed £400k savings to Warrington Borough Council when transferring to a Charity and was transferred without any reserves or overdraft facility. The organisation currently has restricted but successful income streams and strong cost control processes in place to ensure the financial sustainability in the first year of trading.first year of trading.

The cost controls and success of events has resulted in an expected breakeven position and the opportunity to begin to build a small reserve that is required to strengthen the organisations financial position.

The finance function is shared with LiveWire and provides the financial support for sales ledger, purchase ledger, management accounts and cashflow.

Styles & Co were appointed in September 2012 to Styles & Co were appointed in September 2012 to audit the financial statements on a 3 year contract and there is a 2 year contract in place with Warrington Borough Council for the internal audit service.

Future FinancesThe management fee is fixed a fee for the financial year 2013/14. It is expected due to the economic climate the fee will be reduced in 2014/15.

As a charitable organisation Culture Warrington is eligible to apply to a wider variety of funds that are not accessible to a local authority service.authority service.

Managers will be involved in the budget setting process to integrate budgets linked to objectives. This will empower the managers with financial responsibility and develop the budgets into challenging but achievable financial target.

During 2012/13 the finance team that supports both LiveWire and Culture Warrington has increased from three to six and this allows more support and development of the financial systems to ensure better controls, higher quality management information and improved forecasting.

Income Growth and EfficienciesCulture Warrington are committed to achieving 1% income growth over the next 3 years. During the Financial Year 2015/16 and the expected opening of an additional catering option we are expecting an additional £10k per annum increase in catering sales.

The organisation is expected to achieve 1% efficiency savings over the next 3 years by working with suppliers and procurement specialists.

The corporate objective of £250k reserve will begin to be achieved with the surplus generated over the next three years allowing further financial stability and capital investment opportunities.

13) Resources - Human & PhysicalCulture Warrington has a core of 28 employees Culture Warrington has a core of 28 employees supplemented by a flexible workforce that is engaged according to need in the delivery of programmes and events. The workforce has a diverse range of expertise in Heritage, Arts Engagement, Event Management, Exhibitions, Marketing, Customer Service and Management. The present structures do not reflect the new The present structures do not reflect the new organisational objectives, and the need has been identified to integrate the component parts of the organisation into a shape that address the implications of the services moving away from the Council and provides the best opportunity for sustained growth. A restructure will take place following the endorsement of the business plan by following the endorsement of the business plan by the Board.

Culture Warrington is committed to the training and development of all staff and an organisational training plan is being developed in line with the Charities aims and values. A new performance review and development scheme will be in place to support the delivery of the business plan and the personal development of all staff. Each member of staff will also have all staff. Culture Warrington will support the Modern Apprentice programme and at will aim to take on at least one apprentice per year.

One of the first decisions made by the Culture Warrington Board was to recognise those trade unions that are appropriate to the nature and needs of the organisation. Consequently the GMB and Unison have approached Culture Warrington for recognition and this has been granted. These are trade unions, which will in the first instance act as representatives of the workforce, and work with as representatives of the workforce, and work with management through a framework of consultation and engagement to take the organisation forward in the development of a relevant new staffing structure, looking at revised working practices and the revision of workforce terms and conditions of employment as appropriate to business need. 15) EqualityCulture Warrington has a commitment to equality and diversity, the organisations current policy was adopted by the Board in April 2012 and will be reviewed during 2013.

As such an Equity and Diversity work strand will appear within all of the work plans that underpin the Business Plan, examples include, Programming Plan, Marketing Plan and Exhibitions Plan.

16) Corporate Social ResponsibilityCulture Warrington recognises its corporate social responsibility within Warrington and will endeavour to reinvest in the local community within which it operates.

Culture Warrington is able to support the arts, heritage and culture in Warrington through embarking upon a program of employer supported volunteering. This would enable employees to be paid to support other local organisations by offering their experience, skills and knowledge for an agreed length of time.

In addition to the above Culture Warrington is able to support a variety of smaller Third Sector In addition to the above Culture Warrington is able to support a variety of smaller Third Sector organisations by offering free or reduced price places on training courses being delivered by the organisation and on which there is spare capacity.
