Motoring Tips – No Flies On Us! Those Insects stuck to the Windscreen? When we are eventually allowed to use the open road and summer is coming the windscreen becomes literally plastered with insects. They are not the easiest to clean off the windscreen especially when they have been baked on by the sun. It must be nearly fifty years ago since I was given a tip by a commercial chauffeur and this tip still works today. Get some sheets of old newspaper and soak them in water and cover the windscreen. OR wet the windscreen, place the sheets of newspaper on the screen and make sure they are thoroughly soaked and pressed against the screen Leave it for 15 to 20 minutes and ensure that the newspaper never dries out so keep it wet. Ideal time is when you are washing the car. Put the newspaper on first then wash the car and leave it soaking the insects. After 20 minutes collect up the newspaper and wipe all over the screen the majority of the insects will come off easily…there maybe the odd difficult ones so re-soak if needed. Buff the screen with a dry sheet of newspaper. It works every time.

Corona Virus – Covid 19 The Parish Council has taken the decision (and confirmed by Cornwall Council) not to hold any public meetings until further notice. The Parish Council has taken actions so that it can still function during these trying times and IS STILL OPEN FOR BUSINESS. You can still contact your Councillors by phone or contact the Clerk (01637 830947) Email: [email protected] If you are elderly / infirm / self isolating and need some assistance (Shopping etc), please contact us and we will try to put you in contact with a local volunteer who may be able to help you. LITTER BINS The Parish Council have received reports of Litter Bins being full. Please note that during this period of lockdown the Parish Council is functioning with a much reduced staff. Full bins can be reported to the Clerk (01637 830947 email [email protected]) and he will arrange for them to be emptied. Everyone can help us at this time by not putting domestic waste or dog poo bags in litter bins during this crisis. Please only put dog poo in the allocated Dog poo bins – The Parish Council litter bins are not designed for this use. Domestic waste should never be placed in litter bins. Please use the Cornwall Council regular collection service.

Parishioners will be aware from recent articles in The Newsletter of the review of Parsh boundaries currently being carried out by Cornwall Council and the proposal, by Cubert Parish Council to transfer administration of the former MOD Penhale Camp site from Perranzabuloe to Cubert Parish. This has given rise to some confusion and incorrect public statements as to what is actually under consideration and this brief note, which is not intended to argue to pros and cons of any boundary realignment, briefly looks at some of the various boundaries around Cubert starting over a millennium ago during King Edgar’s time. To be clear boundaries here relate to the definition of ownership and/or administrative areas rather than geographic or geological features although the former often relies on the latter to make comprehensible plans and maps.

King Edgar’s Charter 960AD – The earliest details of any boundary in this vicinity, the original still exists and is held by the Dean & Chapter at Exeter is “A grant of a certain small portion of an estate in the place where it is called Tywarnhayle … …”. This small portion comprised most of the modern parishes of Perranzabuloe and St Agnes and on as far as Nancekuke in Illogan parish, hardly small by today’s standards. The Charter has a boundary clause which starts at the north west corner of this land grant and runs east to the vicinity of Rejerrah where it turns southwards; this is the section that is nearest to Cubert. The approximate line is shown as a solid red line on the first plan with red lettered annotation to show important features. Very roughly translated this section of the boundary clause reads: “First to pen altiug [A] then to the old dyke [B] to the cristelmael [C] … to pelentines gate [D] thence to the boundary dyke … to the stream to Rejerrah”. At this point the boundary turns almost due south eventually picking up closely with the current route of the A30. Pen altiug [A] has been suggested as referring to Penhale Point but that location is highly unlikely and the academic consensus is now that the boundary almost certainly started at the northern end of Ligger (or Perran) Bay to the south of Ligger Point later described as Toune en Cock, near Legou (Ligger). The “old dyke” [B] would now be buried under the dunes of Penhale Sands. Cristelmael [C] refers to a crucifix or cross often taken to be St Piran’s Cross, however this may not be the original cristelmael as recent research suggests it is 11thC rather than 10thC. Pelentines gate [D] is probably about at the location of the present Seven Bridges below Trebisken, this location corresponds to the known 17thC boundary of the Duchy Manor of Tywarnhayle. From there the boundary follows upstream towards Rejerrah before turning south and outside the area of our interest. The Conquest and Domesday 1066AD to 1086AD – It is a common misconception that Domesday contains details of the boundaries of the various landholding listed; this is not so. Domesday is a list of landowners, a description of what they owned and how much it was worth. It was a Tax Collectors “little black book” at its core. Around Cubert we find Langoroch [Crantock] annotated Cr with its probable boundary in solid black; Ca, Cargoll [St Newlyn East]; Tr, Trenhal [St Newlyn East]; La, Lanpiran [at or around the Oratory]; Ti, Tiwærthel. In addition there is El, Elil [Ellenglaze] and Ha, Ehlil [Halwyn], both Domesday names that are so similar but neither currently translatable into a meaningful modern place name interpretation. Whilst Ehlil [Halwyn] is “lost”, buried under Penhale sands, the King Edgar Charter would place it occupying the area between the north of Tiwærthel and Elil [Ellenglaze] which would include both Penhale and Ligger Points. This would refute any claim that the suggested boundary change here would carve out a section of the ancient manor of Tiwærthel; rather it would affect Ehlil [Halwyn].

What is a “Parish”? – This is not as straight forward as might appear on first glance. Historically it would mean a defined area associated with a Church and under the pastoral care of a priest. Ecclesiastical parishes are very difficult to date as they are the result of a long and often confusing evolution. A very general resumé, and because of its generality subject to many exceptional cases, would suggest that by the 1180’s England had pretty much a two-tier parochial system; dioceses with cathedrals and parishes centred on parish churches. However, at the time of Domesday it was very different. The wide base of local parishes had yet to crystallize although the process was underway and between diocese and parish sat, declining but at that time still the very important class of “minsters”, which here can be left to history. Cornwall would not have been at the forefront of “parishification” if such a word were to exist, so we can suggest that the concept of a Cubert or a Crantock or even a Perranzabuloe parish would not have been comprehensible in its modern context until the end of the 12thC at the earliest. What by necessity grew out of the rural parish framework was the “Vestry” which was de facto local government which was both ecclesiastical and secular. The Vestry became very important at the national level, amazingly by the early part of the 19thC Vestries were spending almost 20% of the Government budget. Such a situation could not continue and due to financial and social pressures Vestries had their powers and responsibilities reduced, a process that resulted in the creation of Parish Councils. Civil Parish Boundaries (2019) are shown in solid Red and Crantock Ecclesiastical Parish Boundary in solid Black. A modern Parish Council is secular in constitution, it is the lowest tier of local government, an elected body with minor tax raising powers and responsible for an area known as a civil parish (Town and City Councils are also of the same tier with the same powers). Created under the provisions of the Local Government Act 1894 these new councils took over local civil duties in rural towns and villages from the Vestry; the separation of Church and State at a local level and being “rural” in nature they do not cover large urban or metropolitan districts, in fact only about 25% of England’s population, are served by Parish Councils. To a city dweller therefore their “parish” would be the ecclesiastical one centred on their local church but to the rural inhabitant it may mean either Church or Local Government and these two do not have to have the same boundaries. As an example a significant portion of Crantock ecclesiastical lies in Cubert civil (and it is likely that a small portion of this comprising part of Trevella Caravan Park will be transferred to Crantock civil under the present review). To sum up the current round of Cornwall Council’s Governance Review only affects the constitution and boundaries of Parish and Town Councils created by the Local Government Act 1894. Any comment or proposition that this review will affect 1,000-year-old parish boundaries or Church parish boundaries is erroneous.

LITTLE SPARROWS

St Cubert Parish Church News May 2020 Sadly, we have had to lock the church since March, as most public buildings are now in lock down and people cannot gather together. A strange time for the Church, as it is all about people gathering together to pray and worship and support one another. Like everyone else, we have been keeping in touch by telephone and email, and there have been services to listen to on the radio and to watch on television, especially around Easter. The Atlantic Coast Cluster, of which we are part, has also recorded services which can be listened to on the website: www.atlanticcoastcluster.org.uk (and click on the Audio bar at the top of the page). There is a daily Morning Prayer, a weekly Sunday morning service and an Evensong. Also, a Book of Common Prayer Holy Communion service on Sundays. Wishing one and all a Happy Eastertide and holding our village and the wider community in prayer. We look forward to a time when we shall all be able to meet again. A teen birdwatcher has become the youngest Brit to get an honorary doctorate and urged children to “tackle the environment crisis”. Mya-Rose Craig, 17, known as “Birdgirl” received the doctor of science degree at Bristol University on 20th February 2020. She has run nature camps since the age of 13 and set up “Black to Nature” to get more ethnic minority children to taste country life. Mya-Rose of Crompton Martin. Somerset ,told graduates to “encourage everyone from every community to tackle the environmental crisis we find ourselves in”.

In response to growing concern about the environmental impact some intensive forms of gamebird shooting and associated land management practices, the RSPB Council has agreed to review its policy.

A new paper studying 525 bird species in Europe and America shows that climate change is having a marked impact on bird populations in both regions with some species increasing in places while others are decreasing.

Ireland in 2019 had great success with some species. 672 pairs of Common Terns were recorded at Belfast’s Rich Reserve (WOW), 1010 pairs of Sandwich Terns at Larne Lough, up from 732 pairs in 2018, 6 pairs of Mediterranean Gulls seen at Belfast’s “Window on Wildlife”. 39 pairs of Curlews recorded on Lower Lough, Erne Islands in 2019, up one from the previous year. Meanwhile 49 pairs of Curlews counted in the Glenwherry Farm Focus Area. 102 Booming Male Bitterns were recorded across R.S.P.B sites in 2019, up from 92 in 2018 with almost 200 across the UK as a whole, the highest number since records began. Robins can be heard singing in the evening and often kick start the dawn chorus. They are active even in low light and sing all year to protect their territory.

Yobs shot dead a Peregrine Falcon in the first week of March, nesting in a 19th Century Mill. The bird of prey was hit by two pellets and died despite a vet’s treatment. The male was one of a pair high up in the building in Belper Derbyshire. The female may be due to have eggs but experts say she will need a mate to help hunt for food. Police are investigating and Derbyshire Wildlife Trust said jail sentences are needed for this type of offense. Crowds would gather to watch it’s up to 200m.p.h flights. The Peregrine Falcon is the fastest creature on the planet in a dive.

In Fuengirola, Spain at the end of February we saw Parakeets, Sparrows, one Blackbird, Collared Doves and a Subalpine Warbler. This is a tiny dark Warbler. The adult male is dark grey above, the wings and tail are dark brown, with broad white edges. Females and immature birds are much less richly coloured. I saw a Subalpine Warbler once on St. Mary’s, Isles of Scilly.

In July it is hoped to have a celebration of having over 100 Choughs in Cornwall. Ben Hocking had a Song Thrush in his garden during the 2nd week of February and abut the same time he saw two female Blackcaps. More recently on the 16th March at Bedruthan Steps he saw four Choughs and two Peregrine Falcons.

The pair of Choughs that I help to watch locally were displaying breeding behaviour on 23rd March, i.e. very noisy and parallel flying. The Peregrine nearby has abandoned its scrape (single nest site) because of a rock fall. Wheatear and Rock Pipits were evident. Volunteer Chough watchers were sadly stood down due to the Corona Virus pandemic. Nearly 100,000 Puffins have returned to the Isle of Moy nature reserve, Fife, which is managed by Scottish Natural Heritage. They come back to breed after 8 months at sea feeding and raising their young in the North Sea and Atlantic Ocean. David Steel called the birds return “a big occasion” and expects the first eggs to appear in 3 weeks.

Retired cop and bird expert David Lazar saw a Kookaburra in his back garden in Musbury, Devon in early April. The Kookaburra is a native of Australia and is best known for its laughing call. The bird is thought to have escaped from a wildlife park.

Sea birds have learned to bait fish with bread and hunt from moored boats as they adapt to survive says a Canadian survey.

Black Grouse numbers fell from 25,000 breeding pairs in 1970 to 5,000 in the past ten years. The birds live mainly in moorland and marshy areas but forest expansion is driving the loss. Researchers from the Game and Wildlife Conservation Trust studied 121 ‘Leks’ (LEKS) where the birds mate across Southern Scotland. Officer Dr Phil Warren said “we need to retain large moorland areas”. 3 of the staff at Paradise Park are now living among the birds and animals there. The big house in the park is now their home but with the Corona virus crisis they have separate rooms and try to keep their distance from each other. The house was ready to welcome people for the parks ‘Operation Chough’ project but that had to be cancelled.

Urban areas have more wildlife than some National Parks, an expert claims. Open spaces, docklands and industrial estates can burst with life as they are left alone. They were found to have thriving populations of threatened bird species, including Lapwings, Lesser Spotted Woodpeckers, plus adaptable predators such as Peregrine Falcons. Benedict Macdonald said “burning moorland to increase Grouse populations destroys vital ground cover for wildlife”.

I hope by now everyone has stopped feeding the birds in their gardens. There is plenty of natural food for them. Clean your feeders with a mild detergent and put away for future use.
