A. Welcome and Overview1) Evolution of C-TPAT and supply chain security programs including BASC, CTPAT and AEO

2) Global Supply Chain Security and AEO Summary Review• Overview of the current status of AEO programs worldwide• Overview of MRA programs• The benefits of C-TPAT and AEO programs

B. CTPAT 101 – Review of the CTPAT program, challenges faced by CBP, structure of layered security, Minimum Security Criteria

C. Reviewing your company’s policies and procedures compared to CTPAT requirements

1) Utilize worksheets to organize the internal audit around each section of the CTPAT security criteria by comparing your company’s procedures against the MSC.

• Personnel and HR• Procedures, document processing and operations • Information systems• Physical security of the office, warehouse and facilities• Controlling employee and visitor access• Selecting business partners• Employee training• Container and trailer security• Information Technology• Risk Assessment

2) Review each section of the Minimum Security Criteria using the following key points:

• What supply chain function does it address?• What are the risks inherent in each section of the supply chain?• What are the Minimum Security Criteria for each section?• How do the required security criteria work to reduce risk?• What are the forms of evidence that CBP will look for to verify implementation?• What are the key documents and forms utilized in developing these procedures?• Inter-departmental coordination of procedures

3) Participants will review case studies taken from actual CBP Validation Audits and discuss

Note: Depending on class size this will be done in break-out groups.

D. Customs 5 Step Risk Assessment – General review1) Understanding the 5 Step Process2) Overview of process and requirements3) Using the Audit Worksheets and Cargo Flow Map to build the Risk Assessment4) Develop an action plan based on the results of the self-audit

Fermin Cuza, President at World BASC Organization Mr. Cuza’s career began with the U.S. Customs Service, where he worked 15 years as a Customs inspector, Internal Affairs auditor, and Director, Inspection and Control, in San Diego. In that position, he managed all cargo and passenger personnel in the four ports of entry on the California-Mexico border. Mr. Cuza is a former senior member of Renza, Inc., a supply chain security consulting firm with offices in San Diego and Los Angeles, California. Mr. Cuza was also the Director of Border Operations at Norman Krieger, a customs broker with offices in the U.S., Mexico and China. Before joining Norman Krieger, Mr. Cuza served as Executive-in-Residence at the College of Business and Economics, California State University, Los Angeles, where he taught international trade courses.

Keith Stites. President of Secure Shipper GroupMr. Stites is a licensed customs broker with over 25 years in international logistics, including positions as General Manager of Harper Robinson and Circle Freight combined operations in Los Angeles and Vice President of Marubeni. Since 2003 Mr. Stites has been focused on how to help companies work within the guidelines of the various security programs and how to leverage those programs for commercial advantage. He has conducted many CTPAT foreign business partner audits and given presentations in multiple countries to develop awareness of supply chain security.
