1 CTM Release notes 7.6.4 This document describes the version 7.6.4 of CTM.

None of the current features or changes in this release have any impact on the pre-existing

functionality if not mentioned explicitly in these release notes, any training may thus be done post-

release, if desired.

1.1 New version of TED schemas v2.0.9 S03

The EU commission has created a new version of the TED publication schemas (v2.0.9 S03). The new

version is mandatory upgrade required by the EU commission.

As an authority, you will not need to take any additional effort, CTM has been adjusted to

automatically support both current versions without end users knowing.

The change applies to all TED-related publication sites, i.e. Doffin, TenderNed and CVP IS.

The new schema version includes support for all world currencies.

1.2 Tender management

1.2.1 Sorting sections in the tender questionnaire

An option has been added to the tender questionnaire which makes it possible to sort sections in

case a section is in an incorrect or undesirable location on the questionnaire.

After a questionnaire has been created within a tender, then there is a ‘Sort Section’ button

available. Through that option, a new pop-up window will appear through which sections can be

rearranged by selecting a section and clicking on the ‘Move Up’ and ‘Move Down’ buttons. After

saving the new section sort order will be shown immediately on the questionnaire page for both the

contracting authority and supplier companies in case suppliers have already expressed interest or

been invited.

1.2.2 Company configurator

A new user account role type, company configurator, has been added.

The company configurator can access and edit company administration pages (such as contracting

authority questionnaire templates, process templates, company documents and main information

etc.), create and edit users and user groups within the company.

Unlike the company administrator the company configurator does not have access to all tenders,

standalone publications, contracts or planned procurements. The company configurator can only see

those tenders and other work items that the company configurator is the current owner for or to

which the company configurator has been assigned editor or viewer access.

Company configurators can be created by the company administrators by creating a new user and

then selecting the security role company configurator or by changing the security role of an existing

company user to company configurator. A company can create multiple company configurators.

Company configurator is available as a separate feature, contact your local CTM™ distributor for

more information.

1.2.3 Drag-and-drop upload of tender documents

There is a new option available to contracting authorities for uploading tender documents that are

going to be downloadable by supplier companies.

If this feature is enabled, then the single document upload page is replaced with an attach

documents page onto which documents can be dragged from a documents window on the user’s

computer. Besides being able to drag and drop documents onto the page, it will remain possible to

select a single specific document for upload by clicking on the add files button on the drag and drop

document upload page.

The drag and drop upload documents page can be reached by going to the tender checklist option

attach external documents and then clicking on the option upload files.

Previously existing document upload system limitations remain in place – 1. One hour limit for

upload 2. Maximum file size for one single file is 2.14 GB. In addition to that please note that up to

100 documents can be dragged onto the drag-and-drop document upload page per upload.

The drag-and-drop document upload functionality works with all current up to date web browsers

(Internet Explorer 11, Google Chrome, Firefox, Edge and Safari).

It is not possible to drag and drop folders onto the page.

1.2.4 Message recipients on messaging list page

The ‘To’ column has been added to the messages list page for contracting authorities in order to

more easily see the recipient(s) to whom a message was sent to.

As with the ‘From’ column it is possible to mouse over the name of the message recipient and a

mouse over window will show up to 10 recipients in alphabetical order. If the message has been

broadcasted then the ‘To’ column will show the broadcast icon. If a message has more than 10

recipients then the ‘To’ column will show the text ‘10+ recipients’ and the mouse over informs that

the full list of recipients can be viewed by opening the message.

The ‘To’ column has been added to tender messaging, standalone publications and planned

procurement.

1.2.5 Tender Dates Page

1.2.5.1 Preliminary dates area If a tender is being set up using a process template which is not intended for public publication, then

the preliminary dates area on the tender dates page will show an appropriate instructions text

regarding this instead of being blank.

1.2.5.2 Standard dates sorting The up/down sorting buttons for standard dates (planned publication date, deadline of clarification

questions, response deadline etc.) have been removed, it is no longer possible to sort standard dates.

Only custom dates can be sorted.

1.2.5.3 Adding times to dates If a date is selected for a standard date or a new custom date, then after selecting a date the time

field will open up automatically in order to guide users to select times as well. On the time selection

that automatically opens the time 12:00 pm will be offered by default.

1.2.6 Additional link to supplier responses page

A new tender checklist item has been added which will appear just below the opening procedure and

before the evaluation checklist items. When clicking on the access link for the new supplier

responses checklist item the user will be taken to the supplier responses page that lists all the

suppliers and through which supplier responses can be accessed after the tender response deadline

has passed and the tender box has been opened.

1.2.7 Supplier response submitted receipt notification

For the message template supplier response submitted receipt (message template 48) a new

variable is available - $link_view_response_form. By adding this new variable to the message

template the supplier will see a link in this system notification which will open up the supplier

response form page on which the supplier can view the date on which they last submitted a

tender response and also how they filled out the online qualification questionnaire, the online

pricing and which documents they uploaded.

Please note that the response submitted receipt notification cannot be configured by supplier

companies themselves. A supplier company will receive this system notification along with the link to

the supplier response form if the message template 48 has been added and configured by

contracting authorities or on the operator level to which a contracting authority belongs to.

1.3 Changes to the user profiles page

The user profiles page for contracting authorities now includes a search field at the top of the page

that will help to quickly find users by searching for them with either the person’s first or last name.

This should be very helpful for authorities that have a large number of people using the system.

In addition, the different buttons that previously were shown at the end of the page are now also

present at the top of the page so that it is no longer necessary to scroll to the end of the page if, for

example, the intent is to create a new user.

These changes only affect contracting authorities.
