The New Threat CTI SECURITY SUPPORT POST 9/11 Prior to the events of September 11, 2001, CTI Consulting had been working at over 30 airports across the country, including 15 of the 21 Category X Airports. The recovery efforts and implementation of emergency measures required of U.S. airports also required CTI to work alongside these airports in rais- ing their security levels to meet the new threat. Since September 11, CTI has been actively assisting airports in enhancing their security programs as required by the current Emergency Amendments, Airport Security Improvement Act of 2000 (ASIA), Aviation and Transportation Security Act (ATSA) and 49 CFR 1520, 1540, 1542 and 1544. These Category X, I-IV and general aviation airports include: Baltimore-Washington International (BWI) Boston Logan International (BOS) Chicago Midway (MDW) Chicago O'Hare International (ORD) Cincinnati International (CVG) Huntsville International (HSV) Los Angeles International (LAX) Phoenix Sky Harbor International (PHX) Pittsburgh International (PIT) Roanoke Regional (ROA) Ronald Reagan National (DCA) San Diego International (SAN) Tallahassee Regional (TLH) Washington Dulles International (IAD) Worcester Regional (OHR) The specific areas in which CTI has been assisting airports with their post September 11 efforts and new security paradigm include the following: Development of Bomb Incident Prevention Plan (BIPP): CTI is developing BIPP plans for 8 airports. New Construction Plan and Capital Project Review: CTI is assisting airports in the review of new construction plans and capital projects to ensure compliance and compatibility with the new TSA program and the overall new security paradigm. Security System Review/Biometric Systems Implementation: CTI is assisting airports in reviewing current access control, CCTV, ID Badging, and communications systems to ensure compliance, suitability, and cost effectiveness with TSA and new technologies. Fingerprint Operation Planning and Implementation: CTI has assisted airports with planning, staffing, training, and start up operation of their fingerprint programs. Evaluating New Technologies in Airport Environments: CTI is currently testing new tech- nologies such as facial recognition, fingerprint, and document authentication in the working, air- port environment. Airport Preparation Support for TSA Program Implementation: CTI is assisting airports in preparing for the full implementation of the TSA security program by identifying needed resources and programs and formulating contingency plans.

Background

HISTORY

Incorporated in 1986, CTI Consulting is now recog-nized as one of the most prominent aviation securityconsulting, planning, and designcorporations in the United Statestoday. CTI's security experts, spe-cialists, and engineers have provid-ed high tech security and program-matic solutions for federal, state,and city governments, major corpo-rations, and the aviation industrysince 1986.

CTI has conducted vulnerabilitystudies of over 1500 Federal buildings subsequent tothe Murrah Building bombing in Oklahoma City.CTI's experience includes multi-year projects withagencies such as the U.S. Departments of State,Defense, Treasury, Justice, Energy, Agriculture, andCommerce.

CTI is currently working, or has recently completedprojects, in over thirty domestic airports, includingfifteen of the twenty-one U. S. Category X airports.The specialized services offered to the aviation com-munity include security assessments to identifyclient's security needs, design of integrated securityand telecommunications systems, and comprehensivesecurity program support. CTI also offers services toairports and air carriers in operations and airportadministrative support.

CTI's ability to retain clients, such as O'Hare andAustin Airports, for over 14 years is based on its expe-rience and knowledge of the aviation industry and itsexpertise in all areas of aviation security. CTI assistsairports in responding to and meeting FAA require-ments, guidelines and advisories. Frequently, CTI is

asked to represent client airports before the FAA onpending issues or forthcoming changes.

In the area of design and con-struction, CTI works very close-ly with architectural, engineer-ing, planning and constructioncompanies in the planning,design, and construction/ imple-mentation of integrated physicalsecurity systems. This includesworking with the FAA on behalfof the client in obtaining FAA

approval of such plans and designs.

CTI prides itself in its master planning for airportsecurity to assist clients with airport expansions andgrowth. These master security plans are based on anassessment of existing security programs, identifica-tion of future security needs based on growth andexpansion, and the development of plans, designs,and other recommendations for integrating new secu-rity programs with existing ones.

CTI staff members stay abreast of the newest andmost cost-effective technologies in security. They arecurrently assisting major airports in the transition tobiometric technologies and in the integration of thesenew technologies into existing infrastructure.

CTI's professional staff includes aviation profession-als who are former directors of airport operations,security directors and chiefs of airport police, systemsengineers, systems/technical specialists, security con-sultants, law enforcement, and security personnel.They are also former administrative staff of aviationindustry organizations, such as the ACI, AAAE, andAOPA.

Santos F. GarzaCEO and ChairmanAs CEO and Chairman of CTI, Ms.Garza has led the growth of thecompany from four employees toover 135 employees and wasresponsible for making CTI the37th fastest growing INC 500

Company several years ago. Her strong backgroundin security, urban policing, government contracting,and public relations and her focus on client relations,continues to expand CTI's client base and profession-al projects.

M. Ray GarzaPresidentMr. Garza brings to CTI's clientshis extensive experience as a lawenforcement officer, investigator,and narcotic unit commander, andhis experience as a security consult-ant and trainer for the DEA, FBI,

U.S. Customs, Departments of Justice and State,United Nations, and law enforcement agenciesthroughout the United States and abroad. Mr. Garza'sprimary focus continues to be on CTI's aviation pro-grams. Since September 11, Mr. Garza has beenassisting BWI, Boston Logan, and Chicago O'HareAirports in conducting threat and vulnerability assess-ments addressing the new threat and in providingdirect support of their recovery efforts in implement-ing the FAA emergency amendments. He also isrevising the master security plans for these airports toreflect changed security postures and new law.

Richard A. RothExecutive DirectorMr. Roth has a strong backgroundin technical security, system design,threat assessment, and knowledge ofthe most current and effective secu-rity technology. He served with theU.S. Secret Service Technical

Security Division assigned to the White House. SinceSeptember 11, Mr. Roth has worked with BWI, BostonLogan, Chicago O'Hare and Huntsville Airports to con-duct threat and vulnerability assessments, analyze bombblasts, assess construction plans and designs and reviewcapital programs, and test and evaluate biometric secu-rity systems (including facial recognition fingerprintaccess control, and passport authentication). He hasalso met with FAA administrator Jane Garvey regard-ing security measures for pilots and aircrews and hasassisted the Coalition of Airline Pilots Association indesigning security systems and measures for aircrafts.

Ken CoxDirector, Aviation ServicesMr. Cox professional experienceincludes extensive security experi-ence, including managerial, techni-cal, and operational functions,strategies in civil aviation security,aviation law enforcement, facility

security, and physical security. Mr. Cox is CTI's primaryrepresentative at all ACI-NA meetings as well as sits onthe steering committee of ACI's public safety and secu-rity. Mr. Cox served as Public Safety Administrator, andChief of Police and Fire, for the new Austin BergstromInternational Airport and Robert Mueller Airport, theoriginal municipal airport. He played an integral rolein the transition to the newest category one airport inthe United States.

SECURITY PROGRAM ASSESSMENTS

Comprehensive Security SurveysCTI conducts security surveys of airports to assessthree critical security factors: the type and level ofpotential threats against the airport; the areas andcomponents which make the airport vulnerable toexternal and internal threats; and the effectiveness ofthe airports technical, procedural and personnel capa-bilities. Based upon the findings from these assess-ments, CTI staff members develop recommendationsfor the development and installation of new orenhanced security systems, operational and personnelprocedures, security personnel training programs, andemergency response procedures.

Vulnerability/Threat AssessmentsCTI performs vulnerability studies and threat analysisfor air carrier, airport passenger, cargo, and otherfacilities to assess potentialthreats, identify areas vul-nerable to external andinternal threats, and deter-mine capability and effec-tiveness of securityresources. This includesstudies on physical security, access control,security/police operations and administration, andsecurity post procedures.

SIDA Enforcement AuditsCTI has assisted airports such as JFK, Newark,LaGuardia, and Hartsfield Atlanta in conductingSIDA enforcement audits to assess the current level ofthe security enforcement effort and identify areas thatcan enhance the overall program. These audits arealso conducted to prepare airports for the TSA's spe-cial emphasis assessments.

Employment History AuditsCTI performs comprehensive employment historyinvestigations (EHI) record audits, more detailed thansimilar audits performed by FAA or DOT-IG. Clients

include numerous airports (required to perform suchaudits in accordance with Emergency amendment [EA]AP 00-01), passenger screening companies, and variousairport users. Audits include determining regulatorycompliance of each EHI record, identifying the specif-ic regulation parts where compliance is not being metfor each record, identifying what action needs to occurin order to make those records deemed compliant, andto alleviate future occurrences of non-compliance.

Tenant/Cargo Security Plan ReviewCTI has worked with Category X and other major air-ports in designing, implementing and supportingcargo security programs for existing airports, new air-ports, and airport with new cargo complexes. In addi-tion to designing 49 CFR Part 1542.207 compliantsystems and key management systems, CTI negoti-ates cargo security plans and procedures with the TSAand trains air cargo personnel on security issues.

Bomb Blast Effectiveness AnalysisCTI assists airports, government agencies, and corpo-rations in determining the effect of bomb blasts onexisting or proposed buildings, parking structures, andother facilities. CTI is presently on the TSA's nation-wide short list of companies capable of conductingbomb blast effect surveys in support of increased secu-rity alert levels at U.S. commercial airports. CTI'sstaff works with architects and engineers in the designphase of airport facilities to insure TSA complianceand meet present and potential threat levels.

Training Needs AnalysisThe technical and programmatic skill needs of today'sairport personnel require the most cost-effectivebasic, refresher and advanced training programs pos-sible. CTI assists airports in identifying trainingneeds of various departments based on careful analy-sis of job skills demands and the present level of staffcapability. CTI also performs job task analysis of var-ious positions to assist clients with personnel trainingand performance evaluation.

SECURITY SYSTEM DESIGN AND INTEGRATION SERVICES

TSA Part 49 CFR Part 1542.207 Access ControlSystemsAn Access Control System (ACS) is recognized as themost critical part of an airport security program. CTIassists airports in complying with Transportation SecurityRegulations for these automated ACS. CTI designs 49CFR Part 1542.207 ACS; assists with the integration ofadjunct and related systems; performs assessments ofcurrent systems; perform cost benefit analysis ofupgrades, replacements, or expansions; and conductsassessment of vendor proposed programs/upgrades.

Closed Circuit Television (CCTV) System Design CTI assists airports, such as O'Hare with its 800CCTV cameras and central alarm monitoring center, inassessing existing CCTV systems; upgrading, expand-ing, and replacing present systems; designing com-pletely new CCTV systems; performing feasibility andcost benefit analyses; reviewing planned or proposedsystems; and assessing new products and systems.

ID Badging System DesignCTI has played an active role in the constant upgradeand redesign of airport ID badging systems. CTIassists in the design of ID badging offices and IDbadging systems, development of procedures, trainingof badging personnel, support to automated finger-printing programs, and develops tenant awarenessprograms on related procedures at O'Hare, Midway,Austin, Dulles, and Ronald Reagan airports.

Communication Center DesignCTI designs and manages the construction of consol-idated communication centers. These centers includecomputer aided dispatch (CAD) systems; dispatch forpolice, fire and security; integration of access control,CCTV, ID badging, intercom, and LAN/WAN sys-tems; access control alarm monitoring; and enhanced911 call systems. CTI also develops staffing require-ments for these centers.

Crisis Management Center DesignCTI assists airports and air carriers in the design andconstruction of crisis management centers. Theseemergency operation centers typically are integratedwith a communication center and, whenever possible,are designed by CTI to be multifunctional; such asdoubling as a training center when not used for emer-gencies. CTI also assists airports in the developmentand training of personnel on, crisis center activationand operational procedures.

Bid Preparation and EvaluationCTI assists airports in the comprehensive process ofcontract bid development and award. Services includeassistance in bid package planning, specifications, andtext; the development of plans and drawings; bid evalu-ation criteria; bid review, evaluation, and selection; con-tract negotiations, and awards. CTI also assists inobtaining TSA approval for systems and facility design.

Construction Management/OversightCTI provides construction project oversight and man-agement support in command control dispatch centersconstruction and implementation. CTI engineers,inspectors and technical specialists ensure complianceby the construction contractor with the design, func-tional specifications, and job punch lists. CTI con-ducts field verification testing, acceptance testing, andassists with other start-up tasks.

Perimeter Control SystemsA sound airport security program requires a secureand regulatory compliant access control program forthe airport perimeter. CTI works with airports inassessing, designing, and upgrading perimeter fenc-ing systems, security lighting, access gates, accessbarriers, high-tech security fencing, and remote auto-mated access control points. In its work with sensitivegovernment facilities and airports, CTI's staff isfamiliar with the newest, most effective perimetersecurity systems and measures.

Security Consultant SupportAirports of all sizes rely on CTI security consultants fortechnical, program, and regulatory advice. These servic-es are provided on retainer or task order type contracts.They may require assigning consulting staff permanent-ly to an airport or having dedicated staff on call for thatclient, depending on the needs of the airport. Quality ofthese services is demonstrated by the fact that CTI hasbeen the security consultant for O'Hare and MidwayAirports for 14 years, and Austin Airport for 7 years.

Security Master Plan DevelopmentCTI assists airports in developing, updating, andobtaining FAA approval for airport security programs,including revision of master security plans; writingtenant directives for the airport; assisting the airportwith the development of security policy proceduremanuals. CTI is currently and successfully workingwith airports and the local FAA representatives tostreamline the airport master security plan to mitigateimposition of FAA fines and charges based on extra-neous materials in the Master Security Plan.

Policy and Procedure DevelopmentPolicies and procedures accomplish the official air-port security program for every airport. They consti-tute the day-to-day implementation of the securityprogram and provide the program's necessary struc-ture. CTI assists airports in developing, reviewing,and updating the policies and procedures to complywith the FAA approved master security plan, and min-imizing them from FAA citation for breaches.

Security Exercise DevelopmentAirports are required to conduct security related table-top and simulation exercises utilizing security meas-ures from the various securities alert levels from theairport's contingency plans. CTI assists airports indeveloping, presenting, and/or evaluating such exer-cises and in developing exercise manuals for use onannual basis. CTI works closely with the entire airport

community on these projects. If requested, CTI devel-ops a security exercise with scenarios not madeknown to the airport beforehand. CTI clients includeSeaTac, Tallahassee, Jackson, BWI, Dulles, O'Hare,and Midway.

Regulatory Compliance SupportCTI provides regulatory compliance support to air-ports and air carriers in preparing position papers,responses to FAA Notice of Proposed Rule Makingregulatory compliance documentation, and regulatoryanalysis. CTI staff pre-pares airports for sched-uled or unannouncedFAA audits. CTI staffparticipates in the FAAand aviation industrycommittees such as theASAC, RTCA Part 107 Standards Subcommittee, FAAParts 107/108 Rewrite Working Group, and the UASWorking Group. CTI staff members also served on theFAA's New Construction Security Guidelines task force.

Security Training SupportCTI support for agency or facility security programsincludes conducting comprehensive training needsanalysis, and developing and conducting training pro-grams for security and police personnel in all facets ofsecurity. Training programs include physical security,access control, counter terrorism, policies and proce-dures, management and supervision; and tenant andemployee security awareness.

On-Site Staff Support CTI also provides on-site staff support in specializedfunctions such as access control coordinators, employ-ee history investigation auditors, ID badging staff, fin-gerprinting specialists, and SIDA security enforcementauditors. CTI also provides permanently assignedtrainers for SIDA training, airfield drivers training, andAutomatic External Defibrillator (AED) training.

AIRPORT ADMINISTRATIVE SUPPORT

Emergency Plan DevelopmentWhile simulation exercises are intended to test an air-port's emergency plan, there is a need to review andupdate these emergency plans as facilities, conditions,and staff change. CTI has worked with various air-ports, such as Ronald Reagan Washington National,Dulles, O'Hare and Midway airports in reviewing andrevising existing emergency plans. In the case of thenew Mid America and Austin Bergstrom Airports, CTIlead the initial development of the new plans. CTI alsomeets and coordinates with the FAA in obtaining planapproval under the FAR 139 certification program.

Part 139 Exercise DesignCTI assists in developing and evaluating FAR Part 139disaster simulation exercises designed for an organiza-tion's mission, staffing vulnerabilities, response strate-gies, and FAA requirements. CTI also evaluatesresponses to air crashes in an effort to enhance organi-zational preparedness and response capability. Clientsfor this type of service include SeaTac, BWI, Dulles,O'Hare and Midway airports, and U.S. Airways.

Cost Benefit and Feasibility Studies CTI provides feasibility and cost benefit analyses foraviation related programs, such as new or expansionairport design, construction, security, or the imple-mentation of FAA regulatory driven programs thatimpact on an airport community. These analysesinclude the collection of raw data that service as thefoundation for a complete assessment in natural units,such as labor hours, aircraft, vehicles, or otherresources. Dollar equivalents are applied to theseunits to support final analyses and appropriate recom-mendation for feasibility, cost, and benefits.

Comprehensive Manual Development Airports are required to maintain and update theirrespective airport certification manual (ACM) underFAR 139.205. The FAA conducts an annual review ofthe ACM's to determine if they are reflective ofchanges made to various aspects of the airport. CTI

supports airports through the review and update oftheir ACM's, insuring that changes to operating proce-dures, facilities, equipment, responsibility assign-ments, and other information needed by personnelconcerned with operating the airport are included.

Regulatory Impact StudiesCTI assists airports and air carriers by researching theimpact of proposed regulatory reform. The staff ofCTI is familiar with all FAR regulations that affectcommercial air carriers and airports, as well as periph-eral aviation legislation, advisories, and guidelines,such as DOT regulations and federal/transportationacquisition regulations.

Management and Staff StudiesManagement and staff studies become more impor-tant as airports grow; the workforce increases andresponsibilities change. CTI works with airports toidentify staffing and reorganization challenges an air-port may face. In airports such as Dulles, San Diego,and the Chicago airports, CTI has worked closelywith the aviation community in conducting compre-hensive reviews, assessing plans for future expansionand growth, and formulating strategies, plans and pro-grams to address client needs.

Marketing/Press Kit DesignCTI assists airports in developing various types ofmarketing brochures, press kits and related videos tosupport its public relations program. CTI staff mem-bers have worked in responsible positions with organ-izations such as the American Association of AirportExecutives (AAAE), Airports Council International(ACI), and Aircraft Owners and Pilots Association(AOPA), as well as in major airports such as BWI,O'Hare, and Nashville. Utilizing their expertise, CTIis able to identify the public relations needs of an air-port quickly and professionally. PROJECT: Security Consulting Services • Command Communications Center

PROJECT DESCRIPTION: CTI has been the security consultant for the City ofChicago Department of Aviation (DOA) since 1987, when CTI conducted a com-prehensive security management study of O'Hare, Midway, and Meigs. CTI ispresently a prime contractor for the operation, maintenance, and technical supportof the O'Hare Communications/Dispatch Center (OCC). The OCC consists of:Police, Security, Fire/EMS Dispatch, access control alarm response; the IDBadging center; an enhanced-911 call system; and the crisis management center forcommand and control of airport response to emergencies. In 1991, CTI assistedthe airport in the design of a command-communications-crisis management centercomplex, which also included security dispatch for FAR 107.14 alarms. In additionto working on the preliminary design and system specifications, CTI oversaw con-struction of the Division 17 systems. CTI currently has a 5-year contract to man-age the OCC access control coordination center and support the OCC in systemsadministration, voice/data communication, LAN, telecommunications, CADD,and repair diagnostics.

PROJECT: Development of Security Master Plan

PROJECT DESCRIPTION: CTI developed a security master plan through acomprehensive assessment of the Airport's security program. This project includ-ed an assessment of the Airport's communications center, access control monitor-ing center, and the crisis management center, with a focus on how coordination andconsolidation of these functions with others can enhance the overall operation ofthe airport. The study included: the Airport's telecommunications system and areanetworks; access control, ID badging, and CCTV; assessment of staffing require-ments; cargo and general aviation security; and, the ability of the Airport to meetfuture expansion and construction needs. CTI also assisted the Airport with SIDAenforcement audits and rapid response to FAA special emphasis assessment issues.

PROJECT DESCRIPTION: CTI was the prime contractor for the City ofAustin's (Texas) Department of Aviation for the complete security system engi-neering and design at the new Austin-Bergstrom International Airport, a conver-sion of the Bergstrom Air Force Base facility. This contract included the develop-ment of an initial, comprehensive airport security program, the related master secu-rity plan, and all security policies and procedures. PROJECT DESCRIPTION: For JFK International, LaGuardia, and NewarkInternational Airports, CTI provided a Red Team approach, seeking to identify andexplore the airport's security vulnerabilities. Assessed were the daily operationalvalue of the airport's hardware and procedural security measures, such as accesscontrols surrounding the FAR 107.13 and 107.14 areas, including the SIDA, Cargo,FBO, leased facilities, perimeter boundaries, and certain high-risk areas such as fuelfarm and navigational facilities. CTI was present year-round on the AOA with a tenperson compliment exercising the airport's security plans in such areas as challengesof un-badged persons, law enforcement response to alarms, operational integrity ofthe alarm systems, construction site security by tenants, security guard proceduresat vehicle and pedestrian gates, and the proper exercise of passenger screening andboarding responsibilities by, and on behalf of, the air carriers.

PROJECT DESCRIPTION: CTI Consulting is currently providing security andoperations consulting services to BWI Airport. Areas that CTI is being taskedinclude the rewrite of the Airport Security Program, the Airport EmergencyProgram, emergency response procedures and checklists, Airport Security Programdevelopment for Martin State Airport, criminal history records heck adjudicationprocessing, and Lock & Key system audits. CTI’s past services provided to BWIinclude development of a vulnerability assessment geared to identify the airportsecurity posture prior to September 11, actions taken after September 11, vulnera-bilities that still exist, and recommendation to mitigate possible threats. Theassessment applied proven risk management techniques to the new security para-digm focusing on key aspects of BWI’s security posture. CTI designed and devel-oped the specifications for the systems to be installed in the Dispatch andCommand centers. The systems include: airport Access Control; audio communi-cations (paging); radio communications; CAD; CCTV; multi-user flight and bag-gage information display; fire exit alarm; cabling (copper; fiber optic) as electron-ic communications media; security & communications conduit.

PROJECT: New Access Control Design

PROJECT DESCRIPTION: In 1996, CTI was awarded the contract to design thesecurity system for the new Midway Airport passenger terminal and parking struc-ture. For this $800 million new terminal development, CTI designed all FAR 107.14access controls and security-related communications systems, the new consolidateddispatch and crisis management centers, and developed the transition security planfrom the old terminal to the new terminal. Tasks included system design, develop-ment of all functional and detailed specifications, bid evaluation, installation over-sight, and system implementation duties. Installation will occur over eight construc-tion phases until all existing terminals and concourses are demolished and replaced.These systems are distributed throughout Midway Airport in various configurations,including stand-alone and broadband networks, and are integrated with one anoth-er for seamless communications. The final product is an FAA-compliant, user-friendly security system comprised of several subsystems, all integrated into a sin-gle communications center. CTI implemented the new security requirements thatwill be developed by the White House Commission on Aviation Safety and Security.This was the first major airport to incorporate blast analysis, as well as the new gen-eration of cargo, baggage, and updated passenger screening.

PROJECT: Vulnerability Assessment/Security System Design

PROJECT DESCRIPTION: As part of an overall security assessment of PHX,CTI conducted a comprehensive security vulnerability assessment and then formu-lated specific recommendations to enhance security and developed a detailedimplementation plan and cost estimate for incorporating these recommendations.CTI provided security engineering and design services for the replacement of theAirport’s existing access control and Photo ID systems. It also provided engineer-ing and design solutions to solve access control problems identified by the Airportand the FAA including security for two future ARFF stations, curtailing of piggy-backing at identified access controlled locations, and design requirements for anew Premise Distribution System, to be implemented under a later project. CTIassisted in the bid, technical analysis, and recommendation phases and providedconstruction administration support to verify compliance with the constructiondocuments.

PROJECT: E-911 Fire/Medical Dispatching Program Analysis

PROJECT DESCRIPTION: CTI conducted a comprehensive analysis of thePort of Seattle's Emergency-911 Fire/Medical Dispatch Center. This study provid-ed an assessment of the existing practices, policies, and procedures that directlyaffect the proficiency of the central control fire dispatch, and of the methodologiesof staff utilization and efficiency. This analysis provided guidelines and recom-mendations to coordinate daily operational activities between the Port of Seattle'sfire dispatchers and firefighters. Although numerous tasks were evaluated, partic-ular attention was paid to customer service, equipment, qualifications and hiring,policies and procedures, and training. CTI also conducted special security auditsof the airports security program in response to special FAA assessments. Otherwork included developing and conducting security tabletop exercises.

PROJECT DESCRIPTION: CTI was responsible for preparing performancespecifications and construction support services for the replacement of the existinganalog system with a new digital system to include the following: paging system;door and light system interface relays for the ARFF station; pre-emptive broadcast-ing capability over the Airport's radio communications system; alarm initiation andtalk-back capabilities for selected system locations; adjustable signal quality andvolume control for each system location; and alarm recording. In addition, CTIprepared performance specifications for the new Harbor Police facility located inTerminal 1.

PROJECT: Access Control

PROJECT DESCRIPTION: CTI was tasked to prepare a comprehensive airportsecurity plan and program, to include the development of an access control sys-tem from planning and design to bid evaluations, construction administration, andtesting to ensure full operability. CTI produced performance and functions speci-fications (text) and plans (drawings), an engineer's estimate, test reports, and con-veyance of as-builts. In addition, CTI provided operational assistance by develop-ing airport tenant directives, ID implementation, and a training program beyondthat provided by the equipment vendor. This project included every element relat-ed to the airport security system in accordance with FAR Part 107, the FAARecommended Security Guidelines for New Airport Construction and MajorRenovations, and the RTCA Standards for Airport Security Access ControlSystems, with elements such as fencing, storm-water drainage grating, cargocomplex security, and passenger terminal security integrated into an airport oper-ations center.

The work includes the design of a 959square foot AOC, a 1,778 square foot Crisis Management Center; a 3,741 squarefoot Airport Police complex, and an Airport ID Office and SIDA Training Room.Replacement of the Access Control System includes CCTV, Photo Imaging, inter-com between AOC and all card reader points, a master-keyed key system, MobileCommand Post wireless CCTV to the AOC, and security consulting services. PROJECT DESCRIPTION: Phase I - CTI provided engineering survey servic-es for the complete renovation and upgrade of the communications center and thesystems associated with the center including security access control and alarmmonitoring, CCTV, photo imaging, HVAC, fire/life safety, surface sensing, tele-phone, and an 800MHz radio. Phase II - CTI designed the CCTV system upgrade,fiber optic cable system for access control and CCTV, and a replacement console-based communications center.
