School Finance FAQ
As a note: school systems will continue to receive funding if they
closed because of COVID-19 related concerns as long as the school
system commits to supporting students instructionally while at home.
See this guidance document for more information, including
information about the required attestation.
This should let you continue to receive weighted funding, as long as
instruction is being provided. Per, TEA CTE webinar on 3/25/2020
TEA Document over USDE and Grants Guidance, March 20, 2020
addresses Federal Grants. Recommend watching this for additional
information and guidance that may be specific to Perkins.
How do I document student attendance for
days I am “Closed, Instructing”?
You do not need to document student attendance for days you are “Closed,
Instructing”. You will need to apply for a Missed School Day waiver when the
campus is Closed, regardless of the status of closure. Leave these days
marked as instructional days in the calendar. Leave the total minutes of
instruction for these days the same as they were if you had been able to
operate normally.
Per Finance FAQ
How does this affect WBL, practicums,
and Career Prep?
As of 2019-2020 experiences can be unpaid.
Teachers must provide assignments to replace the time they would have been
getting the training experience.

Students continuing at a work site is local decision.
TEA will not have a say in a work relationship between
employer/employee.

Temporary Communication Pause, released 3/24/20:
The department is temporarily pausing communication with LEAs while you are focused on coronavirus
preparedness and mitigation. We will not send communications to LEAs regarding grant applications,
compliance determinations, desk monitoring, or any other department function for at least one week.
CLNA
The CLNA-Special Collection (SC) 5600 submission deadline has been extended
until June 1, 2020 due to the impacts of the Coronavirus (COVID-19).
LEAs are encouraged to use any means necessary to engage stakeholders in
the process. Stakeholder engagement could take place via phone, email, or a
video conference if face-to-face meetings are not an option.
I understand this engagement could be very challenging given the current
situation and all we can ask is for LEAs make their best effort to involve their
stakeholders in the completion of the CLNA.
We encourage LEAs to complete and submit the CLNA prior to the extended
deadline in order to prevent a delay with accessing the Perkins ADC and local
application.
CLNA and important dates:
Perkins ADC is available on 5/15/2020 if the LEA has submitted the CLNA
(SC5600) and the Formula Grants Consolidated Schedule (SC5003)
The new deadline for submitting the CLNA is June 1, 2020 (extended
deadline)
Perkins local application opens on June 2, 2020
Perkins local application submission deadline is September 3, 2020
Note:
If a LEA waits to submit the CLNA until 6/1/2020, then the ADC will not be
available on 5/15/2020
Waiting until 6/1/2020 to submit the CLNA (SC5600) may delay access to the
Perkins Local Application

Reimbursement & Site Licenses
The state will not reimburse the cost of
the entire site license – only the cost
per student per exam for passed
exams.
Districts are responsible for calculating
the individual cost of an exam when
taking advantage of site licenses.
When reporting for reimbursement,
districts should be prepared to provide
proof of cost and calculations for passed
exams.
Site License Possibilities
You purchase site license that is a package:
study materials
practice tests
certification exams
You must separate the cost of each piece.
You can be reimbursed for passed exams, but not study materials or practice tests.
You purchase a site license for exams only.
You price out the cost per exam based on dividing out the total cost by number of students tested.
You verify the cost of the exam is not higher than the cost of an individual voucher for the exam.
You can be reimbursed for passed exams at the price between
site license/individual

I am interested in learning how accountability will be impacted related to CCMR indicators.
We do not have answers on this yet. For A-F, IBC’s earned are the only CTE specific collection and
we have not been notified of any change to the collection of IBC data due to Corona-19, that I
am aware of.
Can TEA provide us a copy of the Programs of Study template so that we may modify for our
district needs?

How do we show that we have provided instruction?
Per Finance FAQ: What documentation should I retain, in anticipation of any future audits, to prove
that I have been providing instruction while closed? For campuses that are “Closed, Instructing”,
teachers will be continuing to review student work while they support the instruction being delivered
off-site – whether done via an online learning system or from periodic phone check-ins with the
students or parents. Schools should attempt to retain some documentation that instruction is
happening. This could be grade books. For days when work isn’t being graded, this could also be done
by retaining a small representative sample of student work (with appropriate notations for the date).
In terms of what a small representative sample might mean, it could be a copy of one student’s work
per grade level subject team per school per day, with attempts to add an example for students from
different program types (e.g., bilingual). If you have on-line learning systems, it’s possible this would
be done automatically in those systems.
Has the state told districts to only provide CORE instruction?
There will not be official guidance on content delivery at this point. What has been shared with LEA
Leadership is the following….
Parent logs are not required for time served, TEA will not be monitoring at home instruction, and grading
policies are a local decision.
Expenditures for Perkins- Will they be extended or rolled over?
We hope to have more information on finance guidance in the weeks to
come, but do not know at this time. Link to where State Finance FAQ
