Bear River District 2016 Action Plan for Regional Consolidated Plan

1.3 BID SECURITY A. Bid security in the amount of 5% percent of the Bid must accom-pany each Bid in accordance with the Instructions to Bidders. Bid Security may be in the form a Bid Bond or ca-shier’s check and will be returned to each unsuccessful Bidder after tabu-lation and award of the Construction Contracts.

1.4 PRE-BID CONFERENCE A. A non-mandatory pre-bid con-ference will be held at the site at 10:00 a.m. MDT on April 22nd, 2020 while exhibiting State of Utah prescribed social distancing, unless notified oth-erwise before this date. Regardless of whether a pre-bid conference is held or cancelled, CONTRACTORS are rec-ommended to visit and review the site on their own before submitting a bid and shall be responsible for becom-ing familiar with the conditions at the site independent of any pre-bid conferences at the site. Questions shall be submitted electronically to the ENGINEER at [email protected] and responded to electronically to all CONTRACTORS who have registered electronically with the ENGINEER.

1.5 BASIS OF BIDS A. Bids for each Construction Con-tract shall be on a unit price basis per each bid item.

1.6 CONTRACT TIME A. The Work will be Substantially Completed for the Construction Con-tract by August 30, 2020, unless justi-fiably extended by Change Order.

1.7 EXAMINATION AND PROCURE-MENT OF DOCUMENTS A. Complete electronic sets of Contract Documents may be ob-tained beginning April 15, 2020 from the ENGINEER by obtaining a bid reg-istration form from D. Chris Wight at [email protected] and returning it to said email address. Once the registra-tion form is received, the electronic Contract Documents will be emailed to the registered CONTRACTOR’S email address listed on the returned form.

1.8 RIGHT TO REJECT BIDS A. The OWNER reserves the right to reject any or all bids or to waive any informality or technicality in any bid if deemed to be in the best interest of the OWNER.

1.9 VALIDITY PERIOD FOR BIDS A. Bids shall remain valid for 45 days after the day of Bid opening. Bid-ders who withdraw their bid after Bid opening, but before expiration of said period, shall forfeit their bid security if Notice of Intent to Award to the suc-cessful Bidder is made by OWNER.
