PRoToTYPe ANd BACKGRoUNd INFo: Thelate1970’sweremarkedbyasupposedshortageofmodernuseableboxcarsintherailroadindustry.SeveralrailindustrygroupsarguedforandgottheInterstateCommerceCommissiontoapprovetheconceptofincentiveperdiemboxcars.Theconceptwastoestablishnew,higherperdiemratesformodernboxcarsasanincentiveforrailroadstoinvestinnewboxcars.UndertheICCcarroutingrulesineffectatthetime,carsownedbyoperatingcompaniesweresupposedtoberoutedbacktotheirowningroadassoonaspossibleorthehostroadwouldhavetopaydemurrage(carstorageandhandling)charges.Thiswasthecauseofashortageofavailablecarsandnotanactualshortageofboxcarsnumerically.Asemptycarswererequiredtoberoutedbacktotheirhomerailroadinsteadofbeingloadedandroutedtoanotherdestination.Veryfewsmallrailroadshadtheavailablecapitaltoinvestinnewcars.However,severalleasingcompanieswerecreatedtoprovidethenecessarycapitalfornewcars.Atypicalarrangementbetweenoneoftheseleasingcompaniesandarailroadwasthattheleasingcompanywouldownthecarsandleasethemtotherailroad;therailroadwouldpayabaseleaseratetotheleasingcompanyforeachcar,andaportionofperdiemrevenueearnedbytherailroadwouldalsobeturnedovertotheleasingcompany.Manysmallerrailroadcompaniesfounditeconomicaltohaveinterchangefreightequipmentforthefirsttimeintheirhistoriesunderthesearrangements.Lumberroadswereespeciallypleasedwiththesearrangements,astheyallowedtherailroadstoprovidedecent,modernfreightcarsfortheirlumbershippersthatalsohappenedtoproducesomeadditionalincomewhilenotonhomerails.

Theboxcarboomeventuallywentbust,astheincentiveperdiemconceptwasfoundtobeillegalandabolished.Withlowerperdiemratesandagenerallylacklustereconomy,manyofthenewboxcarsaddedtothenation’srailfleetduringthemid-tolate1970’swerenolongerneeded.Theendresultwasthatmanybasicallybrandnewboxcarswerereturnedtotheirhomeroadsforstorage.

Todayboxcarsstillmattertotherailroads.Evenwithmoderncontainerization,boxcarshaveahighercapacitythanallowableonUShighways.Today,many1970’sboxcarsarebeingrebuiltandputintoserviceforvariousleasingoutfits.
