The economic and social development across the globe is greatly impacted by the part played by the Micro, Small and Medium Enterprises (MSMEs). The MSMEs play a key role in development of the economy with their effective, efficient, flexible and innovative entrepreneurial spirit.
Although MSMEs hold a significant importance in the Indian economy; they continue to face challenges in relation to institutional credit, collateral requirements, equity/risk capital, venture capital, access to credit for first generation, start ups etc. It was against this background that the Credit Guarantee Fund Trust for Micro and Small Enterprises (CGTMSE) was established in July 2000 with the objective of guaranteeing collateral and/or third party guarantee free credit facilities so as to boost flow of credit to the Micro and Small Enterprises (MSE) sector in India.
Over the past 15 years, CGTMSE has been serving India's MSEs through its Credit Guarantee Scheme (CGS), by providing guarantee cover to collateral and/or third party guarantee free credit facilities sanctioned by its Member Lending Institutions (MLIs) to eligible MSE's. CGTMSE has approved guarantees for loans aggregating over 90,000 Crore covering more than 18 lakh accounts as on March 31, 2015. The growth in approval of guarantees is expected to continue in future. However, the growth is not sans challenges. In the process of its 15 years journey, CGTMSE has leveraged its total Corpus to create an impact in terms of the cumulative guarantees approved by it till March 31, 2015. The comfort of credit guarantee has motivated the MLIs to support entrepreneurs from underserved geographies and to underprivileged social segments. The high leverage, coupled with significant rise in actual lodgement of claims in last three years, has stretched resources of CGTMSE needing urgent augmentation of its Corpus.
Few remedial measures have been initiated to address the issue of its stressed resource position such as persuasion with the Ministry of MSME, Govt. of India for immediate increase in the Corpus to deleverage the position, increasing the risk sharing by MLIs to 50% for the credit facilities exceeding 50 lakh and proposal for differential pricing based on the level of Non-Performing Assets/pay-out ratios recorded by the MLIs of the Trust with CGTMSE etc.
Besides, CGTMSE is also in the process of examining the best practices followed by different Credit Guarantee Organisations in Asia to overcome the challenges faced by it. In this direction, CGTMSE had organised 25th Asian Credit Supplementation Institutions Confederation (ACSIC) Training programme in September, 2015 for officials of 17 Credit Guarantee organizations from 11 countries from Asia. The Training Programme has helped CGTMSE immensely to understand the innovations introduced and learnings by other Asian peers. I am confident that, with appropriate risk mitigation measures, we can build a robust credit guarantee mechanism for CGTMSE in near future.

INTRODUCTION
1. Corpus Fund of CGTMSE
1.1 The Corpus fund of the Trust is contributed by the Government of India (GoI) and Small Industries Development Bank of India (SIDBI) in the ratio of 4:1. The committed Corpus of the Trust is 2,500 Crore to be contributed by GoI (` 2,000 Crore) and SIDBI (` 500 Crore). During FY 2015, the Trust received ` 93.74 Crore towards Corpus of which

1. We have audited the attached Balance Sheet of Credit Guarantee Fund Trust for Micro and Small Enterprisesas at March 31, 2015, the Income and Expenditure Account and also the Cash Flow Statement for the year then ended. The financial statements are the responsibility of the Trust's Management. Our responsibility is to express an opinion on these financial statements based on our audit.
2. We conducted our audit in accordance with the Accounting Standards generally accepted in India. Those Standards require that we plan and perform the audit to obtain reasonable assurance about whether the financial statements are free of material misstatements. An audit includes examining on a test basis, evidence supporting the amounts and disclosures in the financial statements. An audit also includes assessing the accounting principles used and the significant estimates made by the Management, as well as evaluating the overall financial statement presentation. We believe that our audit provides a reasonable basis for our opinion.
3. We report that:
a. We have obtained all the necessary information and explanations which, to the best of our knowledge and belief, were necessary for the purpose of our audit, except information on the receipts pending appropriation aggregating to 49,03,399.
b. In our opinion, proper books of accounts as required by law, have been kept by the Trust so far as it appears from our examination of those books.
c. The Balance Sheet, Income and Expenditure and the Cash Flow Statement dealt with by the report are in agreement with the books of accounts.
d. In our opinion, the financial statements, read together with the notes thereon, give true and fair view in conformity with the accounting principles generally accepted in India.
I. In the case of Balance Sheet, of the state of affairs of the Trust as at 31st March 2015.
II. In the case of Income and Expenditure Account, of the excess of expenditure over income of the Trust for the year ended on that date.
III. In the case of Cash Flow Statement, of the cash flows of the Trust for the year ended on that date.

7. Taxation the reasoning that as the registration u/s.12A of the Trust was withdrawn by the DIT(E), Mumbai w.e.f.

Actuary has evaluated provision for such claims evolving Regression Equation between claims lodged & guarantees issued.
