To align with its Vision, Mission and Values, the Departmentcontinuously modernises its human resource managementpractices to provide comprehensive training for staff in themost up-to-date operational and management techniques.Staff who have the right quality and aptitude will be givenopportunities to work in specialised fields, such as aftercare,welfare, nursing, security intelligence, psychological service,locksmithery, physical education, driving, escort and doghandling after receiving relevant training.

The Department is committed to assisting its staff incareer development through the appraisal system, postingsand training. Assistant Officers with exceptional merit andability can be advanced to the Officer grade. In 2001, atotal of 11 Assistant Officers I and four Assistant Officers IIwere promoted to Officer through the Special AppointmentScheme and Potential Officer Scheme respectively.

The staff establishment of the Department as at 31December 2001 was 7 059 and the strength was 6 971.There was an increase of 31 posts in 2001.

staff of the Department. It has a 190 residential trainingand 190 non-residential training capacity for recruit,development and specialist training at any one time.Simulated training and situational analyses are stressed inthe training programmes.

The Institute is also responsible for co-ordinating in-service training programmes and weekly in-service trainingfor all institutions.

Its facilities include training rooms, a training courtroom,a nursing/first-aid training room, a computer training room,mock cells, a library, a gymnasium, a physical conditioningroom, indoor and outdoor firing ranges, a parade ground,

a control centre, a conference room,syndicate rooms, a video-conferencing room,a resource unit, a museum, a dining hall,recreation rooms, a laundry and overnightaccommodation. Improvement to trainingfacilities is of paramount importance to meetthe working context. In 2001, a newcomputer-training centre for 40 students wasput to use.

To enhance the effectiveness of stafflearning, e-Learning was launched by theDepar tment during the year. Someinformative and instruction-based topics suchas laws, regulations and procedures would

be delivered through e-Learning. The advantages of onlinelearning are that it is more flexible, accessible, convenient,cost-effective and time-saving.

Recruit TrainingRecruit training aims to equip new staff with the basic

knowledge and skills for carrying out their duties and afoundation orientation of correctional work.

The duration of training for recruit Officers is 26 weeksand that for recruit Assistant Officers II is 23 weeksincluding a two-week field placement at penal institutions.In 2001, the total intake of recruit Officers and AssistantOfficers II were 24 and 110 respectively.

The recruit training programme places equal emphasison theory and practice. It includes laws of the Hong Kong

Development TrainingDevelopment training helps serving staff develop their

career potentials and equip them with professionalknowledge and skills for advancement. It also keeps staffabreast of the latest changes and developments inlegis lat ion, penal pol icy and management andenvironmental protect ion concepts af fect ing theadministration and operation of the Department.

The Institute runs various development/specialistcourses, such as Management Development Courses,Team Building/Experiential Learning Programmes,Detention Centre Course, Training Centre Course, DrugAddiction Treatment Centre Course, Emergency ServicesTraining Course, Personal Computer Training Course,Penal Record Information System Course, HumanResource Management Workshops and Potential DayOrderly Officer Course. Some other core developmenttraining courses are organised for career developmentand advancement of staff in different grades. Specialisttraining and training scholarships are also provided forprofessional staff employed by the Department.

A summary of the recruit, development and specialisttraining courses organised in 2001 is at Appendix 12.

Overseas Training/Seminarsand Conferences

In addition to local training, the Department sendsofficers to attend suitable training courses and seminarsoverseas. This has enabled officers, as well as theDepartment, to keep abreast of the latest developments inprison management worldwide, and to learn from theexperiences of other prison administrations. In 2001, theDepartment arranged 64 staff in different fields to conductobservational visits, exchanges and training attachmentsin the Mainland and overseas.

During the year, we continued to develop and improveour Human Resource Management System to facilitate theeffective management of essential personnel informationabout our staff electronically. We conducted strategic reviewon various human resource challenges, on-going personnelissues and training needs. A comprehensive training anddevelopment plan with clear objectives was devised. Inaddition, we have been developing e-Learning across theDepartment. Alongside with the Civil Service Bureau andthe Civil Service Training and Development Institute, weworked to provide a host of courses on core competenciesand human resource management for our staff.

The Corporate Culture Reform project launched in2000 was a great success and the practice has beenconverted into a permanent measure ever since for lastingeffect. With unfailing effort and devotion of staff, theDepartment is making its way towards less bureaucracy,greater flexibility, better communication, and a higher levelof organisational efficiency and effectiveness. To furtherpromote the quality of our services in the wake of increasingpublic demands and expectations, we are also committedto inculcating in our staff a customer-oriented culture.

The adoption of a new set of competency-basedperformance appraisal forms in August 2000 enabledobjective assessments of staff's job behaviour, potentials andpromotability to the next higher rank and easy identificationof their development needs. With the assistance ofconsultancy services, the Department is taking steps to forman Integrated Performance Management System as a toolto link up various human resource functions such asrecruitment, performance management, promotion, trainingand career development.

The Staff Motivation Scheme was launched in 1996to improve staff motivation activities on a department-widescale. We organise contests on selected topics to promotestaff commitment to the Department's performance pledges,improve skills in public relations, achieve greater efficiencyand productivity, foster a sense of belonging and motivate

staff towards the continuous improvement of service. In2001, three competitions - The Best Work ImprovementTeam Suggestion Award, Slogan Design Competition andthe Best Deportment Staff Competition - were organised.

Staff Relations and WelfareThe Staff Relations and Welfare Unit co-ordinates all

matters relating to welfare and recreational activities andprovides, where necessary, professional social work andcounselling service to staff and their families. In addition,the Unit provides logistical support during major operations,taking care of meals, refreshments and lodging for the staffinvolved.

The Correctional Services Department Welfare Fundprovides loans and, in special cases, grants for serving andretired personnel and for families of deceased staff whoare in need of financial assistance.

To provide financial stability for staff and to giveassistance in times of need, the Correctional ServicesDepartment Staff Credit Union was set up in June 1991. Itaims at promoting thrift among its members and receivessavings from members either as payment on shares or asdeposits, and makes loans to them. At the end of 2001, theCredit Union had a membership of 4 497.

The Central Fund for Voluntary Contributions toWidows/Dependants of Deceased Correctional ServicesOfficers was established in December 1991 to assist thewidow, widower or dependants of a member who died,and staff who were injured in service. As at 31 December2001, it had 3 322 members.

The Correctional Services Children's Education Trust,founded in July 1983, continues to provide financialassistance to children of Assistant Officers and equivalentgrades in the Department to enable them to pursue highereducation. Handicapped children undertaking full-timeeducation or training also receive financial assistance fromthis Trust. During the year, a total of $664,630.50 wasgranted from the Trust.

implementation. It provides an access for staff and theirfamilies to obtain household necessities from a numberof market suppliers at a reasonable discount off the marketprices. Besides, a number of promotional sales displaysof different commodities were organised during the year.Staff can acquire the items at bargain prices therebyupgrading their quality and standard of living.

Sports and RecreationSports and recreation activities are organised by the

Department with emphasis on the physical fitness and theesprit de corps of staff. ARec rea t ion and Spor t sOfficer is seconded from theLeisure and Cultural ServicesD e p a r t m e n t t o g i v eprofessional advice andassistance in planning andarranging activities.

spor t competitions were organised.

With the establishment of a departmental anglingteam in the year, there are totally 31 teams sponsoredby the CSD Sports Association and most of them haveactively participated in various open competitions. In2001, the dragon boat, judo, shooting, soccer anddistance running teams won many prizes in publiccompetitions.

In April 2001, a departmental delegation visitedChristchurch in New Zealand to take part in Supergames2001 in the events of karate, distance run, track and field,cycling, squash, scuba diving and lawn bowls and won atotal of 45 medals.

To promote a healthy lifestyle, recreational activitieswere organised for staff and their family. More than1 000staff and their family members took part in various activitiesat the Family Outing on Hei Ling Chau held on 3 November2001. Two residential holiday camps were also held inLady MacLehose Village in the year.

The annual Autumn Fair at Stanley was held on1 December 2001. A sum of $556,000 wil l bedistributed to various charitable agencies and usedfor staff welfare and sports activities.

The Correctional Services Depar tment Spor tsAssociation Recreation Complex next to the Ma HangPrison provides both indoor and outdoor recreation andsports facilities such as karaoke, barbecue site, archeryrange, golf driving range, putting green, aviary, basketball

court and soccer pitch. It continuedto be well patronised by staff andtheir family in the year.

1st Guangdong/Macau/Hong Kong CorrectionalOfficers Sports Meet

The inaugural Sports Meet ofGuangdong/Hong Kong/MacauCorrectional Officers was hosted bythe Correctional Services DepartmentSports Association from 27 to 30November 2001. Delegates from thecorrectional services of Guangdong,Macau and Singapore participatedin various events, namely soccer,

basketball, table tennis, badminton, shooting, squash, 10-km run and snooker. The Department won the overallchampionship with flying colours.

Community InvolvementThe Department was awarded a ' Golden Award -

Government Sector ' for the year 2000-01 in the fund-raising events organised by the Community Chest. Duringthe year, more than $436,000 was raised in various charityevents which included the Walk for Million - Hong KongWalk and the Employee Contribution Programme of theCommunity Chest and the Law Enforcement Torch Run forSpecial Olympics.

Staff ConsultationStaff consultation meetings are held at regular

intervals to foster close and effective communicationbetween the management and the staf f. The twoDepartmental Consultative Committees, namely the SeniorDepartmental Consultative Committee (SDCC) and theJunior Departmental Consultative Committee ( JDCC), metquarterly during the year to discuss issues of common

concern. The two Committees function separately towardsthe objective of achieving a better understanding and co-operation between the management and the staff. Toregularise and streamline the communication andconsultative channels, there is representation from the

In the institutions, staf fconsultation meetings are held atleast quarterly and all ranks arerepresented. The Commissioneralso meets staff representativesduring his visits to the institutionsevery two months.

Correctional Services Officers'Association

The Association, established in March 1983, hada membership of 5 176 as at 31 December 2001. Itgives views on conditions of service, uniform and staffwelfare matters for consideration by the management.

Association for the Retired Staff ofthe Hong Kong Correctional ServicesDepartment

The Association was inaugurated in April 1986. Arepresentative of the Staff Relations and Welfare Unit sitson the Association's Committee as liaison officer. At theend of 2001, the Association had 545 members.

performance and meritorious service are recognised bythe Government and the Department.
