Developing Brain Gain Policies in theWestern Balkans

Tis year CRPM continues to work on policy pro- jects that aim at alleviating the e ects o the out ow o thehighly skilled (also known as brain drain). In early 2011,the CRPM team has concluded the work on the regionalproject Developing Brain Gain Policies in the WesternBalkans. Grupa 484 Beograd was the coordinating the project, while several other organizations rom the region took part in its implementation: the European movement Alba-nia, the Centre or Interdisciplinary Postgraduate Studies(ACIPS) rom Bosnia, Centre or Democracy and HumanRights rom Montenegro. Te nal product o the projectcame in the orm o a policy study, authored by AnastasVangeli o the CRPM. Te study was originally presented at

an international con erence in Belgrade in late 2011 and isincluded into a volume covering all the participating coun-tries o the Western Balkans.

Te study identi es the crucial problems regardingthe process o brain drain in Macedonia, and provides sug-gestions or alleviating the negative e ects in the uture. Te

ndings in the paper justi ed the assumptions by previousscholarly and policy analyses that the structural problems,such as the un avorable economic conditions, the prob-lems regarding rule o law, the lack o meritocratic values

and the uncompetitive science and research industries arethe major push actors when it comes to the out ow o thehighly skilled. Te CRPM ormulated several sound argu-ments and recommendations about the directions in whichbrain gain policies in Macedonia should develop, ranging

rom gathering exact statistical data to diaspora mappingto providing incentives or returnees to establishing cross-sectorial cooperation in the eld o brain gain.

In spring 2011, the CRPM joined Group 484 andthe partner organizations or a second consecutive projecton brain gain policies, titled Advocating or Brain GainPolicies aimed at Reintegration o High-skilled Return-

ees in the Western Balkans. Te project ocuses primarily on the process o adaption o highly educated and highly skilled individuals who have returned to their home coun-tries. So ar, we have conducted ocus groups and havecommenced with disseminating the questionnaires thatwill help us assess the challenges and potential obstacles orsuccess ul reintegration o the highly skilled returnees. Te

ollowing phase o the project has commenced recently aswell. It oresees several advocacy activities. Te project is tobe concluded by the end o 2011.

Te project Mapping the leaders of Macedoniaand Albania: Reproducing or circulating elites has been

nalized. We have conveyed more than orty in-depth in-

terviews with representatives o the political, economic andacademic elite; we have also conveyed a national telephonesurvey within the ramework o the project. In 2011 wehave concluded the research in Macedonia and presentedour progress at the annual RRPP con erence, held in May inMontenegro. We will produce a join publication and plan tohold a con erence together with our Albanian partner theInstitute or Democracy and Mediation in course o Sep-tember/October.

Our ndings have shown that even though the pro-cesses o the circulation o the elite in the late communistdays was still contingent to the approval party leadership,other actors have contributed to the emergence o the elitein the period 1985-1990, in the rst place good education.We have also ound out that o en people rom the academ-ia had political careers. We mapped the democratic break-through in Macedonia as a process accompanied with thetakeover o the lower ranks o the Communist Party, whilethe communist leaders and the promising re ormers wereousted during the immediate years o the transition. Tepolitical elite 2005-onwards, on the other hand, are com-prised o people who have made names in various elds.Factors such as education and hard work were crucial ortheir recruitment. It is intriguing that the establishment o economic elite rom both periods seemed to be dependenton political developments.

Baseline study on rural women

Another pioneering work o CRPM this year hasbeen the Baseline study on rural women produced onbehalf of UN Women. Te study combined the methodso analysis o secondary data and gathering primary data(through ocus groups and a eld survey on a representative

sample o rural inhabitants) to assess the condition and theproblems o rural women in Macedonia. Te ndings gen-erally con rm the traditional values o the inhabitants romMacedonian villages, especially with regards to the inher-itance o property, per orming o domestic tasks, drivinga car, employment (in Albanian and urkish households).However a shi in some o the perceptions is evident, es-pecially when it comes to decision-making in uences o ethnic Macedonian women, and decisions regarding edu-cation and marriages within ethnic Albanian and urkishwomen. Te study concludes with a number o policy rec-ommendations in di erent areas.

Te Orange envelope

We have also won a tender and provided policy ad- vise or developing a communication model with citizenson behal o the Pension and Disability Fund o Macedonia.Te model we have developed is called Te Orange enve-lope. It aims at increasing the citizens trust and promoting

good governance o the Pension and Disability InsuranceFund through increasing its transparency. Te project putsinto unction the existing capacities o the Fund to generatedata on all people insured in order to provide in ormationto them regarding: the unds available on their retirementbene ts account, the total value o contributions, and pos-sible increases o the pension i the bene ciaries are to stay in employment or longer than 62 or 64 years (which is thelegally de ned retirement age)

Finally, a er many e orts, we have established theSchool of Public Policy |Mother eresa|. Te general goalo the School i to raise capacities or good governance/public policy analysis and policy making o uture leaderso Macedonia. We expect the participants to be ully in-

volved in the whole educational process. We see them asuture partners, who will together with the lecturers andguests, build a new political and governmental culture.

So ar, three sessions have been conducted, with the ollow-ing topics:

1. First national session: Freedom o expression-Contemporary issues and debates with relevance or Macedonia / Hotel Continental - Skopje, 28-30 Janu-ary, 2011

2. Second national session: Ethics and Politics (Politi-cal Marketing, Communication, Electoral Campaigns) / 9-12 June/ 9 June FON University, Skopje; 10-12 June, Hotel oni Ohrid

3. 6th Summer University for Democracy , Strasbourg,27-29 June 2011 / subject: E HICS AND POLI ICS

Visa liberalization in the EaP countries

As a member o thePASOS network o policy in-stitutes CRPM is implementing partner o the ProjectVisaliberalization in the EaP countries. Te goal o the projectis to create a tipping-point or the achievement o visa- reerelations between the Eastern Partnership countries andEU member-states, and in the process to upgrade the le-gal and policy processes in the EaP countries and promotecloser integration and people-to-people exchange and con-tacts between the Eastern Partnership countries and EUmember-states. In its rames, a policy brie was prepared,accompanied by a workshop on rans er o MacedoniaNGOs experience on visa liberalization in the city o Chis-inau, Moldova. Similar trainings are planned or partnersin Georgia, Armenia and Azerbaijan.

Con erence: One Decade a er the Ohrid Framework Agreement. Lessons (to be) Learned rom the Macedonian Experience

For the rst time CRPM organized an Internation-al scienti c con erence on the10 years anniversary of theOhrid Framework Agreement: Lessons (to be) Learnedfrom Macedonia, was held rom 24-26 June, 2011. Te con-

erence encompassed a total o 7 panels, and more than 20presenters, most o whom rom Macedonia, but also romUK, Poland, the Czech Republic, Albania, Bulgaria, Greece,Cyprus and Austria. Over 120 visitors were registered at theopening, and 90 guests were registered or the three days ascon erence participants.

Each o the panels discussed the di erent perspec-tive o the OFA and the implication o the agreement orMacedonia and the Balkans in the past ten years. You cansee the list o panels below.

Impact in several policy elds

Last year CRPM experts o ered solid policy ad- vice based upon our research to the State Electoral Com-mission and the City o Skopje. Based on this two strate-gies were adopted in the course o this year theStrategy against Proxy and Family Voting and the Strategy or Gen-der Equality o the City o Skopje. Te prior document pro-duced results! Te parliamentary elections 2011, rst a erthe Strategy was adopted, proved that the participationo the political parties in the making o the Strategy doesraise awareness and ownership over the product and hase ect on the nal outcome-decreasing the trend o amily and proxy voting in Macedonia. We are proud to in ormyou that only 120 cases o amily and proxy voting wereobserved.

In addition, the Ministry o Labor and Social Pol-icy adopted the Strategy or ght against social exclusionin October 2010, which encompasses long term care anissue or which CRPM advocated in 2009. Te same Min-istry adopted bylaws that regulate the standards or homecare provision based on which the City o Skopje in its 2011work Program initiated introduction o home care services,another issue CRPM analyzed in the course o 2007-2008and advocated or in 2009.

Te Center or Research and Policy Making(CRPM) rom Skopje, and the School o Public Policy Mother Teresa are organizing an international and in-terdisciplinary academic con erence dedicated to the 20th

anniversary o the independence o the Republic o Mac-edonia titled wenty Years o Macedonian Independence:mirroring economic, political and policy developments.Te con erence will be held rom 15-16 September 2011and will bring together renowned international speakers.

Te con erence will include ve panels covering various aspects o the political and social developments inMacedonia in the last twenty years. Te panels will ocusaround the ollowing themes:1) wenty years o democratic development in Macedo-

How to eliminate discrimination in the public sector? Assessing the implementation and theefectiveness o anti-discrimination policies inthe public institutions in the Republic o Mac-edonia.

Te project aims to explore how relevant and e -ective are the anti-discrimination strategies, legal acts and

policies in terms o meeting the needs and addressing eve-ryday struggle o public workers who are exposed to vari-ous kinds o discrimination.

Promotion o Common Values in Schools:Workshops and a Contest or Promoting

olerance in Multiethnic Schools in Skopje.

Te project involves working with students romve multiethnic secondary school in Skopje, by training

them in non-violent con ict resolution and giving themthe opportunity to create short lms with the content o non-violent con ict resolution.

Five years o decentralized governance: creating public values?

During the second hal o 2010, the Center or Re-search and Policy Making has conducted national survey on the decentralization process in Macedonia or 2010.Based on this research a policy study is going to be devel-

oped which re ects the main progress as well as challengeswith the decentralization process. Te study ocuses on the:status o decentralization, progress in municipal adminis-tration re orm scal decentralization, interethnic relations,local economic development (LED), decision making o municipal council, education re orm at local level and lo-cal public services. Te survey was conducted with a ques-tionnaire that encompassed 135 questions targeted to themunicipal administration, the political parties representedin the Municipal council, the Mayor and the business com-munity in 65 municipalities.

Going International: Assistance to Policy Centersin Egypt

During the upcoming months two CRPM analystsare going to be involved in a project (led by PASOS) on as-sistance to policy centers in Egypt. Trough partnershipwith the Egyptian Organization NAZRA Center or Fem-inist Studies, we are going to provide assistance in buildingtheir capacities in the eld o gender equality and political

participation o women. For that purpose, a training needsanalysis is rst going to be prepared, ollowed by deliver-ing a tailor-made training and developing a guidebook onmeasures to be undertaken in Egypt.
