    Greetings,I'm with the Crozet Trails Crew ( http://ctcvirginia.blogspot.com/ ) and we are researching thefeasibility of students biking and/or walking to schools within Crozet. We are working to have abetter trail (paths, sidewalks, wider shoulders along roads, etc) system to connectneighborhoods to one another, to downtown, and to schools/parks.

    What, if any, bike accommodations do you have at your school? (Is there a bike rack to

    park/lock bikes?)

    If yes, approx. how many bikes can it fit?

    Also, if yes, where is it located (near the main school entrance, in the back of the school, etc)?

    Are student lockers large enough to fit a helmet?

    Do any faculty/staff bike to school? If yes, approx. how many?

    Do any students bike to school? If yes, approx. how many?

    Do any faculty/staff walk to school? If yes, approx. how many?

    Do any students walk to school? If yes, approx. how many?

    What would you say is the greatest hindrance that keeps people from biking or walking toschool?

    Crozet Elementary: Ms. Gwedette Crummie

    We have a bike rack that can fit 5-6 bikes by the front door near the gym side of the school. No

    faculty/staff bike to school, and only 1 or 2 students bike to school at times. One teacher wouldwalk to school, but she has probably stopped walking during this cold weather. No students walked

    to school during the warmer weather, but she does recall two parents picking up their child and

    walking home. Safety (traffic and adult supervision) is the greatest hindrance that keeps people

    from biking or walking to school.

    Brownsville Elementary: Ms. India Haun (Interim)Henley Middle School: Dr. Patrick McLaughlinSummarized from phone conversation Dec. 8: There are no bike racks. Lockers would mostlikely fit a bike helmet due to the large size of some backpacks that fit into lockers. No one to his

    knowledge (students, faculty/staff) walks or bikes to school. Their school policy doesnt allowwalking/biking to school due to lack of infrastructure (no sidewalks/paths and man power toinsure safety of the 800+ students at Henley) within Crozet to make it safe and viable for Crozetresidents not even to Old Trail. Dr. McLaughlin would welcome/encourage students towalk/bike to school if the infrastructure was in place to ensure their safety.

    * Henley does own/use 50 mountain bikes for P.E. class that they bike around the property ofHenley and Brownsville.

    Western Albemarle: Dave FrancisWe occasionally have students ride bikes to school. I am aware of one teacher who ridessometimes. We do not presently have bike racks. There have been bikes locked to trees. Somestudents who live in Old Trail walk to WAHS. We ask that they use the crosswalk at 250 andwatch the light very carefully. I am not aware of any staff who walk to school - many live in townor farther. Our student lockers should accommodate helmets. I would say hindrances are thatwe are a rural school and considerable distance from where most people live, and heavy traffic

    on 250 at start and end of the school day.

    These are items I researched while reading through the Albemarle County Handbook that couldrelate to walking/biking home and behavior issues that could be grounds for discipline:

    Pg.15 Bus Transportation ServicesThe Department has accepted significantcuts to our budget in 2009-10 and in 2010-11. One outcome of budget cuts is a reduced level ofservice. Bus routes for 2010-11 will stringently observe the Countys walk criteria0.3 miles forelementary students and 0.5 miles for secondary students. Some routes have been consolidated tobetter utilize the capacity of the buses. Therefore, some students will walk farther to the bus stop,some students will have a longer bus ride, and some buses will have more riders.

    Pg.34 Student Pick-Up and DismissalWhen your children are in our care, we take their safety very seriously. School personnel must knowwhere each child is at all times. No student may be dismissed early or may leave school property atany time without the principals permission. If you need to pick up your child early from school,please send a written note to the schools front office. School personnel will verify the note, and askyou to sign your child out when you arrive. Each school maintains a log that shows the name of thestudent signing out; the name of the person signing the student out; and the date, time, and reasonfor sign-out. A student will not be released in the custody of anyone other than the students legalparent or guardian, unless the school has received permission. School personnel may requestidentification to ensure student safety. Public agencies that take some students from school duringthe day must also have written permission from the students legal parent or guardian to do so. Thiswritten permission must beon file with the school office before the agency may take the child from school. Parents/guardianshave the opportunity to designate other people, such as family members, friends or neighbors whohave permission to pick up a child from school in an emergency. Parents grant that permission onthe emergency contact form completed at the beginning of each school year. Parents may updatethose emergency contacts at any time by requesting a new card from the schools front office.(Policy JED)

    Pick-up PermissionA student will not be released in the custody of anyone other than thestudents legal parent or guardian, unless the school has receivedpermission.

    Pg.71 Student Conduct and Parental ResponsibilityStandards of student conduct are designed to define the basic rules and major expectations ofstudents in our public schools. The Albemarle County School Board and the school administration

    provide rules for student behavior in order to protect the health, safety, welfare, and individual rightsof students.

    Parental ResponsibilityAt the beginning of each school year, a copy of the Standards of Student Conduct and a list ofpossible corrective actions is sent home to all families with the back-to-school information. Parentsmust sign that they have receiveda copy of these Standards of Student Conduct, and recognize their duty in assisting schools withmaintaining discipline and order. Parents may be asked to meet with a school principal to discuss

    improvement of their childsbehavior and educational progress.

    Parents/guardians will be notified when any student violates a School Board policy, whether or notany disciplinary action has occurred. The notice shall state (1) the date and particulars of theviolation; (2) the obligation of theparent to take actions to assist the school in improving the students behavior; and (3) that, if thestudent is suspended, the parent may be required to accompany the student to meet with schoolofficials. The principal or hisdesignee shall also notify the parent of any student involved in an incident required to be reported tothe Superintendent and Virginia Board of Education.

    ExpectationsEach student has the right to expect an educational environment in which he can strive to achievehis intellectual potential. The most important student responsibility is to avoid disruptive conductwhich infringes on the rights ofothers. Students, parents and school personnel are expected to cooperate in efforts to insure alearning environment free of disruption.

    Expectations of Students, Parents, Teachers and PrincipalsStudentThe student is expected to be diligent in his studies and conduct himself in such a way that the rightsand privileges of others are not violated. The student is required to know and conform to the rulesand regulations of the school, to conform to the direction of the school staff, and to comply withprovisions of law.

    Parent Parents are expected to teach their children conduct that does not infringe on the rights ofothers, to cooperate with school authorities, and to support necessary disciplinary measures. It is theparents responsibility tonotify the school of any unusual behavior pattern or medical problem that might lead to seriousdifficulties.

    Teacher: The teacher has primary responsibility for all matters of conduct and discipline in theclassroom, in the school building, and on the school grounds. Teachers have the authority to usesuch reasonable measuresas may be necessary to maintain discipline in the classroom.

    PrincipalsPrincipals have the final responsibility for discipline of the students in their jurisdiction.

    PG.72 Schools Jurisdiction and Standards of BehaviorStudents are subject to corrective action for any misconduct that occurs under the followingcircumstances: in school during school hours on school property on a school vehicle while participating in or attending any school-sponsored activity or trip on the way to and from school at other times as permitted by law, up to and including suspension or expulsion, for misconductthat occurs at any

    time off-school grounds where(1) there is a connection between the conduct and school operations;(2) where the conduct has been shown to have a detrimental or harmful effect on the welfare orsafety of the school and its students; or(3) where the conduct has caused substantial or material disruption to the schools operations.

    Coaches, teachers, and sponsors responsible for athletic teams, co-curricular activities, or otherstudent groups may set additional standards related to dress, behavior, and training. Such standards

    must be appropriate to the purpose of the team or activity. Students must be given prior notice ofthe requirements. There are additional Student Conduct responsibilities for high school studentsparticipating in extracurricular activities.For further information, consult Board Policy JFC-R.

    PG.72 Unacceptable BehaviorAny behavior is unacceptable if it interferes with the rights of others endangers the welfare and safety of the child or others is unlawful interferes with orderly conduct of any phase of the school program defies the reasonable exercise of authority results in destruction of property.
