Kolar
Kolar is a city in the South Indian state of Karnataka. It is the headquarters of Kolar
District and is known for gold mining. Kolar is called the land of silk, milk, and gold. The
town is famous for the Someshwara temple and the Kolaramma temple.
The place is CSA’s Project for which the I MSW students would be conducting a pre
midterm evaluation for the agency. This is for the midterm evaluation which will be
conducted at the 5th year of the project by rural agency. The project is CFCD which stands for
Child Focussed Community Development whose 3rd
year would be completed by this March
2015.
Pragathi
Pragathi “Child Focused Community Development” project – Srinivaspura &
Mulbagal Taluks in Kolar District, Karnataka State.
Pragathi CFCD project’s impact villages are situated in and around Srinivaspura and
Mulbagal Taluks of Kolar District in Karnataka. It is located at 120 km away from
Bangalore city and 32 km from Kolar district head quarter. 22 very deserved and needy
villages have been selected through in-depth survey and assessment and being supported in
empowering rural women and children in various socio economic development processes.
The project’s life span is for 7 years and we are in the third year of intervention commenced
from June 2012 focusing on the following goals, purposes and with 5 major components.
Project Goal
“Sustainable improvements in the quality of life of well being of marginalized communities
and their children”.
Purposes:
Children grow in a community that ensures quality education, health services, adequate
nutrition and food security, opportunities for future employment and income source.
Component wise project interventions
1. Early Childhood Care and Nutrition (0-6 years)
The objectives of ECC & Nutrition component is to work closely with the ICDS department
for improved enrollment in ECC centres, early childhood education and psychomotor
development of the children. This will be ensured through training ANC/PNC mothers,
House visits and awareness creations, periodical growth monitoring & immunization of
children, organizing camps and melas, etc. And setting up ECC centres in non ICDS working
villages and mainstreaming into the govt., scheme.
2. Strengthening Children’s Education (6-16 Years)
There is lack of opportunities for the overall development of rural children (6-16 year) as
well as for quality Education. Here the intervention is to provide necessary guidance and
Cross Cultural Field Study Report_16-21 Feb 2015_Kolar Page 4
support for quality education and holistic development of children through setting up
children’s forum in every village like Activity Centre / Children Parliament and by providing
required support like school uniforms, note books, bags and fees for the needy. Moreover
study exposures, camps, sports and cultural activities will also be conducted to empower
children towards improved education and better future.
3. Community Health and Hygiene
The objective of this component is to improve the awareness and access to basic health
services, practices among the target communities. This component caters to the basic heath
rights of 0-6 yrs children and the pregnant and lactating mothers (ANC/PNC). It also caters
to the health rights of the community in general.
The project also networks with the Primary Health Care centers, the taluk and the district
level Government hospitals for tapping resources and supports towards community’s overall
health development.
4. Community Based Organisations (CBOs)
Promoting and strengthening Community Based Organisations like Self Help Groups,
Federations, Associations, Village Development Committees, etc. Apart from empowering
them in socio-economic development processes, these CBOs will be involved in Planning,
implementation, Monitoring and Evaluation of the project right from the beginning of our
interventions through which effective community participation would be ensured for
networking and liaison with government and private service providers for tapping resources
for a sustainable development.
5. Livelihood Promotion
Diversified income sources and improved productivity and income of the marginalized
communities in the project area are the main purposes of this component. Entrepreneurship
Development trainings, financial assistance for setting up own micro enterprises (off and on

Prayer: 9.00 – 9.15am
The prayer was lead by Mr. Ali and Ms. Thayyba
Activities:
The students wrote down their reflections and their learning from the 6 day rural exposure
camp. Time was provided for the students to retrospect and jot down their experiences. They
were submitted to the class representatives. The students had a good breakfast and got back to
their reflections. The committees were asked to have their respective teams and their
members photographed for the documentation of the mother committees. Soon after all the
committees began working on their reports all of which had to be submitted for the
consolidation of the final report of the rural exposure camp February 2015. Each team
documented their activities and they were consolidated by the documentation team members
for further evaluation. The group then dispersed for lunch.
The evaluation began after the lunch.

GROUP WISE EVALUATION
Group 1 was represented by Vasundharaa and Boomica. Group 1 had covered 200 household
surveys, 11 SHGs, 5 VDCs, 5CACs, 3 adolescent girls groups and 3 youth groups.
Sarvesh spoke about the household survey findings.
Boomica then spoke about SHGs. SHGs are the successful CBOs of CSA. Around 75% of
them are working properly while 25% of them need improvement. There seems to be a lack
of clarity of being a SHG member. There is also a lack of social action in most SHGs.
Sarvesh spoke about the VDCs. They are carrying out their responsibilities well. They are
coming up with ideas but are waiting for funds. They have no set targets and are facing
problems because most members of VDCs migrate to different places in search of jobs.
Boomica spoke about CACs and said that 60% of them are functioning properly and 40%
need improvement. The need for training of facilitators was felt. There was also a suggestion
that the honorarium could be increased and more benefits could be added so that the
facilitators could have more motivation to work better. Children asked for better
infrastructure and better lighting.
Vasundharaa spoke about the adolescent girls group and said that they have a good
knowledge on sanitation and have leadership qualities but there is no proper role allocation
among them. In the pre-test that was conducted, it was found that effectivity was 63% and
after showing videos and having a discussion, the effectiveness was 82%. She also said that
the girls are empowered but the social action on their part is missing. The number of girls
could be increased. She suggested that something needs to be done about the fact that men of
the community don’t allow these girls to talk properly.
Boomica said the youth groups lack structure and function. There are power conflicts among
the leadership and few of them do take initiatives for social action but not much work is
happening. The pre-test done on the youth group showed 75% effectiveness and post showed
an effectiveness of 93%.
Father Shaiju talked about the school activities conducted. The activities focused on
sanitation and health and hygiene. They were taught recreational games, action songs, and
poems and rhymes. The effectiveness was 75-80%. Plans had to change spontaneously
because the age group was not specified. There were children of all age groups. He
appreciated all those who conducted the school activities.

Boomica spoke about the awareness programme conducted in the evenings. Rally was
carried out to bring the crowd for the street play. Children and youth participated. After the
school activities, children were informed about the street play and were invited. The same
was done with VDCs so the crowd was good for street plays. There were two flash mobs for
grabbing attention towards the street play.
Vasundharaa said the group was able to mobilize resources and fulfil the objectives. The
planning was not very good in the beginning but later things were planned much better. The
community also helped in provision of lights for the evening programme. She said that the
bonding of the group had increased. She said that students had taken initiative and the unity
of the group had increased. The leaders did not have to do much work to do as everyone was
aware of their roles and responsibilities.
Suggestions to CSA:
The SHGs, youth groups and adolescent groups require more skill development
programmes.
Motivation could be increased for the animators and facilitators
The Child Parliaments are not very active so they need to be rejuvenated.
Even though most communities know the CSA staff very well, they need to be told
more about CFCD project and CSA.
Maheeta evaluated Group 1 and its performance and said:
The group has achieved more than what was required
Bonding and unity has increased
Equal responsibility and initiatives taken by all members
The program was a success, on the whole
Group 2 was represented by Amita and Ravina. Group 2 covered 15 SHGs, 160 households,
4 VDCs, and 3 Adolescent girls groups.
The leaders said that communities have little knowledge about CFCD project. They
understand only when asked about Anganwadi, Child Activity Centres and SHGs. The
suggestions given were that:
Tailoring classes and vocational training needs to be given
There is a lack of transportation
Water should be made accessible
Cross Cultural Field Study Report_16-21 Feb 2015_Kolar Page 47
Drainage needs to be improved.
Toilet construction needs to be increased
Ashna spoke about the focused group discussion with VDCs. The VDCs are effective. They
discuss issues such as roads, toilets and transportation and high school education. The VDCs
want to work as independent bodies with more power. They want to be a legalized body
which can make decisions and implement it.
Sangeetha gave information about CACs and Child Parliaments. These usually function
between 6:30 and 8:30 pm. Facilitators generally come from some other full time job so they
get tired and are unable to engage the children. This causes most of the children to be on the
streets instead in the activity centre as they don’t have enough activities to occupy them. In
the last half an hour of the activity centre, the children complete their home-work and do the
work assigned to them according to the curriculum given by CSA. The Child Parliament is
made up of the students from the Child Activity Centres. The CP has ministers and MLAs.
They have law, education, sports, cultural and environment ministers. They have regular
meetings and have record books with minutes of the meetings. The issues they work on are
Swach Bharat, medical health and toilet construction. Some CPs have dual role. Many of the
members go to schools in different villages. There are no representatives of children till 5th
standard. Despite all this, the CPs are functioning brilliantly.
The SHGs are empowered. They give loans to members. They are good at handling financial
matters. There is a gap in communication which is the reason why many SHG members don’t
know why they are part of SHGs and what CSA is doing. An observation was made that there
are different opinions about SHGs because of the biased behaviour of the SHGs towards
lower caste people.
Amita spoke about the adolescent girls groups. The girls are educated. Some of them have
completed PUC, BSc or BA. They are not receiving anything other than tailoring raining.
They are interested in computer training but the training has not started. They hope to be
proficient in computers so that they can increase their livelihood opportunities. The girls are
also interested in entrepreneurship and doing things like jewellery and embroidery and
quilting.
The rallies and street plays went well. The team leaders thanked Mary Annie, Oindrila and
Ashna for helping with street plays and flash mob respectively. They said that initially there
was a lack of planning but later everything was much better. There was a lot of unity and no

conflicts or misunderstandings. Team members also appreciated the team leaders who had
been assertive but not aggressive.

EVALUATION BY FACULTY MEMBERS AND CSA STAFF
Mr. Mathew C.P. said that all committees did their work well. They had completed their
responsibilities. He also said that group 1 and group 2 had done an excellent job. He said
there was no need for competition and comparison. Both groups worked equally hard. He
gave special thanks to Mr. Shiva Kumar, Mr. Basvaraj, Mr. Nagaraj, Mr. Ganesh and Mr.
Murugan. He said there had been no disciplinary issues throughout the camp. He said the
group had learnt conflict resolution skills also which prevented the students from bringing
any conflicts to teachers. Instead they solved the conflicts by themselves. He said the time
factor needed improvement. Punctuality needs to be worked upon. Also that the panning can
be improved especially considering the bonfire night and street plays.
He also said that inside the main groups, some sub groups were seen. Some students were not
coming out of their shell. He said that around 85% of the class is taking initiatives but the
other 15% needs to learn and be motivated by others. He said the results of the work done are
very good. He liked the assertiveness and objectivity of the analysis of the study.
He also said that any bitterness that may have arisen during the camp must be left behind here
and not be taken back. He specially thanked Dr. Victor Paul and Dr. Bino Thomas who kept
enquiring about the camp and guiding every time. He thanked all colleagues and students. He
also thanked all the photographers for taking such good pictures of the camp.
Dr. K. Hemalatha said she had enjoyed being at the camp. She said she had learnt a lot from
the students. She said both groups had done very well. Concerning the methodology, she said
that analysis has to be presented according to each village. The intervention should be
suggested according to each village and cluster. She said that there is no longer any group 1
or group 2. The main objectives of the camp were:
Mid-term evaluation of what CSA has done
Intervention for awareness creation.
She said the presentation was interesting. She said the presentation was an anecdotal analysis.
She said that since we have primary data, the anecdotal analysis should be used to support
primary data. She also said that she had expected the tables to ready but since coding was not
complete, tables would be delayed. She observed that leadership is spread across the class.
She said that some leaders are open and direct while others are passive and soft. She also
mentioned that she observed some undercurrents flowing which she didn’t like. She asked the
Cross Cultural Field Study Report_16-21 Feb 2015_Kolar Page 51
class to leave their conflicts here and forget the problems. She congratulated the class for the
great talents and the great show they put up.
Mr. Madhusudan said the group had adjusted well to the conditions. He also said that the
class had very coordination, communication, planning and understanding.
Mr. Basvaraj also appreciated everybody. He said there was very good coordination among
the class members. He said that few students were not involving in activities. He said we
need to have more knowledge of the community. He said students should build rapport and
behave in a friendly manner otherwise people will not talk. He said that students had
managed to get information. He also said that they would try to follow up with the
suggestions that students had given.
Mr. Ganesh said he found the work done by the class was amazing. He said he learnt a lot
about preplanning and time management. He explained the difference between being a social
worker and a community worker. He also said that we are very lucky to have such good
teachers as our guides.
Mr. Shivakumar said that MSW students had done very good job as they had celebrated
Hindu and Muslim national festivals together in two schools. He also said that last year
around 137 students had given the exam and 127 had passed. There was only 1dropout. He
appreciated the work done by Father Tomin and Bibin to create awareness about child rights
during their field work in Kolar in the month of August. He said the CSA staff would try to
implement the suggestions given by students.

the leaders. She also thanked all the people who had helped with photography such as
Shubhanan, Shashank, Tomin, Hannah, Tuba and Sarvesh. It is the work of all these people
which will help us to cherish memories of the camp.
Alen thanked everyone who had made the camp successful starting from CSA staff to faculty
to the students themselves. He said that the class was full of functional leaders so there was
not much responsibility for the CRs. He also said that people should be careful about what
they talk because in the end, it is one class and one family so no one should be hurt. He said
the groups were able to achieve their objectives but while doing that, we may have forgotten
whether everyone is okay. He said that groupism should not exist and in the end, everyone
should feel that they contributed to the work.
He thanked all the CSA staff who had helped with providing information, questioning of
animators and facilitators etc. He thanked all the faculties for their mentoring, guidance and
