Administrative burdens
2
PUBLIC ADMINISTRATION
• Different public agencies ask for the same information over and over again.
• Public agencies have to process data, forms and additional documents, which creates costs for both service providers and consumers.
• Data is stored in different places and therefore can be inconsistent.
BUSINESS
• 81%*Companies spend a sizable part of
their human resources on familiarizing themselves with applicable rules and procedures required to exercise their activity.
• Companies spend about 1.423 EUR** to
register their economic activity.
• The costs affect smaller businesses often discouraging them from exploring opportunities outside of their home market.
* Eurochambers** https://eur-lex.europa.eu/legal-content/ES/TXT/?uri=CELEX%3A52017SC0213
Let‘s imagine a world, where citizens and business can start business in othercountry on-line with no administrative burdens. They provide diverse data
only once with contact with public administration.

Data Exchange
What is the „Once Only Principle“
Streamlining processes by:
• Enabling automated data sharing
• Replacing redundant data collection with information requests from original source
• Improving data reliability
The Once Only Principle entails that citizens and businesses provide diverse data only once in contact with public administrations, while public administration bodies take actions to internally share and reuse these data – even across borders – always in respect of data protection regulations and other constraints

• Data Consumer (DC) and Data Provider (DP)
• The SE TOOP architecture is implemented as a
part of the Swedish OOP Layer
• The Swedish OOP-layer provides company
information. Private person data is not
available yet
• SE data consumers and providers, for using
foreign data, just have to connect the same
way they do on a national level

Semantic mapping
Semantic interoperabilty towards OOP/SDGR
Different Use Cases have been defined under TOOP:• Data Consumer/Services/Procedures Registration• Data Provider Evidence Capability Lookup • Authoritative Source and Issuing Body relation with an Evidence• Evidence Type as Data (structured information) and as Document• Cross Border Equivalence of Criteria and Evidences
Building the OOP/SDGR system together
