Croatia - Regional Healthcare Centre for Development of Organ Donation and Transplant Programmes (SEEHN RHDC Croatia)
in 2012 / highlights
The Ministerial Conference, organized within the South-eastern Europe Health Network (SEEHN), stressed the roles and responsibilities of national healthcare systems in ensuring availability of transplant
services to people in the Region. Through exchange of experiences and presentations of successful regional models, unique ethical principles of donation and transplantation were promoted, as well as standards of safety and quality of human organs intended for transplantation.
Resulting from regional development cooperation, the transplant programme of Montenegro was initiated in September 2012; in close cooperation between transplant team Clinical Hospital Centre Zagreb and Clinical Centre Crna Gora, the first two kidney transplants (from
living related donors) were successfully performed.

The transplant programme, which has been recognized in public and the international professional community as the Croatian healthcare "brand", due to its accomplishments, continues to reaffirm its stronghold in the generous act of organ donation as an expression of solidarity of an individual with the community and those awaiting transplant.
With the rate of 34 realized donors per million people in 2012, Croatia has established itself as the leading country in the world. Owing to the noble decision to donate organs (157 deceased persons) in 2012, 400 patients received the "gift of a new life"; the total of 44 heart transplants, 231 kidney transplants, 8 pancreas transplants and 128 liver transplants was performed.
Today, Croatia is the most successful Eurotransplant member regarding donor rates and organ transplants from deceased donors, as well as the member with the shortest time spent waiting for a transplant. In the period from becoming a Eurotransplant member in 2007, the waiting list for an organ transplant has been shortened by 38.5%.
In December 2012, the Croatian Parliament adopted the Act on Human Organ Transplant for the Purpose of Treatment (Official Gazette 144/12), transposing the Directive 2010/45/EU of the European Parliament and of the Council on standards of quality and safety of human organs intended for transplantation in the Croatian legislation.
Acting as the regional leader for South-eastern Europe in 2012, Croatia initiated a number of projects, technical assistance and long-term cooperation with countries in the Region with the goal of developing donation and transplant programmes based on the principle of self sufficiency. Bilateral cooperation with Montenegro resulted in successful initiation of Montenegrin transplant programme in September 2012.
