Reality:
With the worsening crisis: on finally of July, 2015, at five nights of work at Promotoria de Justiça de Plantão de Porto Alegre, was representing three
Teens by the practice of attempted robbery.
Besides these three, on night of day 06, August, 2015, two offenders statements have drawn attention:
Declaration 1: sex female, 17 years old, pregnant of 7 month:"... Put the knife in his face to get the money .... He reacted ... I was feeling
nervous because I wanted money for something (rent) ..." Declaration 2: sex male, 15 years old:“It Did because 'wanted to get a car to give a bands' ... when they grabbed the weapon just pulling the trigger, but did not shoot because he did not (bullets) ... he thought he could do well. "
Yet, what they do the "greater" than 18 years ...
Deepening and broadening the topic:• Deep down, what are the reasons for this increase in crime?

From the main focus Health , it appears that people and institutions are (or can take on ) Roles in Cooperation Network - Examples :

But not only the guidance of the Habitat Agenda, Action / methodology of Planning and Systemic Management synthesizes a series of indicators / criteria, among which:

Thus, it is possible to generate indicators, adding value to the activities, as well as attract investment
for local and / or provide access to the resources needed to implement the proposed.
On the other hand, it optimizes scarce resources by the crisis and reduce and / or qualify Judicialization.

Using the Matrix Convergence (and Criteria - Graphical ) of PGS action to implement the ODS in the local community and in the context of the HABITAT

NOTE INICIAL:• # ??? Items 1-4 Matrix Convergence (as well as the criteria of PGS Action) lay down
general guidelines to follow during the implementation itself: that occurs in steps set out in item 5 of the Matrix Convergence ( choose focus priority and map - integrate )
• # in practice the choice of priority focus for action may occur with or before the environmental choice for action (item 1) . So immediately , we suggest choosing the ODS that reflects the greater need of the environment / habitat being implemented action. a) f the primary focus for Health ( ODS 3): suggests the formation of Committees Municipal Executives ( in districts ) Health CNJ ;
b) If the focus is more linked to the Social axis ( ODS ???: it suggests the formation of the Social Management Committees in the Decree of molds ....;
c)For a more comprehensive ( with the possibility to expand the focus to the economic, social and environmental axes - all ODS ) the best choice is the formation of committees and planning groups and Systemic Management;
OBS: 1) always use the matrix paying attention to the criteria of PGS action . Then meet members of the public, private and civil society organizations and the community at large ;
2 – Foster PERFORMANCE INTERINSTITUCIOANAL – workshops will be needed Eg See Workshop ... link ... 3 - promote ... . - Training will be required, distance learning , virtual community etc. See Ex pilot project TJ - (see booklets )
