Resolution To CrisisConcurrent Technologies Corporation (CTC) offers this 16-hour program of training which includes an eight-hour Crisis Incident Management (CIM) culminating exercise. The exercise allows leaders and students to plan, coordinate, and execute CIM and incident mitigation—with emphasis on safety, security (including incident-specific use of force and tactical response), resource management, communications (including senior level decision making and interagency tasking), information/intelligence management, and standard operating procedure validation.

A Current ApplicationThere is an on-going urgent requirement to train and assess emergency first responders, on-scene incident commanders, and educational institution faculty and staff in their response to a variety of crisis situations. Because no one institution or response element has the assets to manage a potentially catastrophic situation, the Crisis Incident Management (CIM) Program brings together all of the respective area’s first response teams and assets and applies them to a crisis incident. These joint assets can include fire and medical emergency assets, as well as local, state, and federal police agencies. Area resource managers also play a large role in managing a crisis response. The objective of the CIM Training Support Program is to provide the

technical, tactical, and training support services required to deliver the CIM Course to applicable administrative agencies—focusing on military installations, city emergency response entities, and public/private school districts, colleges, and universities. Crises affect the entire community, requiring trained and synchronized response elements for a desired peaceful resolution.

A Concurrent SolutionThis course delivery models the CIM course approved and currently utilized by the United States Army Military Police School at Fort Leonard Wood, Missouri, and accepted by military and civilian agencies across the United States. The CIM course delivery provides dedicated, CIM subject matter expert personnel with experience and background in military police functions and crisis management procedures. CTC personnel possess years of experience in military and civilian policing, and the use of force and escalation of force continuums. Additionally, CTC has demonstrated experience in developing scenario-based exercises with sufficient notional information to support training objectives. CTC ensures a comprehensive exercise evaluation to assist in developing future training requirements. Instructors provide all necessary and relevant information applicable to successful completion of a practical crisis management exercise. CTC is prepared to deliver a two-day CIM Course for up to 30 students and/or leaders. Training focuses on technical and tactical use of crisis management procedures in a civilian or military environment incorporating applicable law enforcement and joint local agency assets, along with various first responder organizations. Training consists of instruction on communications, safety and security, resource management, mitigation, and intelligence and information management. The objective of the training is to build a high level of confidence in all major stakeholders and staff personnel, by

practicing and validating operational and crisis management procedures. The first day lecture material presented effectively conveys the standards of efficiency for CIM in a manner that facilitates understanding of approved standards. Training incorporates practical application of required policies and techniques. Instruction includes, for example:• Patrol management and police operations• Operational planning considerations• Tactical planning operations• Command and control operations• Fire and emergency medical services • Intelligence and information management• Public affairs office/media release operations

Day two consists of a table-top scenario-based exercise that provides a “check-on-learning” and serves to validate standard operating procedures and policies to ensure personnel can manage a crisis incident effectively. This course is designed to meet federal, state, and local exercise requirements for education institutions and first responder agencies. A formal After Action Review at the end of the exercise provides feedback and makes recommendations, as well as offering participating organizations future training focus.
