Introduction

Crime & Criminal Tracking Network and Systems (CCTNS) has been

conceptualised by Ministry of Home Affairs under National e-governance plan of

India. The Implementation of Crime and Criminal Tracking Network and systems

facilitates the introduction of e-governance in Police stations all over India which

will automate the police functions and provide a platform for sharing crime and

criminal information across police stations, also create, facilities and mechanisms

to provide public services like registration of online complaints, ascertaining the

status of case registered at the police stations, verification of persons.

The project aims to provide infrastructure and mechanism to support the state wide

automation system in a planned manner from police stations and also to citizen-

centric systems. CCTNS facilitates easy recording, retrieval, analysis and sharing

of pile of information which will improve the outcomes in the areas of Crime

Investigations and Criminal detection and other functioning of police organization.

The system will have several stakeholders such as citizens, National Crime

Records Bureau (NCRB), state police department, external departments of the

state, and so on.

Objectives

The key objectives of the CCTNS project are

• Improved delivery of citizen centric services

• Improved investigation and crime information efficiency

• Interaction and sharing of information

• Better management of police force

• Reduction in manual work

Core Application Software

CCTNS CAS system comprises of the following:

• CAS is the application software for CCTNS

• CCTNS Central Core Application Software (CAS Centre) that is developed and

deployed at NCRB.

• CCTNS State Core Application Software (CAS State) that would be developed centrally

and provided to States for customization, enhancement and deployment. This is unique

for each State.

CAS Online and CAS Offline

CAS application has an online as well as offline version. Online application supports

functionality spanning across several modules such as registration, investigation,

prosecution, and search and reporting. Offline version provides minimal functionality

compared to online version. The main aim of offline version is to ensure business continuity

in case of unprecedented events such as power failure, connectivity issues etc.

Let’s Start!!

How to launch CAS – Online? Click on icon in the menu list in the left of the screen to open the browser.

The browser will open with default page or blank page.

Enter ‘cas.cctns.punjabpolice.gov.in:8080/cctns’ and press ENTER key on keyboard.

The login page of CAS online application will be displayed.

How to launch CAS – Offline? Click on ‘Shortcut key for CCTNS offline’ icon. A screen as shown below will appear

Click on the ‘Run in Terminal’ button

A terminal will open as a separate window as shown below:

In this terminal type the password password and press enter key

How to?

How to login to the application? Enter the web address (cas.cctns.punjabpolice.gov.in:8080/cctns) of the application in the

browser and press enter key. This will show the login page of the application.

Click on Login after entering valid username & password and after selecting language

from the dropdown.

System will open the home page of the application.

How to make General Diary entry? This will allow user to register a GD and to make relevant entries.

Click on Registration General Dairy Add General Dairy

1. Click on ‘Registration’ link.

2. Click on ‘General Diary’ link.

3. Select the ‘Add General Diary’ link.

Computer will display the Add General Diary Details page

4. From Drop down select the GD Type.

5. Browse within the Tabs and enter all the details available with you.

6. For ‘Criminal Case’ user has to select acts and sections which will be displayed in FIR

registration

7. Click on ‘Submit’ button to complete the process.

Then system will save the information and will generate a GD number.

We can search and view GD Details using GD number, GD Type, GD Date and Entry

Officer.

How to register an FIR (IIF – I)? Click on Registration First Information Report New Registration

How to enter Crime Details Form (IIF – II)? Click on Investigation Crime Details IIF II Prepare Crime Details

This page allow user to prepare a crime detail form and upload a crime scene map for the

registered FIR or NCR in the system.

System will display the Crime Detail form

4. Select an FIR or NCR number for which crime details form needs to be filled.

How to prepare Arrest Memo (IIF – III)? Click on Investigation Arrest/Surrendered (IIF III) Preparation of Arrest Memo

This page allows user to prepare arrest memo.

1. Click on ‘Investigation’ link.

2. Click on ‘Arrest/Surrendered’ link.

3. Click on ‘Preparation of Arrest Memo’ link.

4. Enter FIR or petty case number.

5. Click on required FIR / Petty case number if it is in the list.

6. Otherwise, click on Search button and enter the search criteria.

7. Click on ‘Add new’ button. System will open an Occurrence Information screen above

main screen

8. Enter or Select the information to be provided.

Fill all the information in the Options available:

Once done with all the entry Click on Submit.

How to prepare Property Seizure Memo (IIF – IV)? Click on Investigation Property Seizure (IIF IV) Preparation of Seizure Memo

This page allow user to prepare a Seizure memo for a seized/recovered property in a

case.

1. Click on ‘Investigation’ link.

2. Click on ‘Property Seizure’ link.

3. Click on ‘Preparation of Seizure Memo’ link.

System will display the list of FIR/NCR/Lost Property numbers in the grid

5. Otherwise, click on Search button and enter the search criteria.

6. Select the FIR/NCR/Lost Property number for which seizure memo is to prepare.

7. Click on ‘Add new’ button.

How to enter Case Dairy? Click on Investigation Case Dairy Add Case Dairy

This page will allow user to add a Case Diary in the system for an FIR which is already

registered.

How to prepare the Final Form / Charge Sheet (IIF – V)? Click on Investigation Final Form Summary of Investigation report and Final

Form

This page allow user to add details of a Summary of investigation Report and generate the

Final Form.

1. Click on ‘Investigation’ link.

2. Click on ‘Final Form’ link.

3. Click on ‘Summary of Investigation report and Final Form’ link.

4. Enter an FIR or NCR for which the final investigation report has to be prepared if

known, otherwise enter the search criteria and click on ‘Search’ button and select an

FIR or NCR from the list.

5. Select the ‘Type of Final report’.

System displays the list of accused in the case.

6. Select the accused to be charge sheeted.

7. Enter or Select the information to be provided.

Fill the information in the Options available:

How to assign Court Case Number to an FIR? Click on Prosecution Court Case Number Assigning Case Number from Court

This page allow user to enter the court case number allotted from the court. User can

enter the Preliminary Registration number and the court case number allotted from court.

3. Click on ‘Assigning Case Number from Court’ link.

4. Select an FIR or NCR or Petty cases.

5. Enter the number if the FIR or NCR or Petty case number is known otherwise enter the

search criteria and click on ‘Search’ button.

6. Enter the charges framed.

7. Click on Add button after entries are made.

8. Enter or Select the information to be provided.

9. Browse within Options to make or select entries.

Click on ‘Submit’ button to save the information.

System will save the entries made or Click on ‘Clear’ button to remove the entries made

system will remove the entries made and set the default entries.

Click on ‘Close’ button to close the current page system will close the current page and

How to enter the Court Case Disposal Details (IIF – VI)? Click on Prosecution Court Disposal Form Add Court Case Disposal Details

This page allow user to add details for Court Case Disposal for different accused in a

case.

2. Click on ‘Court Disposal Form’ link.

3. Click on ‘Add Court Case Disposal Details’ link.

4. Select an FIR or NCR or Petty cases.

5. Enter the number if the FIR or NCR or Petty case number is known otherwise enter the

search criteria and click on ‘Search’ button.

6. Select the required court case number from the list.

7. Enter or Select the information to be provided.

Once done with all the entry Click on Submit.

System will save the information and will generate a Court Disposal Form number.

Click on ‘Clear’ button to remove the entries made system will remove the entries made

and set the default entries.

Click on ‘Close’ button to close the current page system will close the current page and

return to the Homepage.

How to add the Result of Appeal from Court (IIF – VII)? Click on Prosecution Result of Appeal Form (IIF - VII) Add Result of Appeal

Details

This page allow user to add details of the result of appeal for an accused/State who

applies for Appeal / re-appeal.

1. Click on ‘Prosecution’ link.

2. Click on ‘Result of Appeal Form’ link.

3. Click on ‘Add Result of Appeal Details’ link.

4. Select the required court case number from the list otherwise enter the search criteria

and click on ‘Search’ button.

System will display the add result of appeal details page.

5. Enter or Select the information to be provided.

Once done with all the entry Click on Submit.

System will save the information and will generate the Result of the Appeal Form.

Click on ‘Close’ button to close the current page system will close the current page and

return to the Homepage.

Routine Activities

UPS There will be a power button in the front panel of the UPS. Press this button. After few

minutes, an OK prompt will be displayed.

Please ensure that UPS is switched off at the end of each day.

Batteries There will be an indicator in UPS itself for checking status of battery condition.

Once in three months, the distilled water needs to be refilled.

Printers, Cameras and Pens Please ensure that devices are switched off at the end of each day.

Network Switches Make sure switches are ON and LED’s are blinking.

Back up Back up of the offline database needs to be taken periodically.

End Location Support

For every two police station, one qualified professional will be available to help in terms of

both software and hardware issues. This person will be available for one year starting

from the rollout date for that particular location.

He will render support from 8 am – 8 pm during 6 days in a week. He will also be available

to support critical issue outside the stipulated time.

Operational Issues

How to check network connectivity? To check the network connectivity, ping the ip address in the terminal as shown in below

screen shot.

Command: ping 10.5.11.40

If the reply does not come as shown, it is an issue with BSNL network. If reply is coming,

network connectivity is available. To stop this command, use Ctrl+C.

How to avoid online launching issues?

Make sure that server machine, UPS and BSNL modem is switched on.

Make sure that correct address is typed in the address bar of Mozilla firefox.

Once the login page comes, type the user name and password correctly.

If wrong password is given for more than 3 times, the user will be blocked for 1

hour.

Once logged into the CCTNS home page, user should not directly close the

window. To come out of the application user should mandatorily use logout button.

If the logged page is closed without proper logout user will be blocked for half an

hour.

How to avoid offline launching issues?

Make sure that server machine, UPS and BSNL modem is switched on.

Make sure that system login is done in acer login (CCTNS Offline icon will be

available only in this user)

For system login, type the password as ‘password’.

Make sure that “run in terminal” is clicked and password is typed correctly in the

terminal opened in separate window.

Once the login page comes, type the user name and password correctly.

If wrong password is given for more than 3 times the user will be blocked.

Once logged into the CCTNS home page, user should not directly close the

window. To come out of the application user should mandatorily use logout

button.

If the logged page is closed without proper logout user will be blocked.
