Welcome

The Georgia Professional Lobbyists Association was incorporated in 2011 to affiliate registered lobbyists who seek professional development opportunities and who desire to educate the public about the business of advocacy. Our mission is to promote the development of professionalism, competence and professional standards for advocates in the public policy arena.

Lobbyists have been an integral part of our representative system of government since the founding of the Republic. There are lobbyists involved with the schools, churches, retail businesses, and corporate interests you see each day. Of course, each individual and business can go to the State Capitol on their own to ask the General Assembly to respond to their needs. However, professional lobbyists know the intricacies of the process — who to talk to, how and when to present an effective argument, and what needs to be done following. We provide elected officials information to equip them to weigh different viewpoints and then decide what is in the best interests of their constituents.

GPLA is committed to promoting professional development and setting high standards for our members. We support transparency in lobbying activities and embrace a strong Code of Ethics for members to follow. We are developing a certification process for lobbyists that will ensure continuous education for our members.

Foreword

Lobbyists in Georgia represent a wide range of entities from nonprofit charities and small businesses to national organizations and international companies. The ability of these entities to conduct business may be substantially altered by the actions of the General Assembly, the executive branch and state regulators. Lobbyists provide relevant, timely and accurate information and perspective to decision makers who pass laws and adopt policies that impact Georgia citizens, businesses and other organizations.

Much is being made of how lobbyists and advocacy activities should be regulated. The position of the Georgia Professional Lobbyists Association (GPLA) is that any person who regularly attempts to influence public policy on behalf of someone else, an organization or a business should follow state law and register with the Georgia Transparency and Campaign Finance Commission. GPLA also promotes compliance with state law and regulation for disclosing what lobbyists and their clients expend to influence the passage of state policy or law. Since its inception in 2011, GPLA has provided more than 20 hours of training in ethics, compliance and professional skills development.

This directory reflects the members of the lobbying profession who have chosen to affiliate with their professional organization. Each member is committed to more effective advocacy through training, communication and high ethical standards. For more information on GPLA’s mission, go to www.galobbyists.org.

GPLA Code of Conduct/Best Practices

To help preserve and advance public trust and confidence in our democratic institutions and the public policy advocacy process, professional lobbyists should always act in the highest ethical manner.

The professional lobbyist plays an important role in our system of government by helping to ensure that public officials have complete and accurate information with which to make decisions.

Members of the Georgia Professional Lobbyists Association (GPLA) should conduct themselves in a way that maintains public respect for their profession and for processes and people in all branches of state government. Members of the GPLA: 1. Shall act with integrity in all relations with public office

holders, clients, potential clients, employers, the public and other lobbyists.

2. Shall comply with all applicable laws and regulations governing lobbying and the standards of conduct applying to officials and staff of all branches of government.

3. Shall disclose the identity of the person or organization for whom he/she is acting.

4. Shall not knowingly provide information that is inaccurate to public officials and shall not knowingly engage in misrepresentation of any nature.

5. Shall not divulge confidential information unless he/she has obtained the informed consent of their client, employer or organization, or such disclosure is required by law.

6. Shall not represent conflicting or competing interests without the informed consent of those whose interests are involved.

7. Shall not place public office holders in a conflict of interest by proposing or undertaking any action that would constitute an improper influence on a public office holder.
