1. PROJECT DESCRIPTION1.1. INVESTMENT PURPOSE- Improve and expand the rural power distribution netwvork to supply electricity for social
and economic development in the rural area of Nam Dinh province;
- Increase stability and quality of the power network system; reduce power lost, cost for
electricity to increase business efficiency and capacity to manage rural distribution
network.
1. 2. PROJECT SCOPE1.2.1. PROJECT COMPONENTS- Project Rural distribution (RD) in Nam Dinh province is expected to improve and
expand medium power network aiming to incerase quality of power supply for
households in the Project area. The Project is consisted of:
- Investment for improvement and upgrading:
- Upgrade power line branches 671, 673, 677 of 110kV Trinh Xuyen
substation E31 to 22kV;
- Upgrade 35kV power line barnch to Xuan Thuy to 22kV;
- Upgrade 10kV power network from Xuan Thuy, Giao Tien, Giao Thanh
substation to 22kV;
- New investment
New investment will be done for 149 communes in 1 city and 9 districts in
Nam Dinh Province, they are:
- Nam Truc district (19 commune): DOng Son, Nam Cuang, Nam Thang,
Nam Hoa, Binh Minh, Nam My, Nam Hdi, Nam Thdi, Nam Lai, Nam Thanh, Nam
Hong, Dien Xa, Nam Tien, Nghlia An, Nam Hang, Tan Thinh, Nam Toan, Nam
Duong and Hong Quang commune;
- Nam Dinh city (02 communes): Nam Van and Nam Phong;
- Hai Hau district (19 communes): Hai Quang, Hai Cuong, Hai Hoa, Hai
Loc, Hai Phong, Hai Bac, TT Thinh Long, Hai ha, Hai D6ng, Hai Chau, Hai Chinh,
Hai nam, Hai Xuan, Hai Thanh, Hai Hung, Hdi Duong, Hdi Ly, Hai Ninh and Hai
Minh.- Truc Ninh district (21 communes): Truc Phiu, Truc Thai, Truc Dao, Cat
Thanh, Truc Tuan, Truc Khang, Trurc Hang, Trung DOng, Phuong Dinh, Liem Hai,
Truc Cuong, Viet Hung, Truc Dai, Truc Hung, Truc Thanh, Truc My, TT Co Le,
Truc Chinh, True N6i, True Thang and Truc Thuan commune.
- Yen district (19 communes): Yen Dong, Yen Khang, Yen Bang, Yen

3. DESCRIPTION OF THE PROJECT ENVIRONMENTAL IMPACTS

3 Loss of trees due to ROW Minor Short - Nam Dinh project is different than the Mitigable

chemical hazard substations with 20,000.5 KVA. Theexisting substations are 6 kV, 10 kV or35 kV. They will be replaced by 22 kVto conform with the current technicalstandards;

- The old substations are invested about10 years ago without standardizedcriteria. They are mainly invested bylocal peoples to help people to connectwith electricity. They were invested 10years ago, it means that the potential tocontain PCBs is very low or no

possibility since from 1995, EVN hasbanned to purchase the PCBs containingequipment or oils. All of newlypurchased equipment needs to fulfillinternational standards such as IEC.
- The list of removed substations and
current places are attached in Appendix6 to support supervision and monitoringof PCBs issues as well as oil spillproblem;
- No chemical, explosive material or
hazardous material is used for theProj ect.

short of time in each foundationposition;
- Due to the above-mentionedassessment, the noise and vibrationimpacts of the Project are considered asminor.

8 Soil erosion Minor Short - Topography of Nam Dinh province is Mitigable

therefore will be happening only in one
harvest or 2 harvests at each place.

implemented compensation for the land
acquired. The compensation is not only
calculated for the directly affected
harvest but also for the next 2 or 3
coming harvests.

by Project will not exceed the capacity I
of the existing traffic flow in the area;
- One Project section will be crossed
Day river. During cable pulling crossing
the river, the boats will be needed.
Based on the experiences with other
projects, if the preparation and
cooperation with other sectors are well
managed, this work will take I day. So
the transportation by waterway in Day
river will be affected during that day.
- Scaffolds will be constructing to
enable cable pulling and minimize
impact on traffic when the TL is
crossing roads.

- Rural roads in Nam Dinh province are
in good condition, 4 m to 6 m wide. they
are asphalted roads or concreted roads.

conditions, are able to undergone the
loads from 10 tons to 30 tons, good
enough to ensure the safety and
convenience for transportation of
equipment and materials for the Project.
- At the present time, in the Project area
local communes play an active role in
rural road management. Heavy loaded
vehicles are not allowed to enter the
roads. The Contractor need to follow the
local regulation and manage their
transportation of construction materials
to avoid damage the rural road system. l

no PCBs import since PCBs was banned
to produce from 1980s and EVN has
banned to imporl PCBs since 1 990s.
- The Project removed substations/
equipment will be stored in the ware
houses of Nam Dinh power service. In
order to prevent the impacts of leakage
oil to environment and worker health,
guidance on PCBs containing oil
management is developed and need to
be followed. See Table 5.3 on the
Guidance on management of the Project
removed equipment to avoid impacts on
environment and human health.
- No chemical is used for the Project.

4. PUBLIC CONSULTATION AND DISCLOSURE
During project preparation stage (2007- 2008), the following activities were carried out:
Activity 1: Site investigation, working with local authorities on the alignment agreement;
Activity 2: Site investigation and preparation of Application for environmental Permit and
Environmental Management Plan.
Activity 3: Organization of public consultation meeting
From 25/10/2007 to 31/03/2007, meetings with local people have been organized at
offices of commune people committees to consult on the Project EMP. Representative of the
Project owner presented to the participants the following materials:
- Project description: alignment, the need of the Project;
- Potential environmental impacts;
- Mitigation measures for the environmental impacts.
Participants are consisted of reprehensive of affected HHs, public organization like
Women Union, Farther Front, local authorities. Table 5.1. is summary of the comments
received from the public consultation.
Activity 4: Review and edit the EMP according to comments received from public
consultation meetings. Continue to receive comments from interested parties and affected
HHs.
Activity 5: Public disclosure and Clearance on EMP
- The Vietnamese version of EMP will be disclosure in the Office of People committee of Nam Dinh
and Nam Dinh province, so interested parties can approach. Summary of EMP will be sent to the
Project districts so wider audiences can approach.
- English and Vietnamese-language copies of the EMP report will also be sent to the
Vietnamn Information Development Centre at 63 Ly Thai To in Hanoi, for access by NGOs
and public.
- English language copies of the EMP report will be sent to World Bank for publication on
World Bank Info Shop.

Polychlorinated Biphenyls (PCB) were widely used as a dielectric fluid to provide electrical insulation, although their
use has been largely discontinued due to potential harmful effects on human health and the environment.
Rehabilitation works under the RD project may involve the replacement of old transformers containing PCB.
At the time this Framework is prepared, official guidelines on the handling and management of PCB in Vietnam is yet
available. However, with assistance from the WB and GEF, a Project named "PCB Management and Disposal" has
been being implemented. Therefore, in later stage of the RD Project, when recommendations/guidelines from PCB
Management and Disposal Project become available, these will be included in this Framework and put into practice.

EXAMPLE ENVIRONMENTAL TERMS OF REFERENCE FOR SIMC
The Safeguard Independent Monitoring Consultant will:
1. Visually look at the construction sites and make notes related to the following environmental issues, but
not limited to:General clean up after construction works,
Excessive clear cutting of trees beyond ROW in communal or forest land,
Measures taken by the contractor for cleaning up woody residues after tree cutting
* Status of access roads (have they been closed if in a protected area, are they still being used and to
what extent, how are they being controlled/managed and by whom), Application of mitigation measures
for or sign of soil erosion along T/L due to tree cutting and/or around tower foundation
* Status of re-vegetation in the ROWs and tower foundation
* Impacts on construction works (level of noise, dust, and damage to roads due to earthworks and
transportation of building materials)
* Status of construction worker camps and sanitation facilities for them
* Proper distance between the houses and T/L,
* Status of implementation of safety measures (signboards, restricted zone, fences, isolation etc.)
2. Conduct public consultation to:
* Assess the level of involvement by the local authorities in dealing with environmental issues (dust,
noise, and damage to roads due to the transport of construction materials, tree cutting on public lands
and protected areas).* Identify any other environmental issues and record environmental complaints from the PAHs.
* Report on responses (if any) from appropriate local authorities on environmental complaints or non-
compliance

5.3. CAPACITY BUILDINGFuture training includes the following:
* EVN training: Internal training course on how to monitor SEMPs and how
to report environmental results as part of quarterly and annual project
reports. The training will also include the methods for corrective action plan
if some of EMP activities do not go well.
* PCI training: The following training will be provided for the staffs of local
power service and partly for local peoples:
Safety training: Regular training on safety issues related to the
distribution network maintenance;Monitoring and reporting of environmental management plan for
stakeholders of the Project's district or communes: The training will
give guidance to the local stakeholders about the participation of local
peoples during implementation of EMP. The training will also include
the methodology for site observation and monitoring check sheet
filling.
