Council recently adopted a Creative Hoardings Policy to increase public art and provide opportunities for artists and designers to create works for display in the public domain by requiring artwork on some construction sites.

Selected artworks will be licensed for three years. These artworks will be made available for developers/builders to use on hoardings free of charge.

What is a hoarding?

A hoarding is a temporary fencing system that uses solid self-supporting panels to enclose a building site during construction to keep the site secure and the public safe from activities occurring within the site. Although the primary purpose of hoardings is to prevent unauthorised entry to a building site and to keep the public safe from activities occurring within the site, hoardings can also serve as a canvas to display creative artwork and transform a construction site from something unattractive to something that sparks curiosity and interest.

We are seeking design concepts for hoardings that will:

• contribute to a vibrant streetscape during the construction phase of development

• inspire and engage audiences • demonstrate artistic excellence • be suitable for all audiences • consider the flexible nature of

hoardings

Your concept should be presented as it would appear on a hoarding and as a collection of modular parts, as outlined in the Hoarding Artwork Template and Submission Guide

Flexible Application

Hoardings are made up of panels put side-by-side to form a protective wall. While many hoardings are a standard 2.4m or 3.0m high, their lengths vary. To allow for this we’ve created the Hoarding Artwork Template and Submission Guide. The template is a grid-based, flexible and modular system of different panel sizes. It allows for panels to be placed end-to-end in various lengths and combinations to suit different hoarding dimensions.

While submissions of continuous and long-width works are acceptable and encouraged, you will need to demonstrate how they can be pieced together in a flexible manner to suit any length of hoarding.

Design proposals submitted to the Creative Hoardings program must comply with the following guidelines. Proposals that do not adequately meet these guidelines will be deemed ineligible.

• The design concept must be theoriginal work of the submitter.

• The design concept should notcontain any advertising for aproduct or service.

• The design concept should be thework of an artist or designer andfeature an art-form (for examplevisual art, photography).

• The design concept should notportray or depict material in away which discriminates againstor vilifies a person or section of the community on account ofrace, ethnicity, nationality, gender,age, sexual preference, religion,disability, mental illness or politicalbelief.

• The design concept should not useor portray significant elements of sexually explicit imagery, nudityor graphic depiction of violence ordegrade any individual or group.

• The Artist’s names or promotiondoes not need to be included inthe design as a Title Panel will beattached to all Creative Hoardingdesigns featuring an agreed artistcredit.

How will concepts be assessed?

Woollahra Council’s Cultural Committee will assess and select design concepts based on the following criteria

• suitability of the design or image tobe re-created in large format

• relationship of the design or imageto the area

• ability of the design or imageto engage with the public andtransform development sites

• artistic excellence

If your concept is shortlisted, you will receive a development fee of $1,000 (plus GST) to refine your concept into a final suite of design elements that will include a hoarding design.

Shortlisted concepts will be subject to a three week timeline to deliver finalised artwork for approval by Council.

Files are to be supplied as high resolution (300DPI) TIFF or JPEG files for raster images, or EPS files for vector. If the artwork is vector, please ensure any typography has been outlined.

License Period

Selected artworks may be licensed for use across a three year period. Licenses will be subject to the license agreement terms.

Payment

Each artwork selected will receive a license fee of $4,000 (plus GST) for a three year agreement.

Submisson Requirements

All submissions must be made via the online form on Council’s website

To complete the form you will need the following:

1. Contact details 2. Artist/Collective bio or CVs 3. Artwork statement (200 words

max) describing the artwork/design concept

4. Artist concept, illustrations, ‘mock-up’ or drawing of the proposed artwork/design consistent with the Creative Hoarding EOI Template and Submission Guide (submitted as PDF or jpeg up to 5MB)

5. Examples of previous work (3 page PDF up to 3MB) or a link to your online portfolio.

Timeline

• Submissions open 6 July• Submissions close 7 August• Design selection and notification
