1. Role of the State (DHCD) & TA Provider

• Technical Assistance (TA) for local housing plans – Required since 1996 (per 10-9a-103, 403, and 408

and 17-27a-408)– Cities >1,000 and counties >25,000– Plans adopted under local General Plans– Train the Trainer (area planners)– Roll-up to area and state Consolidated Plans

• Review local housing plans for “quality control”• $2.8 million HOME set-aside (1st year)• TA on housing development process• Facilitate partnering for each project

2. Role of Local Area Planners

• Train local officials in Utah Housing Planning Software and plan preparation

• Assist with data gathering and area priorities

• Roll up local data to area consolidated plans

• Facilitate Envision Utah concepts (http://envisionutah.org)

• Coordinate within municipal departments and with officials for housing plan development and project priorities

• Finalize local affordable housing plan• Oversee plan adoption process• Select developer – issue development

agreement• Work with developer partnership on

funding applications• Facilitate support (fee waivers, zoning,

etc.)

4. Role of Developer Partnership

• Work with the community to select a site• Acquire land• Prepare cost estimates• Solicit funding from funding partners

(LIHTC, HOME allocation, other HUD, etc.)• Oversee all project design, development,

and construction processes• Own and manage property• Insure long-term compliance

Summary• Support community-based projects rising from local

affordable housing plans

• “Reward” communities who take affordable housing seriously

• Encourage detailed implementation strategies and prioritized local funding contributions

• Better integrate financial resources for project developments (HOME, RDA & EDA set-aside funds, CDBG, etc.)

• Establish a competitive environment for developers

• Develop relationships between communities and area planners

• Build Utah’s housing capacity (more targeted multifamily housing units based on demand modeling)

• Allows Utah’s trust fund board to be proactive in the community housing development process
