NOTICE is hereby given that West Sussex County Council propose to make a permanent Order under the provisions of the Road Traffic Regulation Act 1984, the effect of which will be to:

(i) introduce sections of no waiting at any time (double yellow lines) on

lengths of Tinsley Lane and at the junctions of Tinsley Lane with Royston Close, Kingfisher Close and Kenmara Close; and

(ii) introduce sections of single yellow lines prohibiting waiting 10am–11am and 2pm-3pm Monday to Friday on section of Tinsley Lane; and

(iii) remove sections of prohibition of waiting at all times from sections of Tinsley Lane

The consultation for this proposal will start on 20 April 2016 and, AT THAT TIME, full details of the proposal in this Notice can be viewed on our website www.westsussex.gov.uk/tro. The website includes a response form for comments or objections. The documents will also be available to inspect at West Sussex County Council, County Hall, Chichester during normal office hours, and at the Crawley Public Library, Southgate Avenue, Crawley during normal library opening hours. Any objections or comments about the proposal must be received by 11 May 2016. STATEMENT OF REASONS FOR PROPOSING TO MAKE THE ORDER

The County Council in exercise of their powers under the Road Traffic Regulation Act 1984, proposes to introduce a permanent Order the effect of which will be to:

(i) introduce sections of no waiting at any time (double yellow lines) on

lengths of Tinsley Lane and at the junctions of Tinsley Lane with Royston Close, Kingfisher Close and Kenmara Close; and

(ii) introduce sections of single yellow lines prohibiting waiting 10am–11am and 2pm-3pm Monday to Friday on section of Tinsley Lane; and

(iii) remove sections of prohibition of waiting at all times from sections of Tinsley Lane

Tinsley Lane provides access to residential properties and cul-de-sacs as well as industrial and business units. As a result large vehicles and HGVs are frequently accessing Tinsley Lane using the Gatwick Road junction. Additionally its close proximity to Gatwick Airport and the businesses on Gatwick Road make Tinsley Lane a convenient place for all day and overnight parking. The Residents Association have reported that parked vehicles are creating problems for larger vehicles affecting the free-flow of traffic and, incidences of vehicles mounting the pavements damaging the highway and posing a risk to pedestrians. The East Crawley County Local Committee agreed that a TRO should be progressed to better manage traffic movement and pedestrian safety in Tinsley Lane. Having reviewed the existing waiting restrictions it is proposed to break up the parking areas to encourage drivers to give way and create passing places on either side of Tinsley Lane. To achieve this waiting restrictions will be lengthened and shortened to maintain parking capacity where road width allows. Single yellow lines will deter all day parking whilst providing residents with overnight and weekend parking in the vicinity of their homes. Double yellow lines at the junctions of Tinsley Lane with Royston Close, Kingfisher Close and Kenmara Close will re-enforce Highway Code Rule 243 and provide better visibility for all road users. This Order is proposed for avoiding danger to persons or other traffic using the road or for preventing the likelihood of any such danger arising, for preventing damage to the road and for facilitating the passage on the road of any class of traffic (including pedestrians). West Sussex County Council in exercise of their powers under Sections 1 (1) 2 (1) and (2),

4 (2), 45, 46, 49 and 53 and Part IV of Schedule 9 of the Road Traffic Regulation Act 1984 “the Act” as amended and of all other enabling powers and after consultation with the chief officer of police in accordance with Part III of Schedule 9 to the Act hereby make the following Order:-

1. This Order shall come into operation on the x day of x 2015 and may be cited as "West Sussex County Council ((Crawley Borough) (Parking Places and Traffic Regulation) (Consolidation) Order 2010) (Tinsley Lane Amendment) Order 2016."

2. The “West Sussex County Council (Crawley Borough) (Parking Places and Traffic

Regulation) (Consolidation) Order 2010” is hereby amended by the deletion from it of the plans in the First Schedule to this Order and the substitution of the plans attached in the Second Schedule to this Order.
