    WSH (Operation of crane)Regulation

    Def: Crane

    A machine incorporating an elevated structural

    member or jib beneath which suspended loads may be

    more vertically or horizontally or both, either by

    slewing the machine, derricking the jib.

    Application

    Regulation apply to any workplace in which a crane is

    in use.

    Def: Mobile crane

    A crane mounted on a truck, crawler or on wheels and

    includes any crane of a type shown in the First

    Schedule.

    Lorry loader ; a lorry incorporating an articulator arm

    mounted on the lorrywhich is used for loading,

    unloading and lifting of materials or goods.

    Tower crane ; a crane which has a vertical or near

    vertical tower designed to be free standing up to a

    height specified by Commissioner and include any

    crane of type shown in Second schedule.

    Lifting Plan : 1.Responsible person must establish and

    implement

    A lifting plan where any lifting operation is carried outin a workplace. 2. Lifting plan must be accordance with

    generally acceptable principles of safe and sound

    practice.

    Responsible Person : 1. The employer of the person.

    2. The principle under whose direction the person

    operates the crane

    Registration of crane operator : Persons operating

    a Mobile crane (exclude a lorry loader) or Tower crane

    Duty of responsible person 1) Entrance,

    cover should not remove unless the CP is

    depressurized and render safe for opening.

    2) When entrance cover is removed, to barricade orguard by railing (to persent persons or objects falling

    into CP)

    3) Light Sufficient and suitable lighting

    4) Ventilation Adequate & effective from source

    free for contaminants direct to area

    Duty of Occupier of workplace 1) To require

    identification and upkeep of records of all fixed and

    stationary CP in factory.

    2) To inform persons who are liable to expose to

    hazards of CP, the existence and harzards of CP.

    3) To ensure means of entry into and egress from any

    CP are safe and without risks to the health of every

    person entering or leaving the same.

    Evaluation of the need for entry into CP

    Occupier to ensure 1) an evaluation to consider

    the necessity to enter or to carry out work in CP.

    2) A CP entry permit has

    been issued for such entry into CP.

    Implementation of CP entry permit

    Responsible person to appoint 1) an authorized

    manager

    2) a confined

    space safety assessor3) to ensure permit

    to specifies, a) the

    description and

    location of CP, b) the

    purpose of entry, c)

    the result of gas

    testing, d) period of

    validity

    Duty of occupier Warning Sign

    1) To past warning sign at entrance unless a) A

    confined space permit is posted b) No entrance

    which persons may use to enter.

    Duty of Responsible person

    and person entering CP To display name or

    identification badge at entrance to CP.

    Entering a CP without CP entry permit

    1) The person is wearing a suitable breathing

    apparatus

    2) The person has been authorized by authorized

    manager

    3) The person when reasonable practicable is

    wearing a safety harness with rope securely

    4) CP attendant keeping watch outside attached.

    Training of workers and superiors

    1) Responsible person to ensure (person

    entering or working in CP must firstreceived adequate safety and health

    training)

    2) Person conducts oversigh or supervisory

    work must first received adequate safety &

    health training.

    CP attendant 1)Responsible person to appoint

    CP attendant

    Duty of CP attendant 1) Monitor persons

    entering and working in CP

    2) Maintain regular

    contact with person in CP

    3) Alert rescuer in the erentof emergency

    Rescuer operation

    Responsible person to establish

    1) Establish written rescuer plan

    2) Appoint rescuer

    3) Ensure sufficient breathing apparatus, safety

    harness and ropes, suitable for rescuer

    equipment and reviving apparatus a) keep

    readily available, b) Properly maintained, c)

    thoroughly examined by

    competent person at least once a month
