Canada Post’s decision to end door-to-door delivery and switch to community mailboxes could have bigger issues at stake, says one Cran-brook councillor.

Coun. Sharon Cross said the Crown corporation maybe has not taken into consider-ation the direct impact to local governments in terms of land use policies, rights of way, in-frastructure for paving, light-ing, waste management and public safety.

“Then they go on to say in this letter from Canada Post: ‘with respect to mail theft we work with local police to fully investigate any incident and we continually strengthen the security features of our CNBs

to keep mail secure.’” Cross said at the Sept. 14 council meeting. “Well, Canada Post doesn’t pay for our police ser-vices. We do. And by going to these boxes I just think that keeping our mail secure is going to be a real issue.”

B.C.’s public school teachers have ratified a hard-bargained six-year contract, ending a bitter months-long strike and allowing the start of the school year for half a million students.

Results of a province-wide vote were an-nounced late Thursday, with 86 per cent of the 31,741 teachers who cast ballots voting in fa-vour of the agreement.

In Cranbrook, local teachers put the tenta-tive deal between their union and the provin-cial government to a vote on Thursday at the Heritage Inn.

Closed to the public, they met during the af-ternoon to air out any last minute concerns with the contract that could potentially be in place for the next six years.

“The meeting went well,” said Shelley Bal-four, president of the

SubMiT TedWhen in bloom, the yellow flag iris

(Iris pseudacorus), also known as pale-yellow iris, is a truly spectacular flower. This large showy flower, whose native habitat is Europe, North Africa and warmer parts of Asia, is generally believed to be the source of the fa-mous symbol of French monarchy: the Fleur-de-lis (Fleur-de-lys). Direct-ly from those French roots, the Fleur-de-lis is found on the flags of New Or-leans and Quebec, both former French colonies.

But it is not the historical imagery related to this plant that makes it note-worthy. Instead, the biology of this plant makes it unique.

Vigorous growth and large under-ground root and stem systems (rhi-zomes) mean the water-loving plant has been used successfully as erosion control and for rehabilitation.

According to the journal Water, Air, and Soil Pollution (1986), yellow flag iris was found to work as a living filtra-tion system (biofilter), able to absorb heavy metal residues from water. The yellow flag iris’ seeds are so well adapted to aquatic ecosystems that its seeds are like corks — completely buoyant in water, and able to float more than a year after being released, much longer than any other wetland species.

These adaptations make this intro-duced species a benefit for some, but a serious concern for biologists and wetlands in the Kootenays. When in-

troduced into marsh environments, the yellow flag iris will readily out-compete native species, resulting in dense stands of iris. It is thought to reduce breeding and rearing habitat for a number of aquatic species like waterfowl and fish – including salm-on. And once introduced into an area, yellow flag iris is very difficult to re-move and requires years of manage-ment and monitoring efforts.

For this reason, the East Kootenay Invasive Plant Council (EKIPC) is seeking volunteers in Skookumchuck at 1 pm on Sunday, Sept, 21, to assist local residents to remove yellow flag iris from a small tributary of the Koo-tenay River. Unlike the West Koote-nay, which has a number of large in-festations of yellow flag iris, this small infestation is the only known yellow flag iris site in the East Kootenay and an important focus of eradication ef-forts. With careful planning and a few extra hands, this small infestation should be successfully removed – pre-venting any further spread of this highly invasive water plant further down the creek and river.

Our exciting theme this year was Funny Business! every week we looked at a funny new topic, read stories, and did some cool crafts. Kids kept track of their read-ing with their reading log, and got stickers and prizes to mark their progress. At the end of the summer, all the kids who completed a reading log received a certificate and a Funny Business! medal. the Friends of the Library were generous in contributing money from the community incentives grant and the canada Summer Job grant that they received, which helped make the Summer Reading club possible.

Add one more re-serve fund to the city re-serve fund count.

The city will be es-tablishing a new reserve fund for monies re-ceived from the settle-ment of the Orchard Heights litigation. The funds will be used for future repair, removal and replacement of failed infrastructure in Orchard Heights.

Coun. Gerry Warner asked how many re-serve funds the city now has.

CAO Wayne Staudt said there are quite a few including both stat-utory and unstatutory ones.

“I would think there would be about 30 or 35,” Staudt said.

The city filed a suit to recover the “incurred and anticipated future costs associated with in-ferior work completed at the site of the Orchard Heights Phase 2”

City staff then rec-ommended that the net funds paid to the city in the litigation settlement be held in a reserve in order to fund future costs necessary to repair failed infrastructure.

Coun. Angus Davis said it’s prudent of the finance department at the city to set up the fund.

“This fund came out of the need to have some reparation done to the things that didn’t go too well,” Davis said. “So here’s some money in the bank to pay for some future problems we may have.”

Davis said the public sometimes doesn’t feel the same about reserve funds, but he thought the city is doing a good job with the reserve funds.

Mayor Wayne Stetski said there’s one thing that the public likes even less: surprises and increases in taxation.

sponded to a single Motor Vehicle accident in the early morning hours of Thursday, Sept. 18, north of Cranbrook on Highway 95A near Garry Road.

A witness heard the crash and went looking for the vehicle. After several passes she final-ly managed to find the vehicle wrapped around

a tree. The lone male occu-

pant somehow man-aged to get out of the wreckage prior to police attendance.

The man was taken to East Kootenay Re-gional Hospital and is being treated for non-life threatening injuries.

RCMP are still inves-tigating but believe that speed and alcohol were both factors in the crash.

“Civilian instructors are anyone with a skill they can teach, maybe outdoor education or public speaking, a musi-cal instrument,” Brooks said. “Civilian instruc-tors can be paid or be direct volunteers. You do have to go through a security screening, but we are very, very flexible in terms of what hours you give or skills you have.”

The program offers a wide variety of opportu-nities for cadets. In ad-dition to being free — even the uniforms are provided free of charge — it can even lead to a career.

“It’s a great program,” Brooks said. “We go fly-ing and gliding and there are all kinds of summer camp opportu-nities all across Canada. It’s a real exciting pro-gram. My son did a six-

week aircraft mechanics program in Ontario last year and this year, he was actually paid to work on airplanes. And it’s all free. We just ask parents to volunteer.”

The Cadets have also taken over organization of the Remembrance Day ceremony in Kim-berley, since the Legion closed.

“The Elks do the lun-cheon and we do the parade,” Brooks said. “If no other group came forward we would lose the Remembrance Day service as well if the squadron shuts down.”

The Squadron is cur-rently running a recruit-ment drive. They will be at the Community Fall Fair on September 27 and 28 to provide infor-mation and will hold an Open House the follow-ing Tuesday, September 30 at the Cadet Hall in Chapman Camp from 6 p.m. to 9:15 p.m. One and all are invited to at-tend and learn more about the program.

The Kimberley Air Cadet Squadron has been operating in Kim-berley for 77 years, pro-viding a free program teaching Kimberley kids valuable skills and offer-ing thrills like twice a

year gliding and flying.But now the program

is in real danger of clos-ing down, says Shireen Brooks, the sponsoring committee chair.

“Enrolment is really down, staff is down,” Brooks said. “If we don’t get more people, in-

cluding more cadets, we’ll have no choice but to shut it down.

“That would be a real shame. The cadets have been in Kimberley for 77 years. It’s one of the old-est squadrons in B.C. But we have only ten ca-dets, which is the bare

being planned in the Elder Creek drainage of

the Flathead River Val-ley to take place be-tween Sept. 19 and Oct. 1, 2014, weather condi-

tions permitting. This controlled fire is

being implemented as part of the Ecosystem Restoration Program developed by the Minis-try of Forests, Lands and Natural Resource Oper-ations and the Ministry of Environment.

The primary goal of this prescribed fire is to restore high-elevation grizzly bear habitat through achieving the following objectives:

• Stimulate black huckleberry production by reducing the lodge-pole pine crown closure.

• Improve white pine recruitment by main-taining seed trees on site, improving the seed bed and decreasing competition.

• Reduce ground fuels as a method to de-crease the likelihood of

ecologically destructive fires.

• Decrease the cano-py cover to regain a park-like structure.

Effects from smoke on surrounding com-munities will be mini-mal due to the remote-ness of the area. Pre-scribed fires may only be ignited on days when the forecast for the vent-ing index is “good” or better. All prescribed fires must comply with the Environmental Management Act’s open burning smoke control regulation, which helps minimize the amount of smoke that’s produced.

“Next week will look like what the first week should have looked like,” continued Balfour. “Monday will be a partial day to see who’s here and who’s not, then off we go.

The president of the B.C. Teachers’ Federation an-nounced Thursday night that 27,275 members of the 31,741 who cast ballots, or 86 per cent, voted in favour of the agree-ment.

School District 5 announced the opening schedule. Elemen-

tary schools in the Southeast Kootenay (SD5) will be in ses-sion from 9-11 a.m. Parkland Middle School and Laurie Mid-dle School will have a staggered start; Grade 8-9 will run from 9-10 a.m and Grade 7 will run from 10-11 a.m.

At Mount Baker Secondary School, Grade 10 will start at 9-10 a.m. with Grade 11-12 going from 10 - 11 a.m.

Official terms of the new con-tract haven’t been made public as of yet, but Balfour is encour-aged by what it contains.

“One of the biggest things in this contract, is we didn’t lose anything,” Balfour said. “There were no concessions the gov-

ernment took off the table at the last minute, which means what we got was a gain. We didn’t lose anything to get that.

“Overall, I’m excited. We’ve made some good gains. We have a long ways to go to get B.C. ed-ucation back to where it needs to be, but this is a good start. I’m feeling positive we’ll take this step and off we go.”

The collective agreement in-cludes a 7.25 per cent salary in-crease, improvements in ex-tended health benefits and the teaching-on-call rates, as well as a $400-million education fund to hire specialist teachers.

After losing in court and and before the B.C. Utilities Commission, a citizens’ group opposed to wireless electrical meters has been denied a hearing before the B.C. Human Rights Tri-bunal.

The complaint was brought by a group called Citizens for Safe Technology Society (CSTS), which argued that “electrohypersensi-tivity” (EHS) is a disabil-ity.

“I have concluded that there is no reason-able prospect that the complainants will be able to establish that the electromagnetic fre-quency (EMF) exposure resulting from smart meters results in ad-verse health conse-quences,” wrote tribunal member Norman Tre-rise in the decision not to hold a full hearing.

CSTS submitted that they don’t have to prove this sensitivity exists, because the human rights tribunal has ac-cepted “subjective self-reporting of symp-toms” in a previous human rights case in-volving a Lower Main-land bus driver.

CSTS also cited a Prince Edward Island Court of Appeal deci-sion that stated “a per-son may be ill even though there is little or no objective evidence to prove it.”

BC Hydro said a se-ries of doctors’ notes supplied by the com-plainants don’t prove

the condition is real, be-cause they appear to be based “entirely on the self-diagnosis of the in-dividual complainants.”

BC Hydro has argued that the exposure from periodic wireless meter signals to send electrici-ty consumption data to collection stations is similar to exposure to radio station signals.

BC Hydro said the Human Rights Tribunal doesn’t have jurisdic-tion over the wireless grid project, and the B.C. Utilities Commis-sion does. The B.C. gov-ernment’s 2010 Clean Energy Act mandated the wireless grid up-grade, and exempted it

from review by the BCUC.

But in 2013 the BCUC reviewed the wireless grid project by FortisBC in the Okanagan and Kootenay region, and rejected CSTS submis-sions that the technolo-gy was a health hazard.

CSTS argued that BC Hydro’s offer to relocate the wireless meter to an-other part of the proper-ty was not sufficient re-lief, and charging meter reading fees to those who want to keep their mechanical meter or have a digital meter with the wireless transmis-sion turned off is dis-crimination against people with a disability.

In the fall of 1941, the Attorney General of Oklahoma received a letter from one of Dartmouth College’s assistant librarians.

“I should be glad if you would officially verify,” the letter began, “the authors and particular editions of books used in evi-dence in prosecuting persons connected with the Progressive Book Store. It is al-ready evident that this case will become an historic one, and we are consequently anxious to place on our open shelves — for the use of stu-dents and for the public gen-erally — the authentic edi-tions concerned, while they are still readily available.”

The librarian was referring to the books seized and used in the Oklahoma Book Trials, where four individuals (Bob and Ina Wood, Elia Jaffe and Alan Shaw) were charged, tried, and convicted of trying to overthrow the United States government. The only evidence against them were the books they sold, owned, and read. Many of the books were communist in nature, and each of the accused belonged to the Okla-homa Young Communist League. Even though there was no Red Scare sweeping the United States at the time, each defen-dant was found guilty, and sentenced to 10 years in jail.

The Attorney General forwarded the li-brarian’s letter to the State Attorney, who was happy to send Laing an inventory of

the books, replying “If Dartmouth wants them, Dartmouth can have them.” One of the numerous ironies of this case was that the state had chronically refused to pro-vide the defence with an inventory of the books during the year-long trial. Aware of this obstacle, the Dartmouth librarian sent the list to the defence attorney, hoping to

aid him with his client’s appeal.

And what an appeal it was.

Beginning with the original raid on the Pro-gressive Book Store, the state had trampled on the civil liberties of each of

the accused, as well as their attorney. That the judge had allowed so many violations of constitutional rights to be upheld had given the defence some hope of a success-ful appeal. George Croom — the defen-dants exhausted yet determined defence attorney — filed an appellate brief in Janu-ary of 1942. Only to be told he was too late.

Eight organizations from around the country, had filed already filed briefs on his behalf.

The Oklahoma Book Trials hadn’t hap-pened in a vacuum. When news reached the rest of the country, people were out-raged. Oklahoma soon became an embar-rassment, and the butt of many jokes. The ACLU, the American Newspaper League, and the League of American Writers were

just a few of the organizations that filed for an appeal. Publications began to run edi-torials condemning Oklahoma, calling the trial “The Silly Season.” The Los Angeles Times stated “Oklahoma has interpreted criminal syndicalism to mean the selling of ‘The Grapes of Wrath.’”

The city of New York held a fundraiser for the defence, offering autographed manuscripts from various writers includ-ing Dorothy Parker, Theodore Dreiser, Dashiell Hammett, and Erskine Caldwell. 110 authors contributed to a volume titled ‘Oklahoma Witch Hunt,’ which was also sold at the fund raiser.

On a larger stage, Hitler had invaded the Soviet Union in June of 1941, causing Stalin and millions of communists to be-come America’s allies.

The Oklahoma Supreme Court was very unhappy with the original prosecu-tion, and overturned all convictions in February of 1943. Elia Jaffe, Alan Shaw, and Bob and Ina Wood were finally free from over 2 years of sheer madness.

“Books burn,” President Roosevelt wrote to the Booksellers of American an-nual meeting, with a nod to the Oklahoma trials. “[They] cannot be killed by fire …In this war, we know, books are weapons. And it is a part of your dedication always to make them weapons for man’s freedoms.”

Last week, as I was surfing the ‘net, I came across one of those wonderful info-graphics which capture the heart of some-thing important in such a simple form. This one was called “How to Respect Other Religions.” As I read it and thought about it, it struck me that this is just good advice for life in general, or for becoming more open about anything new.

So here goes — the 12 Commandments of respect and communication.

1) Educate yourself. Be-fore you make any com-ments or pass any judg-ments, make sure you know what you’re talking about. Learn. Be open to knowing something new. Explore. Be prepared to be delighted in what you might find on that journey of exploration.

2) Be amazed — or even converted — into a better version of yourself. I love this one. Be open to that piece of wonder and awe that might transform you and make you more whole. Every new idea — by which I mean every idea that is new to you — has something in it that might just cause you to be changed into something more beautiful. This is true for people of all the different faiths as well as for atheists. We can all learn and grow from one another.

3) Be patient —don’t form opinions too soon. Take the time you need to learn and grow. Some ideas strike us as odd the first time we hear them. But first reactions are not always the best reactions. First reac-tions sometimes keep us from seeing a deeper truth.

4) Build relationships. Get to know other religions not just by reading a book,

but by talking to people who practice them. That’s not just true of religions, but true of every sphere of life. Get to know people of other cultures and races. Build relationships with people in the LGBTQ community. As we get to know, respect and love others, we will find it impossible to condemn others if they think different-

ly than we do.5) Keep your sense of hu-

mour handy. Always. Don’t take yourself or your beliefs or your opinions too serious-ly. Find joy in every moment.

6) Ask questions — listen. Listen deeply. Seek to find

out how this belief may be life–giving to another person. Asking questions is indis-pensable to building relationships. It also shows that we know we don’t know every-thing, and that we are willing to learn.

7) Say, “I don’t understand — yet.” Be open to the fact that in time, with patience (#3), you may well come to understand. Be aware that it may well take a long time to come to understand what inspires other people.

8) Experience how others worship. Learning about the beliefs that inspire other people isn’t just a “head trip”. It re-quires experience, learning it from the inside. It’s an opportunity to build rela-tionships as you worship with other peo-ple, joining in community with them as they give voice to the truths by which they live.

9) Honour convictions; don’t try to re-make people in your own image. How important this is! Especially when the convictions of other people are different than our convictions. I’ve often said in this

space that no single one of us can claim to know the whole truth. The sad history of Christianity (and some other religious tra-ditions) is that too often, we condemn others as being wrong. It’s okay to say “I disagree”. It’s not okay to condemn others on the basis of that disagreement.

10) Eat together, play together, and hold each other’s babies. I smiled at this one. How important it is to just be togeth-er, to eat and play, to dance and sing, to care for one another in such simple plea-sures. And how can you not respect some-one else when you hold their children in your arms?

11) Embrace mystery. At the heart of every faith tradition, at the heart of every person, we find mystery. Mystery isn’t something to be solved. Mystery is that impenetrable sense at the heart of every faith conviction that there is something or someone MORE in the universe. It defies our paltry attempts to define it. It’s im-portant to honour the place of mystery which resides at the heart of life. Not ev-erything can be explained or defined.

12) Do unto others as you would have them do unto you. This “golden rule” lies at the heart of every single one of the world’s major religions. If nothing else, we share this in common, that we are to treat one another with grace, compassion, re-spect, and above all, with love.

Twelve commandments ... if only we could learn together to live in this way. Imagine how much more gracious life could be.

voters have resoundingly re-jected independence, deciding to remain part of the United Kingdom after a historic refer-endum that shook the country to its core.

The decision prevented a rupture of a 307-year union with England, bringing a huge sigh of relief to Britain’s eco-nomic and political establish-ment, including Prime Minister David Cameron, who faced calls for his resignation if Scot-land had broken away.

The vote on Thursday — 55 per cent against independence to 45 per cent in favour — saw an unprecedented turnout of just under 85 per cent.

“We have chosen unity over division,’’ Alistair Darling, head of the No campaign, said early Friday in Glasgow. “Today is a momentous day for Scotland and the United Kingdom as a whole.’’

Independence leader Alex Salmond’s impassioned plea to launch a new nation fell short, with Scots choosing instead the security of remaining in union with England, Wales and Northern Ireland. Still, the re-sult establishes a whole new political dynamic in the United Kingdom, with Cameron ap-pearing outside No. 10 Down-

ing Street to pledge more pow-ers for regional governments.

Even in conceding, Salmond struck an upbeat tone.

“This has been a triumph for the democratic process and for participation in politics,’’ he said to cheering supporters.

A much-relieved Cameron promised to live up to earlier promises to give Scotland new powers on taxes, spending and welfare. He said the new plans will be agreed upon by Novem-ber, with draft legislation by January.

But he also said change was coming to other parts of the country amid the watershed vote.

“Just as the people of Scot-land will have more power over their affairs, so it follows that the people of England, Wales

and Northern Ireland must have a bigger say over theirs,’’ Cameron said. “The rights of these voters need to be respect-ed, preserved and enhanced as well.’’

The No campaign won the capital city, Edinburgh, by a margin of 61 per cent to 38 per cent and triumphed by 59 per cent to 41 per cent in Aberdeen, the country’s oil centre. The Yes campaign won Glasgow, Scot-land’s biggest city, but it was not enough.

Salmond had argued that Scots could go it alone because of its extensive oil reserves and high levels of ingenuity and ed-ucation. He said Scotland would flourish alone, free of in-terference from any Lon-don-based government.

Many saw it as a “heads ver-

sus hearts’’ campaign, with cautious older Scots conclud-ing that independence would be too risky financially, while younger ones were enamoured with the idea of building their own country.

The result saved Cameron from a historic defeat and also helped opposition chief Ed Miliband by keeping his many Labour Party lawmakers in Scotland in place. Labour would have found it much harder to win a national elec-tion in 2015 without that sup-port from Scotland.

Former Prime Minister Gor-don Brown, a Scot, returned to prominence with a dramatic barnstorming campaign in support of the union in the final days before the referen-dum vote. Brown argued pas-sionately that Scots could be devoted to Scotland but still proud of their place in the U.K., rejecting the argument that in-dependence was the patriotic choice.

The vote against indepen-dence keeps the United King-dom from losing a substantial part of its territory and oil re-serves and prevents it from hav-ing to find a new base for its nuclear arsenal, now housed in Scotland. It had also faced a possible loss of influence with-in international institutions.

The Kootenay Ice are set to open the 2014-15 WHL regular season on the road this weekend, beginning tonight at the ENMAX Centrium in

Red Deer against Brent Sutter’s Rebels.

“If you’re going to make the playoffs, you’ve got to win those division-al games early so you ar-en’t scrambling late,” said Kootenay Ice head coach Ryan McGill

Thursday afternoon.The Ice opened the

2013-14 regular season against the Rebels, fall-ing 4-2 at home on Sept. 20, 2013. Kootenay went on to post a record of 2-6-0 in eight games against the Rebels in

2013-14.The Rebels closed

out the 2014 pre-season 3-3-0.

Following Friday’s tilt in Red Deer, the Ice continue north in hopes of crashing the Oil Kings banner-raising party in Edmonton Saturday.

The Oil Kings were crowned Western Hock-ey League champions in 2013-14, trumping the Portland Winterhawks in a seven-game thriller before moving on to claim Memorial Cup glory in London, Ont.

“When you go into two buildings having their opening night, you’d like to try to be a spoiler,” McGill said. “Hopefully [you’re] a lit-tle more focused than them and try to get out to a quick start.”

Edmonton wrapped up the pre-season 2-3-0.

Forwards Jon Martin and Luke Philp will bol-ster Kootenay’s lineup

after returning from short stints at NHL rookie camps.

Martin, 19, rejoined the club earlier this week after time with the Van-couver Canucks in Pent-icton, B.C. The Winnipeg native registered a goal for the Canucks Young Stars Sept. 15 in a 6-1 loss to the Calgary Flames Young Stars.

Philp, also 19, was in London, Ont. at Toronto Maple Leafs rookie camp. According to Mc-Gill, he will join the team in time to suit up for Friday’s season opener in Red Deer. The native of Canmore, Alta. led the Ice in pre-season scoring (4G, 1A) despite only suiting up for two games prior to jetting for Leafs camp.

The Ice wrapped up the 2014 WHL pre-sea-son Sept. 14, dropping a 4-1 decision to the Cal-gary Hitmen in Crows-nest Pass, Alta. Koote-

nay closed out the exhi-bition campaign 1-4-0.

Though lineups won’t be released until closer to puck drop (7 p.m. Friday and Satur-day), Kootenay will un-doubtedly ice a relative-ly young squad with six players at NHL training camps.

Included on that list are F Tim Bozon (Mon-treal Canadiens), F Sam Reinhart (Buffalo Sa-bres) and G Mackenzie Skapski (New York Rang-ers). Those three are considered long shots to return to Cranbrook this season. F Jaedon De-scheneau (St. Louis Blues), D Tanner Faith (Minnesota Wild) and D Rinat Valiev (Toronto Maple Leafs) have all joined their respective clubs for main camp and will also be unavailable.

With that in mind, the extended tryout continues for young-sters both upfront and

Did you know? This is the ninth season in franchise history, fourth as Royals after first five as Chilliwack Bruins.

Prognosis: After greatest season in fran-chise history, followed by franchise-first playoff series victory, the Royals will be looking for more. While not yet elite, Roy-als look to have the moxie it takes to be a top team in the conference.

Prognosis: Young defence is a question mark but they should have adequate scoring, toughness and goalten-ding. Bigger crowds will bring fun back into the building. They will make the playoffs.

Watch for: Ully to continue to show that he is one of the WHL’s best forwards ... Rehill to bang his way into the

psyches of opposing for-wards.

Noteworthy: Hay last coached the Blazers in 1994-95 when they won their third Memori-al Cup in four seasons. He spent the past 10 seasons as head coach of the Vancouver Giants.

Did you know? The forwards on this sea-son’s roster accounted for 106 WHL goals last season, with Ully scor-ing 30 and Souto chip-ping in 20. Souto‘s fu-ture is cloudy, at best.

The prognosis: The Blazers are coming off the worst season in fran-chise history. They’ll be better, but it’ll be an up-hill struggle to make the playoffs.

WASHINGTON — The globe smashed more heat records last month, including Earth’s hottest August and summer, U.S. mete-orologists said Thurs-day.

May, June and Au-gust all set global heat records this year. Mete-orologists at the Nation-al Oceanic and Atmo-spheric Administration said the average world temperature in August was 61.36 degrees Fahr-enheit (16.35 degrees Celsius), breaking a re-cord set in 1998.

Scientists at NASA, who calculate global temperature a tad differ-ently, also found August as the hottest on record.

August was especial-ly hot in the Pacific and Indian oceans and Afri-ca, but cooler in parts of the United States, Eu-rope and Australia. The world’s oceans in Au-gust effectively tied June for the seas’ all-time heat record.

The United States ranked barely above its 20th century average in August, with a cool East balancing out a warm West. For the U.S., it was the coolest August and summer since 2009.

National Oceanic and Atmospheric Ad-ministration records go back to 1880.

But it’s more than just one month. It was the warmest meteoro-logical summer — June, July and August — on record for the globe, again beating out 1998.

This year so far is the globe’s third warmest on record.

``It’s not a done deal, but we are increasingly moving’’ toward break-ing the hottest year re-cord set in 2010, said NOAA climate monitor-ing chief Derek Arndt. ``This is the outcome of warming over the long-term.’’

August was the 354th consecutive month that global temperatures were above the 20th century average. The last time the world set a monthly cold record was in 1916, but all monthly heat records have been set since 1997.

Meteorologists are predicting a weak El Nino weather event will occur— a warming of the central Pacific that changes climate world-wide. If that’s the case, it may add to the chances of breaking 2010’s re-cord for the hottest year, said NOAA climate sci-entist Jake Crouch.

OTTAWA — Ques-tioned are being raised about how boxer Mike Tyson, a felon with mul-tiple convictions, gained entry to Canada last week.

The former heavy-weight champion was in Toronto for his sparsely attended one-man show at the Air Canada Centre.

Questions about the

entry of a felon were ini-tially drowned out by Ty-son’s antics during the visit.

He got into an on-air verbal dustup with a CP24 news anchor who asked him about his 1992 rape conviction. He also made a high-profile visit to troubled Toronto mayor Rob Ford, calling him “the best mayor in Toronto’s history.’’

An array of celebrities

with past criminal con-victions have been turned away at the bor-der over the years. Household diva Martha Stewart was denied entry in 2005 because of a conviction for a white-collar crime. American actor Wes Bentley tried to pro-mote a movie at the To-ronto film festival in 2012, but was turned back due to a prior drug arrest.

The Canada Border Services Agency cited privacy laws in refusing to provide details about Tyson’s entry. His U.S. publicist didn’t reply to queries.

Michael Niren, a To-ronto immigration law-yer, says he hears every day from people turned away at the border due to past criminal records not as serious as Ty-son’s.

“Maybe it’s his noto-riety. We’re all human, and I know there’s a big star-struck factor. We have clients who aren’t known, with lesser of-fences, who have a harder time getting

through than those who have more notoriety. But, you know, Mike Tyson apparently has the cool factor.’’

Under border guide-lines, convicted felons can apply for a rehabili-tation certificate through a Canadian embassy or consulate and present it at the border if their crimes are more than five years in the past.

They can also be “deemed rehabilitated’’ at the border by an im-migration officer, says the border agency.

While Tyson’s rape conviction was in 1992, there have been more recent offences, includ-ing assault charges in 1998 and drunk driving and drug possession convictions in 2007.

In many cases, Niren says, convicted felons simply divulge their criminal past at the bor-der and the immigra-tion officer uses his or her discretion to deter-mine whether there’s any risk in allowing entry. If they deem the felon “rehabilitated,’’ they issue a so-called temporary resident per-mit.

“The immigration officers are supposed to follow guidelines, of course, but at the end of the day it is discretion-ary and they do make judgment calls,’’ Niren said.

Dear Annie: I am a proud father of two young children, who both mind and re-spect me. I know that kids get in trouble. We were all kids once. The problem is, I am the disciplinarian at home, and I wish my wife and her mother did a little more. They can’t seem to handle any of it. My mother-in-law babysits a lot, and I get calls at work for things like, “Your son won’t eat his lunch,” and “Tell your son not to do this,” or “Your daughter pushed her brother.” Yet at the same time, my mother-in-law will say, “You’re not going to spank him!” when she has spanked him herself. My mother-in-law and I get along fine. But when it comes to my kids, she seems to want me to fix everything, but restricts me at the same time. I work six days a week, and I don’t get a lot of positive bonding time with the kids. Is it damaging that I’m the one who is the “mean” parent? -- Just Wondering in Indianapolis Dear Wondering: Let’s first go on the re-cord as being opposed to corporal punish-ment. Children do not need to be spanked or hit in order to be appropriately disci-plined. Nonetheless, in most families, one parent tends to be the disciplinarian. As long as you also spend time doing positive things with your children, we wouldn’t worry about that. But your wife and moth-er-in-law should not be disturbing you at work for minor infractions, and your mother-in-law should not be undermining you. Dear Annie: Every now and then some-one writes in lamenting that they have no social life. I have yet to read the suggestion of splitting the cost of a date. Anyone who wants to know someone better should ask that person whether they’d like to see a movie or go to a restaurant and split the expense. Then the man doesn’t have to worry about paying, and the woman doesn’t fear she has to somehow repay him. If this “date” doesn’t generate another outing, there are no hard feelings. -- Lou-isville, Ky. Dear Louisville: Generally, the person who issues the invitation is the one who pays, but this can be daunting for those on a limited income or for women who think the man always has to do the asking. Un-derstanding in advance that you will be splitting the cost allows you to get to know someone without worrying about the ex-pense or any future obligation. It’s also a good way to get together with a friend, no romance intended. Dear Annie: This is for “Concerned Friend,” who thinks her friend is showing signs of dementia. A few years ago, I noticed that my hus-band was no longer the active, energetic man I had known for 50 years. I was afraid he was rapidly succumbing to Alzhei-mer’s. I mentioned this to his doctor, who attributed it to “old age.” My husband was only 72. I didn’t like the doctor’s response and had my husband see my physician, who submitted him to some tests. At the second visit, he was diagnosed with a brain tumor that was removed two months later. More recently, I was in constant need of a nap, my hands were shaky and I couldn’t hold anything without dropping it. This time, I was sure I had Parkinson’s. I went to see the doctor with my self-diagnosis, but I didn’t need to wait for test results. That evening, when I looked at my nightly medication, I noticed that I had been tak-ing twice the recommended dose. Terrance Melvin Quaife“Terry”

1952-2014A much loved husband, father, poppa and brother Terry Quaife, 62, of Cranbrook, B.C. passed away peacefully in the comfort of his home on September 15, 2014. He had bravely confronted and fought cancer for over 2 1/2 years.

Terry was born May 23, 1952 to Melvin and Doreen (Corrigal) Quaife. He married the love of his life and high school sweetheart Betty (Belous) Quaife on March 5, 1977. He provided for his family by owning and operating logging trucks for over 30 years and was known and respected by all in the industry. He was an avid outdoorsman who truly did live life to its fullest. His true loves were camping with all his family and friends, horse back riding, hunting, fishing and just going for a “tour” in his razor.

He is survived by his wife Betty, daughter Jodie (Brent) Halliday, son Jason (Amy) Quaife, grandchildren Madison, Mackenzie, Chloe, Bryder and Cooper, brother Baron (Barb) Quaife, sisters Velma (Earl) Sietz and Meldoreen (Tom) Domin, nieces, nephews and extended family.

Terry was a devoted husband, a dedicated father and was truly an inspiration to those who knew him. He will be missed every second of every day.

A celebration of Terry’s life will be held on Monday September 22, 2014 at 2:00 pm at the Cranbrook Alliance Church. Those wishing to make a memorial donation in Terry’s memory may do so to the Canadian Cancer Society, 19 - 9th Avenue South, Cranbrook, British Columbia, V1C 2L9.

On a day of celebration for the tentative deal in the schools, my ex-

planation for how it came about starts with a quote from the book of Ready — Vince that is.

“Unless both sides are committed to collective bar-gaining, the process will be fruitless no matter what sys-tem is adopted or legislated.”

Master mediator Vince Ready said that back in 2006, the last time he was invited to broker a deal with striking teachers and then offer sug-gestions for rectifying what was widely described as a “broken” bargaining system.

The comment reflects his view as an old labour hand (he got his start with the steelworkers) that collective bargaining remains the fair-est system for reaching what are, after all, collective agree-ments.

Not a game for sissies, in-transigents, and folks who don’t even know what they want. But it does work, often on its own, or sometimes with a helping hand from a professional mediator, Ready being the foremost practi-tioner in B.C.

The Ready method was very much on display in the teacher negotiations this year.

Back in June, the striking B.C. Teach-ers’ Federa-tion called for Ready to involve him-self in the d i s p u t e . Ever dis-creet, he quietly checked out the respective positions of the two sides and announced publicly that he was “too busy.”

Meaning too busy to de-vote scarce time and re-sources to hopeless cases.

In August he was per-suaded to take a second look. He spent a few days exploring the respective po-sitions in detail, then de-clared an impasse: “The par-ties still remain a long ways apart on the issues of class composition and benefits and wages. I just see no basis at this point for meaningful negotiations or mediation.”

Again the Ready method: telling the two sides not what they want to hear but what they need to hear. “It’ll settle

at some point,” he told re-porters as he left the parties to stew in an impasse largely of their own making.

The strike reached an in-creasingly bit-ter endgame: Picket lines for the beginning of the school year. Calls for binding arbi-tration, reject-

ed by government. The union voted to return to work with conditions. The Liberals finally acknowl-edged that if the strike con-tinued into October, they’d have to legislate a settlement.

Then, under pressure from the public, both sides managed to persuade Vince Ready that they were finally prepared to make the moves necessary to close the gap.

The third and final act of his involvement played out in one of those exhaustive marathons where collective bargaining begins to resem-ble a cross between a hos-tage-taking and a dance-till-you-drop contest.

Under Ready’s watchful eye and necessary prodding, both sides moved, giving up

on some things, sticking to their guns on others. Bar-gaining, they call it.

Teachers recognized that they could probably secure better terms at the table than on the floor of the legislature. The Liberals knew that if they wielded the legislative hammer, it would be an invi-tation to yet another court challenge.

The deal, judging from the terms that leaked out Tuesday, encapsulated what observers had long thought to be the most likely zone of settlement.

The teachers moved clos-er to what other unions have been accepting in wages and benefits, allowing the gov-ernment to hold the line on compensation costs across the broad public sector.

The government put more money into funding for classroom resources includ-ing the hiring of more teach-ers. Some of the savings from the June shutdown of the schools will go to a fund for settling outstanding contract grievances.

Not enough in dollar terms to compensate teach-ers for five weeks spent on

the picket line with no strike pay. But the BCTF secured the most that could be rea-sonably expected and sur-vives intact to protect the in-terests of teachers in the next round.

The six-year term is good news for the Liberals be-cause it pushes the next round of contract talks well past the next election. Pre-mier Christy Clark also ex-pressed the hope that it would represent a new be-ginning in relations with teachers.

Maybe. But I’d recall that teachers signed a five-year deal in 2006 and when it ex-pired, the two sides resumed fighting right where they’d left off.

Still, this year’s experi-ence shows that seemingly irreconcilable positions can be resolved through collec-tive bargaining, providing the parties want a settlement and take the process serious-ly.

But when they mistrust each other as much as teach-ers and government, the pro-cess takes time — time for positions to be rethought, non-starters to be disposed

of, and public pressure to be applied.

Full credit to the parties that when they finally got it together, they did actually engage in honest-to-Vince collective bargaining. That earned them a pat on the head from Ready, who in an-nouncing the deal in the early hours Tuesday, pro-nounced himself “pleased” with their efforts.

How did it happen? “Well, it is a process of negotiation. Both parties worked very hard to get this agreement.” What was in the deal? “I’m not at liberty to release any of the details.”

Another part of the Ready method: Never get drawn into a discussion of how the sausage got made and leave it to the parties to explain and defend the contents.

With that, the 71-year-old practitioner of the dark arts of the bargaining table head-ed off to his next assignment, reportedly a two-to-three-day mediation gig in Toron-to.
