    This is a sample outline of CQA protocol for a liner integrity survey on a geomembrane over aconductive material before and after it is covered with soil.     CQA FOR GEOMEMBRANE LINER INTEGRITY TESTING

    PART 1 GENERAL

    The purpose of the CQA agency overseeing a Liner Integrity Survey is to confirm that the LinerIntegrity Contractor conforms to the general intent of the ASTM methods. The conformancerelies on performing the sensitivity test and subsequently performing the bul survey !ith theparameters used in the sensitivity test. In addition" the CQA agency should verify the spatiale#tents of the survey. A $blind hole% is defined as a hole created in the geomembrane by theCQA agency. &ue the nature of liner integrity testing as a non'destructive test method" the useof blind holes is not encouraged. The ability of a Liner Integrity Consultant to locate e#isting"or blind holes during the application of a survey should be determined during the qualification

    stage of a pro(ect. )or Liner Integrity Contractor qualifications please see T*I+s samplespecifications.

    A. Sensitivity Test

    ,. The sensitivity test shall be performed by drilling a hole into the liningsystem or a portion of the geomembrane off to the side of the surveyarea per ASTM guidance. The hole should not be drilled in a location"!hich compromises the containment system and requires repair.

    5. The CQA technician shall observe the lea detection method and

    equipment operation. The lea must be easily detected by theequipment operator during the sensitivity test.

    6. If it is compromising to perform the sensitivity test on an actual hole" anartificial lea may be used if it is representative of site conditions and thelea path is force through the longest distance of earth ground that anactual hole !ould require during the survey.

    7. Survey Method

    ,. The CQA technician shall observe that the survey is performed in thesame manner as the sensitivity test.

    5. The CQA technician shall visually observe that the Liner IntegrityContractor has tested the entire survey area. Alternately" the LinerIntegrity Contractor can submit proof by !ay of 80S data acquisition thatthe entire survey area !as adequately covered.

    Liner Integrity Contractor does not represent e#isting site conditions foran actual hole" a hole may be drilled in the geomembrane per the ASTMguidelines !ith prior approval by the 8eneral Contractor" the LinerInstaller" and the Site 4!ner.

    5. If said Liner Integrity Contractor fails to locate the blind hole" the blindhole shall be investigated for conformance !ith ASTM blind holeguidelines. If the blind hole placement fails to meet ASTM guidelines"

    the failure to locate the blind hole shall be disregarded.

    6. If said Liner Integrity Contractor fails to locate the blind hole and theblind hole !as placed in conformance !ith ASTM guidelines and there isno technical reason such as variable or adverse site conditions for thehole to have been missed by the Liner Integrity Contractor" the entireliner integrity survey shall be repeated until the Liner Integrity Contractorcan demonstrate the ability to locate a blind hole.

    9. If used" the blind hole should be created to!ard the beginning of theliner integrity survey area so that any issues !ith locating the hole canbe flushed out before performing a significant portion of the survey.

    5.- &I04L/ M/T34&

    A. Sensitivity Test

    ,. The sensitivity test shall be performed using an artificial lea per ASTMguidance.

    5. The CQA technician shall observe that the artificial lea is grounded in alocation" !hich represents $!orst case% conditions for actually locating ahole in the survey area. The CQA technician shall note the grid spacingused in the sensitivity test and the position of the dipole measurement inrelation to the artificial lea location. The CQA technician shall observe

    that the location of the sensitivity test is at the furthest distance from thecurrent in(ector electrode in the survey area. The CQA technician shallnote the voltage and current used during the sensitivity test.

    7. Survey Method

    ,. The CQA technician shall observe that the survey is performed in thesame manner as the sensitivity test and shall note the voltage andcurrent used during the survey.

    5. The CQA technician shall visually observe that the Liner IntegrityContractor has tested the entire survey area. Alternately" the Liner

    Integrity Contractor can submit proof by !ay of 80S data acquisition thatthe entire survey area !as adequately covered.
