The President’s Beat
Dear Membership,
Last month it was our privilege to recognize
and honor the two recipients for Officer of the
Year for 2009–2010.
Investigator J.R. Malbon and Sergeant W.K.
Kelly’s hard work and dedication to duty
exemplifies the caliber of officers we are so
fortunate to have in the Norfolk Police
Department. To Investigator Malbon and
Sergeant Kelly, we give our congratulations for
a job well done. You are a credit to yourselves,
the Norfolk Police Department, and the City of
Norfolk.
As we come to the end of our 2009–2010
year, on behalf of the CPAAAN Membership,
the CPAAAN Board and myself, I would like to
thank the Command Staff, all of the Officers
and the Civilian Staff of the Norfolk Police
Department for all the time and support that
you have given us. I look forward to working
with and supporting you in the coming year.
This month we will be giving away our
Scholarship. I hope you are as excited as I am
to see the fruits of our hard work. Our
Fundraising Committee worked hard this year
to ensure that we will be able to continue with
our Scholarship Program. Thank you so much.
In closing, I wish you all a safe and
wonderful summer, and I look forward to
seeing you September 21, 2010.

Coordinator, announced the 2010 National
Night Out will be Tuesday, August 3, at 6:00PM
at McKendree United Methodist Church on
Military Highway. Volunteers are requested for
the various committees.
The Annual Crime Prevention Awards
ceremony will be on Monday, October 18, 2010
featuring Mrs. Marty Raiss as keynote speaker.
Nominations for the any of the five categories
are now being accepted. The membership will
be provided additional information on this.
Winner of the 50/50 raffle was Jeanette
Stover, who won $25.
Following a motion by Clarence Holmes and
a second by Claudia Moore, the meeting was
adjourned at 8:20PM.

Minutes of May 18, 2010
President Yvette Brown called the general
meeting to order at 7:00PM. The Invocation was
offered by Julius Simpson. Pledge of Allegiance
was led by Ron McEntee.
Following a motion by Ron McEntee and a
second by Frankie Donohue, minutes of the
April 20, 2010 meeting were accepted as
published in the CPAAAN Newsletter.
The Treasurer’s Report was given by Edith
Warring and will be filed for audit.
The CPAAAN Officer of the Year Award for
2009–2010 went to two officers from the NPD
Homicide Department who brought a
murderer/rapist to justice. Investigator J.R.
Malbon and Sergeant W.K. Kelly went above
and beyond the call of duty to solve the complex
and lengthy capital case. The plaques were
presented by their Supervisor, Captain Ryan,
at the May general meeting.
The Norfolk Floral ―Free Flower Fundraiser
Cards‖ were available for purchase at the May
meeting. Those who wish to purchase a card
please see Carolee Beckham, who is heading up
this project. You may also obtain a card
through the end of May by contacting Edith
Warring at 587-1802. The cost of the card is
$25, which will entitle the holder to pick up

Customer Service Matters—Even in Jail Property By Paula Miller, Norfolk Sheriff’s Office Communications Department
Organization is critical when you’re storing
the personal property of an average 1,500
inmates, not to mention the belongings of
another 500 who’ve left jail and didn’t look
back.
Oversized bright blue laundry bags hang
systematically on an automatic conveyer
rack, similar to those in a professional
laundry service.
When he needs to find an inmate’s
personal clothing or small possessions like
cell phones or jewelry, Master Deputy
Dennis Boyles can pinpoint their location.
Computer records, a backup library card
system, and log book are his checks and
balances.
Boyles takes pride in his tight, well-
m a i n t a i n e d p r o p e r t y q u a r t e r s .
Understandably, he’s also proud of a zero
loss record in small and large property items
for the past three years since he’s been in
charge of the division. Possessions of
personal value get locked in a caged area
with controlled access. Let a discharged
inmate even suggest he/she is missing a
piece of personal property and Boyles can
produce the inventory list the inmate signed
upon entry to jail.
―We take pride in what we do here at the
property window; we strive for customer
service,‖ asserts Boyles. Beginning July 1, a
new state law should lighten Boyles load. No
longer will the NSO have to hold inmate
property for the required six months after
release. Unless the inmate is transferred to
another facility, personal property must be
taken with the inmate once he’s sprung from
lockup. Otherwise, a sheriff may sell the
property and turn the proceeds over to the
state treasury.
―It will reduce the amount of property
we’re forced to hold by 35–40 percent,‖ says
Boyles. A ―real‖ Rolex watch, cell phones, lap
tops, marital aides, stun guns, the Property
team has seen and stored it all!

Boyles considers to be ―insignificant items.‖
But out of respect to the owners and in
keeping with the Team’s customer service-
friendly motto, he understands that one
man’s junk is another man’s treasure.
As a result of the new law, it could also
cut down on donations to local thrift stores.
Currently, the Property division takes more
than 200 bags of inmates’ personal items to
area second hand stores each month. It’s
unclaimed property that the NSO is now
allowed to dispose of after 60 days.

Websites that require a log-in (banks, shopping)
many times prompt the user to ―save‖ their log-in
information. However, this can mean that anyone
sitting at your computer can log in as well.
It can be the friend of a family member who
―borrows‖ your computer, someone who finds your
lost laptop, or a thief who breaks into your home
and turns on your computer.
Just as you would not leave your password
written on a piece of paper on your desktop, you
should not save it at any log-in point for e-
commerce. The best rule to use is memory—your
memory.

The CPAAAN Officer of the Year Award for 2009–
2010 went to two officers from the NPD Homicide
Department who brought a murderer to justice.
Investigator J.R. Malbon and Sergeant W.K. Kelly,
who both went above and beyond the call of duty,
were presented the plaques by their Supervisor,
Captain Ryan.
These two officers solved a complex and very
lengthy capital murder case in which the
perpetrator raped and stabbed his stepdaughter on
September 20, 2008. The case was so strong and
well prepared that only two of twenty-five defense
motions were granted. As a result of lengthy
investigations and numerous legal proceedings,
Kentrell Sanderson pled guilty on February 10,
2010 and was sentenced to 4 life terms plus 5
years.
Police Officers of the Year
Chief Bruce Marquis stated that the ―work
ethic and dedication of Investigator Malbon and
Sergeant Kelly contribute to making the Norfolk
Police Department one of the finest agencies in
the nation.‖ He further said that ―these are highly
motivated officers who have earned the respect of
fellow officers and prosecuting attorneys alike.‖
Two very distinguished members of the faculty of the University of
Illinois College of Law visited Norfolk recently to observe the
structure of the Norfolk Police Department and the type of
programs available to Norfolk residents. Professor Jacqueline Ross
and Thierry Delpeuch of France are currently conducting research
funded by a grant on Transnational Intelligence and policing
methods in both the United States and France.
CPAAAN was honored to have them attend a very informative
Board of Directors meeting during their time here. Board members
were interviewed and offered their input regarding various City of Norfolk programs. We had a great
opportunity to share the many ways in which our association supports law enforcement.

Two Distinguished Visitors to Norfolk
The 27th annual National Night Out will take
place in more than 15,000 communities on
Tuesday, August 3. Norfolk’s major celebration
will be held at 6:00PM, at McKendree United
Methodist Church on Military Hwy. Volunteers
are needed for various committees. For more
information on this crime prevention tradition,
please call 664-6937.
National Night Out Norfolk Police Graduation
Class #86 of the Norfolk Police Academy is
scheduled to graduate on Thursday, June 10.
The ceremony will take place at 6:30PM in the
Norview High School Auditorium.
As always, the Citizens Academy will help
distribute programs and the CPAAAN News.
Congratulations to the newest group of our
Norfolk Police Officers.

STOP when a School Bus is Flashing its Lights Watch for Children Crossing Streets
On Wednesday, May 12, 2010,
at 10:00AM, the City and the
Norfolk Police Department
conducted the annual Police
Officers’ Memorial in grateful
memory of our fallen officers.
In 1962, President John F. Kennedy signed
a proclamation which designated May 15th as
Peace Officers Memorial Day, and the
calendar week of each year during which May
15th occurs as National Police Week.
The Norfolk Police Department paid tribute
to all Law Enforcement Officers who have
made the ultimate sacrifice, but in particular
honored the 38 Norfolk Officers who lost their
lives in the line of duty over the past century
while proudly wearing the badge of the
Norfolk Police Department and working to
keep our city safe.
Annual Police Memorial Ceremony
Guest Speaker was RDML R.P. Wright,
Reserve Deputy Commander, U.S. Fleet
Forces Command. Mayor Paul Fraim issued
an official proclamation for the observance of
this occasion and presented it to Chief Bruce
P. Marquis.
Memorial wreaths were then presented by
various organizations. As has been our custom,
CPAAAN provided a wreath which was
presented by President Yvette Brown. This
was followed by a reading of the Honor Roll by
Robert Cuthrell, with a toll of the bell as the
name of each deceased officer was read.
Outstanding music was provided by the
Ladies Ensemble of Booker T. Washington
High School, directed by Yvette Wyatt.
The ceremony closed with Taps followed by
Benediction by Police Chaplain John Shappell.
