HOA General Meeting November 17,2004

7:00 p.m. Givens Community Center, Port Orchard

Read the minutes from last general meeting. Motioned to accept minutes. Motion seconded and carried.

Ruel talked about the fmancial report and discussed bills and outstanding bills (attorney). Questions: Is our lighting bill being paid to Karcher Creek. We will check into that situation. Some members were saying that there is a fee on there Karcher Creek bill. Rob explained about the PSE bills from October 2003.

Residents at 5971 Turley Loop moved in June but did not have any street lights until November o 2003. Kept complaining until they were turned on. The light by the retention pond, who is responsible? Texaco or us? We would need to get it surveyed to fmd out.

Old Business: Rob talked about we wanted to protect ourselves for any injury in common areas and sidewalks. We purchased liability insurance to cover the homeowners. The board members did a walk through the development and brought up concerns. We made a list. Rob talked to county to get them involved so we could get a punch list on record. County couldn't give any details about the punch list. Jim James walked and the county secured the remaining funds. He painted the sidewalks with slurry but didn't do anything except crack again. He tried to put it on the contractors. Capstone, Camp, and Grice. Camp came in and replaces the sidewalks in front of the houses they built.

Jim James had put aside money to finish things but the money goes into the county general fund and not Covington Place ROA. Retention pond- we would be responsible for clean up, maintenance, up keep, and inspections. We would like to hand it over to the county. They will remove 10 c. yards from the west side of the pond. It will remove the sediment left from the development when it was created. Karcher Creek has inspected the sewer lines. Storm drains ­there are a couple that are clogged, some need to be cleaned out. Asphalt needs to be repaired in the development. County will put it on a watch list. They will come back in 12-24 months and check. The county will be responsible in repairs not us. Standing water on Cul De Sac water district will be responsible.

Sidewalk repairs are not technically the contractors responsibility. Camp stepped up to the job. Capstone did an ok job and Grice has not done a thing. If necessary, we will get a contractor to do it and have the county pay for it.

Speed bumps-We should think about putting in a temporary speed bump to see if we like it or not. County will pay for it. We are waiting to hear back from them. Are we liable: Rob wasn't aware of any liabilities. Will we need to put them on the other side of Turley Loop? We want to detour them from the development period.

CCR's-Please follow them! We have heard a few concerns. Pocket bikes, cars parked on the sidewalks, general safety concerns. To see CCR's or get a copy go to W\\ \'.kitsapgm,com. Index of public records. We will link it to the Covington Place web site.

Course of Action-Contact Sheriff or state patrol. Find out what they legality is about pocket bikes. We can say to the kids, this is what will happen and steps that will be taken.

Parking on the street-You can park on the street temporarily, It is not a week or two. A couple of days will be ok.

Tracks(Common Areas)-Tot lot, Street light, Comer of retention pond, and Bench and pathway to Tully'S.

Newsletter-Not everybody received the newsletter for some reason or another. Forgot about the meeting and would like reminders. Ideas for the newsletter are decorating contest. Deadline for lights to be up will be December 18th

.

Open Discussion: Mail boxes - clusters or not? Checked with post office and they didn't care. What are they willing to do and can they do it?

Track #4 plan in place. Picnic area or BBQ area. Have a clean up day,

Rentals-No rulings but they have to follow all CCR's in place and they do have maintain certain standard ofliving(CCR's).
