Home school Hacks:Have your child fill out their own schedule that is similar to their regular week. Instead of sport classes you can have them take a walk around the house, JustDance, home yoga, or other activities they love! Also, set a timer for the time duration of each class. Working from Home ToolsSome resources to help keep a team connected with seamless operations:

1. Hardware and Internet Access. Every member of the team must have an appropriate device to support working remotely as well as internet access.

2. Microsoft Office. SharePoint: every member of the team has a work plan that is managed on SharePoint. In SharePoint, each team member has a bucket in which their projects, assignments, and tasks are entered. Projects can be monitored and progress updated as needed. SharePoint also integrates with Microsoft Teams which allows for teams to interact on a shared project.

3. TeamViewer. This program is important to allow select team members remote access to files on the work computer. This access is password protected and should only be distributed to key members of the team.

4. Zoom. This program is used for team meetings. A different link will need to be developed for different committees or groups. This allows for all members to be present and supports a virtual F2F interaction. The host will be able to control the microphone and video options. This is also useful for training, webinars, and other group centric activities.

5. Digital Signatures. Using Adobe Reader or DocuSign confidential forms have this feature embedded. The lowest form of technology in this regard is to print, sign, scan, and email.

6.Communication. Despite all the savvy technology, it is vital to have strong communication lines in place. We have to be reminded that beyond email, we can pick up the phone and call people.

7. Stay ahead. I have my team think in future tense. The questions: a) Who are our customers? b) What will their future needs be? c) What technology will we use to fill those needs? d) What is the timeframe to address the future needs?

About Disaster Loans The U. S. Small Business Administration (SBA) provides low-interest, long-term disaster loans to businesses of all sizes, private non-profit organizations, homeowners, and renters to repair or replace uninsured/underinsured disaster damaged property. SBA disaster loans offer an affordable way for individuals and businesses to recover from declared disasters.

A loan officer works with you to provide allthe necessary information needed to reach aloan determination. Our goal is to arrive at adecision on your application within2 - 3 weeks.

A loan officer will contact you to discuss theloan recommendation and your next steps.You will also be advised in writing of all loandecisions.

SBA will prepare and send your Loan ClosingDocuments to you for your signature.

Once we receive your signed Loan ClosingDocuments, an initial disbursement will bemade to you within 5 days: Physical damage:

A case manager will be assigned to work withyou to help you meet all loan conditions. Theywill also schedule subsequent disbursementsuntil you receive the full loan amount.

The following documents are required to process your application and reach a loan decision. Your Loan Officer and Case Manager will assist you to ensure that you submit the proper documentation. Approval decision and disbursement of loan funds is dependent on receipt of your documentation.

BUSINESSES HOMEOWNERS AND RENTERS Business Loan Application (SBA Form 5) completed and signed by business

applicant. IRS Form 4506-T completed and signed by Applicant business, each

U.S. SMALL BUSINESS ADMINISTRATION FACT SHEET – ECONOMIC INJURY DISASTER LOANS

Incident: CORONAVIRUS (COVID-19) occurring: January 31, 2020 & continuing

Guam

Application Filing Deadline: December 21, 2020

Disaster Loan Assistance Available: Economic Injury Disaster Loans (EIDLs) – Working capital loans to help small businesses, small agricultural cooperatives, small businesses engaged in aquaculture, and most private, non-profit organizations of all sizes meet their ordinary and necessary financial obligations that cannot be met as a direct result of the disaster. These loans are intended to assist through the disaster recovery period.

Credit Requirements:

• Credit History – Applicants must have a credit history acceptable to SBA. • Repayment – Applicants must show the ability to repay the loan. • Collateral – Collateral is required for all EIDL loans over $25,000. SBA takes real estate as collateral when it is available. SBA

will not decline a loan for lack of collateral, but SBA will require the borrower to pledge collateral that is available.

Interest Rates: The interest rate is determined by formulas set by law and is fixed for the life of the loan. The maximum interest rate for this disaster is 3.75 percent.

Loan Terms: The law authorizes loan terms up to a maximum of 30 years. SBA will determine an appropriate installment payment based on the financial condition of each borrower, which in turn will determine the loan term.

Loan Amount Limit: The law limits EIDLs to $2,000,000 for alleviating economic injury caused by the disaster. The actual amount of each loan is limited to the economic injury determined by SBA, less business interruption insurance and other recoveries up to the administrative lending limit. SBA also considers potential contributions that are available from the business and/or its owner(s) or affiliates. If a business is a major source of employment, SBA has the authority to waive the $2,000,000 statutory limit.

Loan Eligibility Restrictions: Noncompliance – Applicants who have not complied with the terms of previous SBA loans may not be eligible. This includes borrowers who did not maintain required flood insurance and/or hazard insurance on previous SBA loans.

Note: Loan applicants should check with agencies / organizations administering any grant or other assistance program under this declaration to determine how an approval of SBA disaster loan might affect their eligibility.

Refinancing: Economic injury disaster loans cannot be used to refinance long term debts.

Insurance Requirements: To protect each borrower and the Agency, SBA may require you to obtain and maintain appropriate insurance. By law, borrowers whose damaged or collateral property is located in a special flood hazard area must purchase and maintain flood insurance. SBA requires that flood insurance coverage be the lesser of 1) the total of the disaster loan, 2) the insurable value of the property, or 3) the maximum insurance available.

SBA Disaster Assistance in Response to the Coronavirus

• The U.S. Small Business Administration is offering designated states and territories low-interest federal disaster loans for working capital to small businesses suffering substantial economic injury as a result of the Coronavirus (COVID-19). Upon a request received from a state’s or territory’s Governor, SBA will issue under its own authority, as provided by the Coronavirus Preparedness and Response Supplemental Appropriations Act that was recently signed by the President, an Economic Injury Disaster Loan declaration.

• Any such Economic Injury Disaster Loan assistance declaration issued by the SBA makes loans available to small businesses and private, non-profit organizations in designated areas of a state or territory to help alleviate economic injury caused by the Coronavirus (COVID-19).

• SBA’s Office of Disaster Assistance will coordinate with the state’s or territory’s Governor to

submit the request for Economic Injury Disaster Loan assistance.

• Once a declaration is made for designated areas within a state, the information on the application process for Economic Injury Disaster Loan assistance will be made available to all affected communities as well as updated on our website: SBA.gov/disaster.

• SBA’s Economic Injury Disaster Loans offer up to $2 million in assistance per small business and

can provide vital economic support to small businesses to help overcome the temporary loss of revenue they are experiencing.

• These loans may be used to pay fixed debts, payroll, accounts payable and other bills that can’t be

paid because of the disaster’s impact. The interest rate is 3.75% for small businesses without credit available elsewhere; businesses with credit available elsewhere are not eligible. The interest rate for non-profits is 2.75%.

• SBA offers loans with long-term repayments in order to keep payments affordable, up to a

maximum of 30 years. Terms are determined on a case-by-case basis, based upon each borrower’s ability to repay.

• SBA’s Economic Injury Disaster Loans are just one piece of the expanded focus of the federal

government’s coordinated response, and the SBA is strongly committed to providing the most effective and customer-focused response possible.

GUAM PREPARING FOR LABOR ASSISTANCE PROGRAMS Sending information to GDOL can maximize unemployment aid and help Guam’s families

(Hagåtña, Guam) – GovGuam will soon be applying for its first COVID-19 related unemployment benefits grant, and the public can help.

As much as $100 million will be available nationally through Disaster Dislocated Worker grants (DWGs). Guam Department of Labor (GDOL) is preparing to request for the island's share of these funds, according to Senator Régine Biscoe Lee, the 35th Guam Legislature's oversight chair on labor.

GDOL is now seeking information from both businesses and workers to maximize Guam's eligibility for this federal assistance. U.S. Department of Labor reports that states and territories can only apply for Employment Recovery Dislocated Worker Grants if either of the following events occur locally:

• 50 or more individuals are laid off by one employer; or • Significant layoffs that increase unemployment in a given community, even if the total

layoffs are fewer than 50 individuals.

The federally-funded program will provide eligible participants with both disaster-relief employment and employment and training activities. These participants can include dislocated workers, workers who were laid-off as a result of the disaster, self-employed individuals who are unemployed or underemployed as a result of the disaster, and long-term unemployed individuals.

Eligible entities can also apply for Employment Recovery DWGs in response to layoffs caused by cancellations or shutdowns caused by COVID-19. Employment Recovery DWGs will provide employment and training services to reintegrate eligible individuals back into the workforce.

Economically Impacted by the Coronavirus (COVID-19) SACRAMENTO, Calif . – The U.S. Small Business Administration is offering low-interest federal disaster loans for working capital to Guam small businesses suffering substantial economic injury as a result of the Coronavirus (COVID-19), SBA Administrator Jovita Carranza announced today. There remain five confirmed cases of COVID-19 in Guam. To date, the Guam Department of Public Health and Social Services (DPHSS) has tested a total of 46 cases of COVID-19. The Government of Guam has implemented its planned COVID-19 response to identify and contain transmission on island. Department of Revenue and Taxation Operations The Department of Revenue and Taxation (DRT) will remain closed until March 30th relative to the Governor’s Executive Order No. 2020-04. U.S. Small Business Administration Office of Government Contracting March 11, 2020 Frequently Asked Questions (FAQs) guidance on the impact of the COVID-19 (Coronavirus) Outbreak for small businesses performing on federal procurement contracts. The below FAQs were prepared to address concerns a small business performing on federal contracts may have related to the impact of the Coronavirus. The U.S. Centers for Disease Control and Prevention (CDC) continues to remind the nation that the risk to the average American remains low. Health and government officials are monitoring the spread of the Coronavirus around the globe, including in the United States. With that noted, the CDC offers the most up-to-date information on COVID-19. Businesses are encouraged to examine their preparedness for maintaining their ability to perform on federal contracts.

The below FAQs are based on what is currently known. SBA’s Office of Government Contracting will post updates to these FAQs at Office of Government Contracting.

1. What is the Coronavirus and where can I find more information on the Coronavirus disease?

The U.S. Centers for Disease Control & Prevention (CDC) maintains that the risk to the average American remains low. Visit the CDC’s website for additional guidance.

2. What if I am unable to fulfill the Federal government contract awarded to me

because of the Coronavirus?

Your first obligation as a prime contractor on a Federal government contract is to complete performance on that contract. If you do not perform at a satisfactory level on a Federal government contract, the contracting officer may have to terminate your firm for non-performance. Should your firm be terminated – for convenience or default – on a Federal government contract, it is possible you may not receive another Federal contract due to documented poor past performance.

For any potential performance interruptions, contractors should review their contracts to see what, if any, latitude or remedy for performance delays are available. While most commercial contracts have a force majeure clause that excuses performance under extreme circumstances, including pandemics, government contracts do not typically utilize this kind of commercial language. Instead, contracts usually contain Federal Acquisition Regulation (FAR) and other agency-specific regulations. Here, some cost-reimbursement, time-and-material, and labor-hour government contracts contain FAR Clause 52.249-14 – Excusable Delays. This FAR clause, if inserted into the contract, provides that the Contractor shall not be in default because of any failure to perform if the failure arises from causes beyond the contractor’s control. Such circumstances include:

If the failure arises from causes beyond the control and without the fault or negligence of the contractor. Examples of these causes are (1) acts of God or the public enemy, (2) acts of the Government in either its sovereign or contractual capacity, (3) fires, (4) floods, (5) epidemics, (6) quarantine restrictions, (7) strikes, (8) freight embargoes and (9) unusually severe weather. In each instance, the failure to perform must be beyond the control and without the fault or negligence of the contractor.

Notably, the government still reserves the right to terminate the contract for convenience if there is a delay in contractual deliverables to the government subject to the clause above.

Further, all Federal government commercial contracts should contain FAR Clause 52.212-4(f), which provides that the contractor shall be liable for default unless non-performance is caused by an occurrence beyond the reasonable control of the contractor and without its fault or negligence such as acts of God or the public enemy, acts of the government in either its sovereign or contractual capacity, fires, floods, epidemics, quarantine restrictions, strikes, unusually severe weather and delays of common carriers. The contractor shall notify the contracting officer, or in the case of a subcontractor – the Prime’s contracting officer, in writing as soon as it is reasonably possible after the commencement of any excusable delay. Providing official notification will set forth

the full particulars in connection therewith, shall remedy such occurrence with all reasonable dispatch, and shall promptly give written notice to the contracting officer of the cessation of such occurrence.

Contractors should take note that this clause requires contractors to notify the contracting officer in writing “as soon as it is reasonably possible” and mitigate any potential impact. With or without this clause, contractors would be wise to be in frequent communication with their government counterparts to set expectations and develop a plan. 3. What happens if government worksite or personnel is unavailable, making it difficult or impossible to fulfill my Federal government contract?

Contractors should communicate in advance with agencies and determine the effects if it is possible that government employees will not be at their worksites and not be able to supervise a contract properly. It is best to complete tasks that may be done without government guidance and continue to attempt to reach the point of contact on the contract. Contractors should not make significant changes to schedule, scope, deliverable, or cost without formal approval to do so.

Note: Contractors may also be entitled to wind down and startup costs if performance is not possible due to the government’s unavailability.

4. What if I’m a subcontractor on a Federal contract? How are subcontracts impacted?

Contracts between a Prime contractor and its subcontractor(s) are considered commercial contracts. Subcontractors are encouraged to review agreements with their Prime Contractor representative to fully understand their obligations and recourse options in the event of impact to performance due to the coronavirus. As noted above, many commercial contracts contain a force majeure clause that provides

for excusable delay for things like epidemics, quarantine restrictions, etc. However, it is important to know that these agreements often allow prime contractors to seek goods and services from other sources if a subcontractor cannot fulfill its obligations for an excused reason.

5. Who, in SBA, can I contact if I have questions regarding the impact of the Coronavirus on my Federal contract?

An SBA Procurement Center Representative (PCR) is an excellent resource to address questions regarding the impact to a contract. In addition to contract questions, the PCR may be able to address – or will refer you to someone who can answer – issues regarding small business size standards, certificates of competency, and subcontracting. The main mission of the PCR is to assist small businesses win federal contracts through advocacy and access. PCRs review many federal acquisition and procurement strategies before they’re announced. This enables them to influence opportunities that should be set aside for small businesses. PCRs also conduct market research, assist small businesses with payment issues, provide counseling on the contracting process, and more. SUBJECT: Emergency Acquisition Flexibilities for Novel Coronavirus Disease

2019 (COVID-19) 1. Purpose. The Novel Coronavirus Disease 2019 (COVID-19) was declared an emergency by the President on March 13, 2020. COVID-19 has also been declared a pandemic by the World Health Organization on March 11, 2020 (see the WHO webpage ), and public health emergency by the Secretary of Health and Human Services on January 31, 2020 (see the Public Health Emergency webpage ). GSA anticipates being part of the response operation. Many GSA contracting officers may be called on to aid in response efforts. The following information is provided to assist the Heads of Contracting Activities (HCAs) and contracting officers actively responding to the Coronavirus. 2. Contract and Lease Flexibilities. This memorandum focuses on the flexibilities in FAR subpart 18.2, but as a reminder, the flexibilities in FAR subpart 18.1 apply to any emergency situation, both with and without an emergency declaration. Further information on emergency acquisition is now available on the GSA Acquisition Portal under the Emergency Acquisitions Webpage . Additionally, information specific to public health emergencies is also available on the GSA Acquisition Portal under the Public Health Emergencies Webpage . For direct purposes of the response to Coronavirus Disease 2019:

● The micropurchase threshold is increased to: ○ $20,000 in the case of any contract to be awarded and performed, or

purchase to be made, inside the United States, including the acquisition of leasehold interests in real property; and

○ $30,000 in the case of any contract to be awarded and performed, or purchase to be made, outside the United States, including the acquisition of leasehold interests in real property.

● The simplified acquisition threshold (SAT) is increased to:

○ $750,000 or any contract to be awarded and performed, or purchase to be made, inside the United States, including the acquisition of leasehold interests in real property; and

○ $1.5 million for any contract to be awarded and performed, or purchase to be made, outside the United States, including the acquisition of leasehold interests in real property.

● The threshold for simplified procedures for certain commercial items , including

the acquisition of leasehold interests in real property, is increased to $13 million (see FAR 13.500(c) and 18.202(d)).

● The additional flexibilities of FAR subpart 18.2 cannot be used for any other

acquisition, including depot back-fills. The threshold increases are specific only to support the designated areas. We expect the designated areas may be revised as the disease spreads. As the geographic area of the Presidential declaration is revised, the geographic area applicable to the threshold increases in this memorandum is simultaneously revised without the need for a revision to this memorandum . 1

● The Davis-Bacon and Service Contract Act (SCA) thresholds are not changed by

the use any of these flexibilities. The threshold increases will remain in effect until July 1, 2020, unless otherwise rescinded, modified or extended. 3. FPDS Reporting. A new National Interest Action (NIA) code has been established in FPDS as a means of tracking acquisition costs of the multiple Federal agencies involved in Coronavirus Disease 2019, an incident of great national interest. This new NIA Code shall be used strictly for reporting purposes related to Coronavirus Disease 2019 and involves the exercise of the emergency authorities identified in FAR subpart 18.2, Emergency Acquisition Flexibilities. The new NIA value details are as follows: NIA Code: P20C NIA Description: COVID-19 Start Date: 03/13/2020 End Date: 07/01/2020

HCAs in each affected region, working in conjunction with Regional Emergency Coordinators (RECs), are in the best position to activate its emergency response coordination process to respond effectively to regional emergency needs. GSA has talented contracting officers across the country capable of lending needed support. U.S. Small Business Administration’s Office of Disaster Assistance provides additional guidance and resources for efficiently including small business concerns to successfully and quickly respond to requirements in support of relief efforts. See https://www.sba.gov/offices/headquarters/oda/resources . Several existing contract vehicles are specifically designed to address emergencies and should be considered first.

● Check to see if the required services and supplies are available under GSA's Disaster Relief and Emergency Preparedness Schedules on GSA Advantage.

● Consult the Disaster Response Registry via SAM Advanced Search for the availability of contractors for debris removal, distribution of supplies, relief services and other actions (see FAR 18.102).

● If these sources do not meet the need, consider other existing contract vehicles before soliciting new contracts.

In our response efforts, market research is always important. Contracting officers should note the following: Because the President's emergency declaration is under the Robert T. Stafford Disaster Relief and Emergency Assistance Act (41 U.S.C 5121, et seq.), normally Contracting Officers would be required to give preference to local firms in the designated area as discussed in FAR subpart 26.2. In this case, as the disaster response applies to a global pandemic, there is no clearly identified local area. Thus, at this time local set-aside requirements do not apply. This memorandum will be updated if OMB offers supplemental guidance on that point. If, in responding, you need to limit competition, one possible exception is FAR 6.302-2 Unusual and compelling urgency. Under this exception:

● You do not need to submit a synopsis if the delay would seriously injure our efforts.

● You do need to go to the maximum competition practicable. Often, you can do that by phoning a reasonable number of sources and asking for quotes and delivery time, on the spot.

● Justifications and approvals may take place after award, if they would unreasonably delay the acquisition.

● If you employ this flexibility, make sure you have a tracking system so you are assured that the appropriate documentation is completed and the decisions and reasons are clearly explained. It is recommended that notes be kept as you go along and complete all documentation within 1-week of the event.

● For all contracts awarded under this authority, keep the period of performance brief. Contracts of this type should not go any longer than necessary to respond to the emergency and allow for a re-compete.
