LEARNING SUPPORT GRANT

▸Due to school closures and a transition to online learning, students are far more likely to experience learning loss that leaves them less prepared for success in college

▸ In partnership with the Indiana GEAR UP program, CHE solicited applications for the Summer 2020 Covid-19 Learning Support Grant

▸ College/university and community partners were encouraged to apply for grants of up to $100,000 to connect and fund programs that support the high school graduating class of 2020 as they transition into college

EXTENDED THE FAFSA FILING DEADLINE

▸ FAFSA filing deadline originally set as April 15, 2020.

▸ Extended on first come, first served basis as funds were available.

▸Determined funds were available to consider students for the Frank O’Bannon Grant and 21st Century Scholarship through April 27, 2020

▸Over 6,000 additional students will now be considered for the Frank O’Bannon Grant or 21st Century Scholarship.

▸No FAFSA filing deadline for the Workforce Ready Grant or the Adult Student Grant.

COVID-19 RESPONSE – STATE FINANCIAL AID

PARTIALLY WAIVING CREDIT COMPLETION

▸ Students must earn 30 credit hours per year to renew the 21st Century Scholarship, Frank O’Bannon Grant (on-time amount), and the Next Generation Hoosier Educators Scholarship.

▸Waiving up to 15 credit hours of the requirement for students enrolled and using one of these awards during Spring 2020.


HIGH SCHOOL SCHOLAR SUCCESS PROGRAM

▸ 21st Century Scholars must complete a Scholar Success Program in high school to receive the scholarship.

▸ Provided virtual options for completing 11 of the 12 Scholar Success Program activities.

▸ Several SAT testing dates were cancelled as a result of COVID-19.

▸Waived requirement that Scholars graduating high school in 2020 must take either the SAT or ACT.

▸Mailed paper FAFSAs to senior Scholars who had not yet filed.


SCHOLAR HIGH SCHOOL GPA

▸ 21st Century Scholars must earn at least a 2.5 cumulative GPA in high school to receive the scholarship.

▸ Provided high schools the ability to report cumulative GPA as of the end of Fall 2019 instead of Spring 2020.


EXCLUDING COVID-19 EMERGENCY AID

▸ Colleges and universities must use certain types of financial aid before using state financial aid. This is known as the “order of aid application”.

▸ The Commission provided guidance to institutions to exclude COVID-19 emergency aid from this order of aid application.

▸ Includes both institutional emergency aid funds as well as emergency aid funded and/or permitted by the CARES Act.

▸ Effective for Spring 2020, Summer 2020, and Fall 2020 academic terms.









2020 HIGH SCHOOL SENIOR SURVEY

▸ In partnership with the IDOE, the Commission crafted a brief survey to gain information from Class of 2020 high school seniors to find out:

▸ Post-graduation plan: College-going (in-state and out-of-state), going straight to work, entering the military, entering or continuing an apprenticeship, unsure or other

▸ Area(s) of interest: Health & Life Sciences, IT & Business, Transportation & Logistics, Advanced Manufacturing, Building & Construction, Agriculture, Other and Unsure

▸ Email Contact

▸ High School

▸Utilized IDOE and CHE’s combined communications channels (did not have much direct contact information) with impressive results considering the survey was optional



▸ 14,579 unique individuals completed a survey about their next steps after high school:

▸ 67.93% plan to attend a college in-state

▸ 11.41% plan to attend a college out-of-state

▸ 2.01% plan to enter or continue in an apprenticeship program

▸ 2.70% plan to enter the military

▸ 6.65% plan to move directly to work

▸ 3.05% stated a plan other than that listed above

▸ 6.26% are unsure of their next step



▸ Sector interest among those going to college:

▸Nearly 13% of respondents (~1900 students) are either going directly to work or are unsure of their next step—could benefit greatly from our training offerings and support

▸Of the 3.05% who said “other”, many actually mentioned some sort of training program (cosmetology school, attending college out-of-country, etc.)

▸More analysis and follow-up needed from those who said they were “Unsure:”

▸ “Accepted to several colleges but if my family needs me to stay will not go to college to help financially because Covid-19 has hurt the income of my single parent household.”

▸ “Due to covid-19 I plan on taking a gap year to save up some more money and then I plan on attending a college out of state.”


2020 HIGH SCHOOL SENIOR SURVEY – NEXT STEPS

▸ Before July 1, send follow-up, targeted messages to the following respondents:

▸ College-going (both in-state and out-of-state): Congratulating them, asking if their plans have changed in light of COVID-19, and sharing resources for the transition from high school to college

▸ Apprenticeship, Unsure and Workforce Bound: Information on opportunities by industry sector—sourcing information from external partners—as well as information about state financial aid, career exploration resources and more

FALL REOPENING PLANS

OVERVIEW

▸ Indiana’s public and private institutions are quickly developing comprehensive reopening plans

▸ Reopening plans are fluid and will continue to develop as facts on the ground change

▸One thing is clear, all plans have placed the health and safety of students and staff as their main priority


ACADEMIC CALENDAR

▸ Institutions will resume in-person instruction in August and continue untilThanksgiving Break

▸ All campuses, except Ivy Tech, will move to remote instruction through the end of the semester after the Thanksgiving Break

▸ Some institutions will no longer have a fall break and will have classes on Labor Day


PROTECTING STUDENTS & STAFF

▸ Institutions are working to maintain supplies of critical equipment and for reducing the risk of transmission of COVID-19 on campus

▸ Institutions are increasing regular cleaning and disinfecting of public spaces

▸ Institutions are encouraging mask use when social distancing isn’t possible



▸ The annual influenza vaccination is being added to the immunization requirements for enrolled students, faculty and staff as a condition to being on campus

▸ Students and employees are encouraged to take their temperature daily

▸ Some institutions have announced goals to utilize remote work to reduce the amount of employees on campus



▸ Indiana University System employees must acknowledge the serious nature of COVID-19, the importance of each individual's knowledge of the risks presented by the virus, their monitoring of their own health, their need to notify appropriate personnel if they are symptomatic and/or exposed and be tested if necessary

▸ The Protect Purdue Pledge asks all members of the community to be vigilant of the health of others, especially the most vulnerable, by taking health precautions, practicing good hygiene, wearing masks and practicing social distancing



▸ The University of Southern Indiana announced this week they are starting “car tours” of campus:

▸ Prospective students and their families remain in their vehicle while an admissions staffer will take them on a driving tour

▸ Tour will stop at various points on campus (for views only) and the admissions representative will talk about residence life, academics, etc.

▸ Indiana State University’s smaller class sizes will allow students to maintain the same experience while still maintaining social distancing in the classroom.


HYBRID COURSE MODELS

▸All institutions are pursuing a hybrid approach to instruction which would include in-person and remote instruction

▸Most vulnerable faculty are being offered the ability to teach courses remotely

▸ Ivy Tech’s “Learn Anywhere” model will allow students to choose what they prefer —virtual, online or hybrid models


HYBRID COURSE MODELS

▸ Ball State University is working turn all courses to be Hyflex classes which will allow the campus to respond to changing circumstances

▸ Indiana University has stated the implementation of a hybrid mode of face-to-face and online instruction will likely be necessary for the foreseeable future

▸ Indiana State University has stated that most classes will be offered face-to-face with some courses being online.


CLASSROOMS▸ Classroom capacity is being reduced with the goal of limiting face-to-face communication

and preserving social distancing

▸ Plans are being developed based on classroom type: fixed row lecture hall, mobile chairs,

labs

▸ Faculty will be equipped with protective measures, including face shields, and mobile

Plexiglas barriers

▸ Provide hand sanitizer at the entrances of buildings & classrooms


CLASSROOMS

▸ Implement no/reduce touch options such as door removal, card access, foot-operated door pulls/pedals, or sensor-triggered doors

▸ Increase signage about hand hygiene and the availability of handwashing and hand sanitizing stations

▸ Provide specific entrances/exits, indicate pathways and mark for social distancing


RESIDENCE HALLS

▸ Purdue will reduce residence hall density to provide at least 100 square feet of space per

student and provide single rooms to students with medical concerns.

▸University of Southern Indiana will open campus housing to a maximum of

85% occupancy

▸All of IU’s residence halls will be single occupancy, but with a rigorous exemption process

available for students who may wish to choose their own roommate


FOOD SERVICE

▸De-densify dining halls with the goal to protect students and offer maximum flexibility

▸ Increase “grab and go” options and the number of venues qualifying for meal plans

▸ Extend food service hours throughout the day to reduce crowding at mealtimes


FOOD SERVICE

▸Mark food service lines for physical distancing

▸ Eliminate reusable kitchen items and replace with single use options

▸ Place physical barriers, such as sneeze guards and partitions, at cash registers, or other food pickup areas where maintaining physical distance of 6 feet is difficult


TESTING & ISOLATION

▸ Institutions are working to ensure diagnostic testing is available to symptomatic individuals and those potentially exposed

▸ This includes making testing locations accessible to students and have the ability to isolate symptomatic COVID-19 patients

▸ Institutions are working to secure either residence halls or off-campus house to isolate COVID-19 positive patients


TESTING & ISOLATION

▸At Indiana University, students testing positive will quarantine for 10 days after the onset of symptoms and 72 hours after being fever free without fever-reducing medications improving symptoms

▸ Roommates and close contacts of students testing positive will quarantine for 14 days

▸ The Indiana State Department of Health (IDSH) is conducting contact tracing statewide and institutions will partner with ISDH in this effort

COVID-19 FISCAL IMPLICATIONS

STATE REVENUE

▸ SBA’s Fiscal Year 2021 Reserve Policy Memo: The State Budget Agency released a memo in May announcing that the State missed its General Fund tax revenue by approximately $1 billion in April 2020

▸ The December 2019 revenue forecast estimated revenues to be almost $2.2 billion; actual revenues closer to $1.2 billion (44% less than predicted)

▸ SBA expects that the State’s revenue will continue to come in under forecast for the remaining 14 months of the biennium (through 2021)

▸ Indiana had over 640,000 initial unemployment claims filed from March 14 - May 2, 2020 (16.9% unemployment rate)
