ADRA’S RESPONSE

Funding OpportunitiesADRA Regional Office is laying plans to make available match funding that can be made available to leverage funding from other donors and partners. The regional office is currently considering country offices such as Indonesia, Philippines, Nepal, and Sri Lanka to support in leveraging larger scale funding.

ADRA’s Response ActivitiesOur Country Offices have successfully utilised internal funding to leverage external funds and partnerships. Most projects are focused on recovery and linking actions to development.

Countries where large development programs exists have been successful in assisting target communities in addressing the crisis and will continue to work closely with them in the next few months.

Our Country Offices are also putting in place Readiness Plans to address other disasters that are beginning to hit the region.

RESPONSE COORDINATIONCoordination with other OrganisationsCoordination is being carried out at respective country levels through clusters and HCTs where applicable. ADRA Asia has been conducting weekly coordination meetings to understand needs of countries, pool resources, share learnings and identify potential regional funding. ADRA Asia has also been representing in the UN OCHA regional calls on a weekly basis and participating in various working groups and in ADRA’s activated global coordination.

Cluster MeetingsMany of the relevant ADRA working groups and Technical Learning Labs have met to discuss potential support that needs to provided towards the Country Offices. The Steering Committee of the Learning Labs have initiated discussions on the COVID-19 in order to encourage the TLLs to work towards identifying ways to support the country offices.

Security ConstraintsCountry Offices report that security constrains are easing off. Most ADRA offices are beginning to re-open with limited community presence. All ADRA offices are aligning themselves with the regulations of the relevant governments. Most offices have now moved away from work-from-home arrangements. However, guidelines on social distancing, wearing face masks remain enforced.

It is noted that the need is vast and funding is limited. This is a major constraint as we move into the recovery and development phase. ADRA offices are working with local communities to find creative ways of recovering from the crisis.

Did you know that during the COVID-19 pandemic, ADRA Korea & Vietnam has already helped with over

750 individuals in Hanoi by providing a food distribution program to vulnerable households.

CAMBODIA57 - Hospitals, 142 Health Centers, 3 ministries, and 8 departments in Phnom Penh and numerous provinces throughout Cambodia have received: 18,704 liters of antibacterial foam hand wash to 57 hospitals, 142 health centers, three ministries and 8 departments engaged in the COVID-19 response

10,100- Households & 800 health care workers in Phnom Penh, Pursat Province, Preah Vihear, Kompong Thom Prvinces, Bakan District, and Pursat Province will receive: 1) Collaboration with PHD, Bakan OD and 5 HCs to put Covid protection education video at triage or waiting room of the HCs

2) Provide support to Covid 19 care center - 2 centers in Bakan currently used as quarantine for migrants returning from Thailand)

Adventist News Network (Official News Service of the Seventh-day Adventist World Church) has released an article on how ADRA responds after Cyclone Amphan Wreaks Havoc in Bangladesh. Written by Syed Mahfuz, ADRA Bangladesh

Amphan, the most powerful cyclone to hit Bangladesh this year with wind speeds of 160 kph (100 mph), made landfall on May 20 along the city’s coastal and southwestern districts. Thousands of houses were destroyed, poultry farms were devastated, thousands of trees uprooted, roads were left nearly impassable, and countless shelters were lost.

Hundreds of villages were inundated in Bhola, Patuakhali, Barguna, Khulna, Bagerhat, and Satkhira.Additionally, tidal surges battered areas in Barguna, Bhola, Barishal, and Laxmipur, reported by the Adventist Development and Relief Agency’s (ADRA) emergency response team in Bangladesh.

According to the official estimate, 10 people lost their lives. State Minister for Disaster Management and Relief Enamur Rahman said that of the 10 estimated deaths, two were from Patuakhali, three from Jessore, one from Bhola, one from Pirojpur, one from Satkhira, and two from Chuadanga.

For Bilkis Begum, reality of the cyclone hit her family as she lost her home for the third time. “I lost my house for the first time in a cyclone,” recounted Begum. “I lost my house for the second time in a tornado. Now, I’ve lost my house due to Cyclone Amphan. I’m such a helpless woman that I’ve lost my house for the third time. There’s no one to look after me. No one can stay beside me and help me to live a normal life.”

“I’m very helpless,” says Begum. She also lost her father, who was the breadwinner of the home, and now struggles to make ends meet as she and her children find shelter at a nearby riverbank.

ADRA in Bangladesh had been working tirelessly to help evacuate and place people in shelters to ensure safety for the vulnerable community before the cyclone made landfall. ADRA was also circulating early warning messages to the community and called beneficiaries frequently to ensure their needs were being met.

ADRA reported that people in the Khulna district were experiencing power outages and disruption of mobile networks since the cyclone made landfall.

Now, those most affected in the community depend on food, water, and shelter to survive. ADRA is working closely with the local government and various other organizations to provide ongoing aid relief. “ADRA has been supporting people in the Khulna district for over 15 years and has become an integral part of the society, so when a natural disaster hits and impacts the community, we are all impacted,” says ADRA Bangladesh Country Director Vitalie Zegera. “After the cyclone, ADRA did a rapid needs assessment to find out what the people need most. Manyunderserved families have been hit twice, first by the coronavirus and now by Cyclone Amphan. ADRA has been very active in this situation and staff have helped affected people find temporary shelter and provided hot meals.”

Zegera also says that ADRA continues supporting the affected population with food packages and is working to provide shelter and infrastructure repair, in addition to non-food items and hygiene kits.
