Section 1 General ( class ကတါ၀န္မယူဘူးဆုိတါ ဘါကုိဆုိလုိသလဲဆုိတါ၇ွင္းၿပထါးတါ)

1.1 Application

1.1.1. Cargo ships of 500 gross tons or more, all passenger ships and gas and chemical tankers on international voyages, where provision is made within International Conventions, are to be provided with the fire safety measures required by the International Convention for the Safety of Life at Sea, 1974, as amended (SOLAS 74). Fishing vessels of 45 m freeboard

length and over are to be provided with the fire safety measures required by the Torremolinos Protocol of 1993 relating to the Torremolinos International Convention for the Safety of Fishing Vessels, 1977 (Torremolinos Protocol).

1.1.2. Cargo ships of 500 gross tons or more, all passenger ships, and gas and chemical tankers, employed on national voyages are to comply with the fire safety measures prescribed and approved by the Government of the Flag State.

1.1.3. It is the responsibility of the Government of the Flag State to give effect to the fire protection, detection and extinction requirements of 1.1.1and 1.1.2. However, Lloyd’s Register (hereinafter referred to as ’LR’) will undertake to do this in cases where:

(a). contracting Governments have authorised LR to apply the requirements of SOLAS 74 or the Torremolinos Protocol and issue the appropriate certification on their behalf; or

(b). the Government of the Flag State is not a signatory to SOLAS 74 or the Torremolinos Protocol; or

(c). the ship or fishing vessel is to be classed for restricted or special service in national waters for which the Government of the Flag State has no national requirements. In such cases, LR will apply the fire safety measures required by SOLAS 74 or the Torremolinos Protocol, as appropriate.

However, due consideration will be given to arrangements deemed to

provide an equivalent level of fire safety, taking due cognisance of the

circumstances of the restricted or special service.

beyond the date of the ship’s special survey.

Memoranda – as well as conditions of class being held against the ship,

significant, notes are held in the form of memoranda. ( some will be minor

hull damage – such as plating indentation that has little distortion of the

stiffening members.—basically cosmetic, can be repaired at the owner’s

convenience.)

Maintenance of class – the relevant standards must be maintained if the

ship is to remain in class

Survey cycle structure-

The special survey items may be examined on a continuous survey basis

=continuous survey hull(CSH) for structural items (plus anchoring and

mooring equipment) & continuous survey machinery(CSM)for propulsion

and essential aux machinery.---all items spread across the ship’s five year

survey cycle.

နဲ႔ စစ္တါကို CSM လို႔ေခၚပါတယ္။

Survey all items over a short period of time at a single special survey held

every five year – special survey cycle (SS) for hull survey and engine

survey (ES).

Continuous survey Hull (CSH) ကို OIL TANKERS, COMBINATION CARRIERS,

CHEMICAL TANKERS, BULK CARRIERS, ORE CARRIERS ေတြမွာခြင္႔မၿပဳပါဘူး။

2006 for ships delivered in 1978 and 1979

2007 for ships delivered in 1980 and 1981

2008 for ships delivered in 1982

2009 for ships delivered in 1983

2010 for ships delivered in 1984 or later

• Flag state may extend Categories 2&3 up to 2015 or 25th anniversary (whichever earlier)

• Flag state may extend Categories 2&3 with db or ds which may trade up to 25th anniversary of delivery (even past 2015)

HOWEVER

• Port state may deny entry of either such flag-state-extended tankers • 13H - Double hull required from 5/4/05 for Heavy Grade Oil as cargo

for tankers 5,000 dwt and above, and for tankers 600-4,999 dwt (except single-hulls built with db and ds) from anniversary date in 2008

• Flag state may allow single-hull 5,000 dwt and above with db or ds to continue with HGO up to 25th anniversary (even beyond 2015)

• Flag state may allow single-hull 5,000 dwt and above to continue with HGO between 900 and 945 kg/cubic meter until 25th anniversary or 2015 whichever is earlier, subject to CAS

• Flag state may allow single-hull 600-4,999 dwt to continue with HGO until 25th anniversary or 2015 whichever is earlier

• HOWEVER• Port state may deny entry of any of the above mentioned flag-state-

extended tankers carrying HGO •• Annual survey=ႏွစ္တိုင္းစစ္တဲ႔ survey ပါ။ဒါေပမဲ႔ intermediate survey &

special survey ၂ ခါကေတါ႔ ထပ္ annual survey လုပ္မေနေတါ႔ပါဘူး။ ႏွစ္ပတ္လည္ေန႔ မတိုင္ခင္ ၃ လ။ ေက်ာ္ၿပီး ၃ လ အခ်ိန္အတိုင္းအတါ (window period လို႔ေခၚပါတယ္) အတြင္းလုပ္လို႔၇ပါတယ္။window period အစနဲ႔အဆံုးကို range date လို႔ေခၚပါတယ္။

Intermediate survey –Intermediate survey က ဒုတိယႏွစ္ပတ္လည္survey

မေ၇ာက္ခင္ ၃ လ အလို ကေန တတိယႏွစ္ပတ္လည္survey ခ်ိန္ ၿပီး ၃ လအေက်ာ္ထိ

ၿကားၿကိုက္တဲ႔အခိ်န္လုပ္ႏိုင္ပါတယ္။ဒါထက္ေတါ႔ ေ၇ြ႔လို႔မ၇ပါဘူး။

Intermediate survey နဲ႔ annual survey စစ္တဲ႔ items ေတြကေတါ႔

အတူတူပါဘ။ဲဒါေပမဲ႔ intermediate survey မွာ electrical generating set ေတြကို

under working conditions နဲ႔စစ္ပါလိမ္႔မယ္။ေနာက္ၿပီး

သေဘာၤသက္တမ္းေပၚမူတည္ၿပီး ေအါက္ပါအတိုင္း လိုသလို ထပ္စစ္ပါတယ္။

Over 5 years old –၅ ႏွစ္သါးဆို Salt water ballast tank တလုံးကိုစစ္လို႔ အထကဲ

သုတ္ထါးတဲ႔ protective coating ေဆးေတြ အေၿခအေန မေကါင္း၇င္ အၿခား ballast

tank ေတြကို ထပ္စစ္ပါလိမ္႔မယ္။

Tank testing =

5.14.6(b) special periodical survey No 2 and subsequent special periodical

surveys (Age>5 years)

1)- all ballast tank boundaries

2)-all cargo tank bulkheads

Kindly refer to following Cargo /ballast tank testing procedure prior to

your vsl arrival Zhoushan Xinya S/Y, class surveyor might want to witness

the testing himself.(COT must be cleaned, carry out purging & gas free for

safe entry). C/O to record down this tank testing entry into logbook

accordingly. WBT to ballast 1P/S,3P/S & 5P/S.

For your information, Cargo tank testing carried out by the vessel’s crew

under the direction of the Master may be accepted by the Surveyor

provided the following conditions are complied with:

i) A tank testing procedure, specifying fill heights, for tanks

and bulkheads being tested, has been submitted by the owner and

reviewed by the Surveyor prior to the testing being carried out;

ii) There is no record of leakage, distortion or substantial

corrosion that would affect the structural integrity of the tank;

iii) The tank testing has been satisfactorily carried out within

special survey window not more than 3 months prior to the date of the

survey on which the overall or close up survey is completed;

iv) The satisfactory results of the testing is recorded in the

vessel’s logbook;

v) The internal and external condition of the tanks and

associated structure are found satisfactory by the Surveyor at the time of

the overall and close up survey.

B:1. As your vessel is scheduled for dry docking after last cargo

discharge. As such, the following are for your reference and preparation:

Deck side

(a) Prior arrival at anchorage de-slopping operation will be carried out),

ER waste oil, sludge, bilge water, etc must be transferred into Slop tank

before vessel arrives at anchorage. After de-slopping Slop tanks, please

wash and gas free the Slop tanks; and drain out all remaining oily water

from cargo suction/ cargo discharge/ Marpol/ COW piping system on

board. Cargo lines inside cargo pump should be drained/ stripped empty

(b) Cargo pump room tank top and bilge wells are to be kept free of oil

and bilges; as hot work may have to be carried in the cargo pump room

later during dry docking.

(c) Ship is to ensure that the following spaces are well-ventilated and

gas-freed

(i) Cargo tanks

(ii) Ballast tanks

(iii) Slop tanks

(iv) Cargo pump room void tank

(v) Other void tanks

(vi) Bunker tanks (< 50% LEL)

(vii) Cargo/ COW/ Marpol/ ODME pipelines.

(viii) Cargo manifolds (pipe flanges to be kept open for gas-check),

PLEASE ensure on deck pipelines & manifold lines are gas free! As hot

work might be performed in drydock, when removal of cargo valves for

overhaul.

Engine side

a. Special tools required to be used during dry dock are to be checked

and prepared, eg, M/E hydraulic tensioning jacks, hydraulic hoses,

connectors, etc. (Remarks: M/E hydraulic tensioning jacks should be tested

for oil leakages physically; up to the respective correct tensioning pressure

by mounting them onto the respective studs/ nuts. Spare hydraulic jack

seal and O rings must be checked available on board. Leaking jacks are to

be serviced and made ready for use.)

b. Before entry into shipyard, E/R tank top, waste oil tank, bilge holding

tank, sludge tank and bilge wells are to be empty/ kept low as far as

possible. If possible to avoid, any pumping and disposal of oil/ sludge/

bilge in shipyard.

General dry cargo ships over 15years old –၁၅ႏွစ္သါး non ESP ship ကေတါ႔

အ၇င္ special survey ေတြစစ္နည္းနဲ႔ အတူတူပါဘဲ။

Over 10 year old – ၁၀ ႏွစ္သါးဆို - anchor ကို partially ေလ်ာ႔ခ်ၿပီး သေဘၤာ

windlass နဲ႔ၿပန္တင္ခိုင္းပါလိမ္႔မယ္။

Saltwater ballast tank ေတြအါးလုံးကို စစ္ပါလိမ္႔မယ္။ protecting coating ေတြ

အေၿခအေန မေကါင္း၇င္ ေနာက္ပုိင္း annual intervals မွာစစ္တဲ႔ result

ေပၚမူတည္ၿပီး class ကေနထုတ္ မထုတ္ဆံုးၿဖတ္ပါလိမ္႔မယ္။

Operation – A self propelled, steerable survey vehicle fitted with a long

range TV camera is used. To aid steering and to check for hull distortion, a

close up, high resolution TV color camera gives true picture of the state of

the coating and weld seams. In some cases, a 35 mm still camera is fitted.

An ultrasonic probe is provided to measure plate thickness and other

equipment included a depth meter and speed indicator. Power is supplied

and information relayed by means of an umbilical from the vehicle to the

survey boat.

Survey boat equipment-

Is usually housed in a console containing T.V monitors, plate thickness

print out, audio cassette recorder, video recorder and play back unit, diver

communication system, vehicle control system and associated

instrumentation.

The survey vehicle is taken to the starting datum by a diver. With the aid

of one of the TV monitors and using the shell expansion plan as a map, the

vehicle may be guided, from the control console, over the bottom and

sides of the hull, by following weld runs and by reference to other features,

such as inlets and tank plugs. Pictures and navigational information are

relayed back and video films recorded, along with plate thickness, giving

the surveyor an integrated picture of all the required and relevant

information. In addition to plate thickness, print out can be produced

and/or an audio recording.

The vehicle will also provide pictures of such items as stern frame, rudder,

propeller, bilge keels and hull openings. A diver may be used with hand

held camera. For closer inspection of these items and also for inspection of

the plating on the of bilge. It should be ensured during this operation, that

there is a 2 way communication between diver and attending surveyor.

1. The submitted ESP Survey Programme and ESP Planning

Questionnaire (planning document) for Special Survey, via our

Singapore office, has been examined and is noted as amended.

2. Please note that the requirements as per Part 1, Chapter 3,

Section 8, including Tables 3.7.3 and 3.7.6, for Special Survey I, of

The Rules and Regulations for the Classification of Ships are to be

3. Please note that the approved service supplier is to be

nominated to perform thickness measurements and proposed

locations where the Special Survey and Docking Survey are to be

held noted. May we remind you that it is now a requirement that the

surveyor be onboard while the thickness measurements are taken, to

the extent necessary to control the process. Prior to the

commencement of any thickness measurements, a planning meeting

is to be held between the attending surveyor, the Owner's

representative and the Thickness Measurement Firm's representative

so as to ensure the safe and efficient execution of the surveys and

thickness measurements to be carried out on board.

4. The proposed locations and extent of Close-up survey and

thickness measurements of ESP Survey Programme is noted. Please

note that these nominated tanks, frame locations and strake

positions of structural areas are also to be proposed and agreed with

the attending surveyor. Arrangements should be in accordance with

Lloyd's Register's Rules and to the satisfaction of the attending

surveyor. May we remind you that for close-up survey the details of

structural components are to be within the close visual range of the

attending surveyor, i.e. normally within hand reach.

5. Where the result of the topside or bottom area assessments at

any/either of the transverse sections mentioned in Section 4 of

appendix 2 of the submitted Survey Programme are found to be

greater than 75% of the allowable limit, then additional transverse

sections are required to be measured forward and aft of 0.5L

amidships.

6. Kindly note that the thickness measurement report to be placed

onboard as part of the ESP documentation must reflect the final and

satisfactory condition of the ship. The report should be suitably

annotated where repairs/ renewals have been subsequently carried

out by either the thickness measurement company or attending

Surveyor.

7. Regarding your intention to carry out thickness measurements

at Yiu Dockyard, Shenzhen, China, it is concluded that arrangements

will be made for a surveyor to be in attendance through our local

offices. The proposed means of access for the carrying out Close-up

survey and thickness measurements noted. Please note that Rafts or

boats may be permitted for the survey of the under deck areas of

tanks or spaces, if the depth of the under deck web plating is 1, 5 m

or less. If the depth of the under deck web plating is greater than 1,5

m, then rafts or boats may be permitted only when the coating of the

under deck structure is in GOOD condition and there is no evidence

of wastage or if a permanent means of access is provided in each

bay to allow safe entry and exit. A permanent means of access is

considered to mean an access direct from the deck via a vertical

ladder and a small platform fitted approximately 2 m below the deck

in each bay. If neither of the above conditions are met, then staging

or another equivalent means is to be provided for the survey of the

under deck areas. (P1 Ch 3, Sect 1.6.8(c))

8. Please ensure all necessary structural plans are available

onboard to assist in the completion of the thickness measurement

report and are provided to the Thickness Measurement Company at

the earliest opportunity to assist in their survey planning and

preparation of draft sketches in advance of attendance, in order not

to delay the survey execution and the subsequent thickness

measurement report submission within ten (10) working days of the

final attendance onboard. May we remind you that a delay in the

thickness measurement report submission may have an impact and

delay in the provision of required ESP documentation as well as

suitable Condition of Class imposed by the attending surveyors.

9. With regards to tank testing requirements may we refer you to

LR 's Rules and Regulations for the Classification of Ships, Part 1,

Chapter 3, Section 7, Paragraph 7.5.

10. The safety procedures as per the section 'Preparation for

Survey', of the Enhanced Survey Programme (ESP) "Preparation for

Special Survey" booklet, should be implemented accordingly.

11. A copy of this letter and the endorsed Survey Programme

should be placed on board for use by the attending surveyor.

society. Preparation to be carried out for the survey, such as access,

described.

2 Renewal survey

2.1 General 2.1.1. The renewal survey may be commenced at the fourth annual survey and be progressed during the succeeding year with a view to completion by the fifth anniversary date.

2.1.2. As part of the preparation for the renewal survey the survey programme should be dealt with in advance of the renewal survey. The thickness measurement should not be carried out before the fourth annual survey.

2.1.3. The survey should include, in addition to the requirements of the annual survey, examination, tests and checks of sufficient extent to ensure that the hull and related piping as required in 2.1.5 is in a satisfactory condition and is fit for its intended purpose for the new period of validity of the Cargo Ship Safety Construction Certificate, subject to proper maintenance and operation and to renewal surveys being carried out.

2.1.4. All cargo tanks, ballast tanks, pump-rooms, pipe tunnels, cofferdams and void spaces bounding cargo tanks, decks and outer hull should be examined, and this examination should be supplemented by thickness measurement and testing as deemed necessary, to ensure that the structural integrity remains effective. The examination should be sufficient to discover substantial corrosion, significant deformation, fractures, damages or other structural deterioration.

2.1.5. Cargo piping on deck, including crude oil washing (COW) piping, and cargo and ballast piping within the above tanks and spaces should be examined and operationally tested to working pressure to attending surveyor’s satisfaction to ensure that tightness and condition remain satisfactory. Special attention should be given to any ballast piping in cargo tanks and cargo piping in ballast tanks and void spaces, and surveyors should be advised on all occasions when this piping, including valves and fittings, are open during repair periods and can be examined internally.

2.2 Dry-dock survey

2.2.1. A survey in dry-dock should be a part of the renewal survey. There should be a minimum of two inspections of the outside of the ship’s bottom during the five-year period of the Safety Construction Certificate. In all

cases, the maximum interval between bottom inspections should not exceed 36 months.

2.2.2. For ships of 15 years of age and over, inspection of the outside of the ship’s bottom should be carried out with the ship in dry dock. For ships of less than 15 years of age, alternate inspections of the ship’s bottom not conducted in conjunction with the renewal survey may be carried out with the ship afloat. Inspection of the ship afloat should only be carried out when the conditions are satisfactory and the proper equipment and suitably qualified staff is available.

2.2.3. If a survey in dry-dock is not completed in conjunction with the renewal survey or if the 36 month maximum interval referred to in 2.2.1 is not complied with, the Cargo Ship Safety Construction Certificate should cease to be valid until a survey in dry-dock is completed.

2.3 Tank corrosion prevention system

. Where provided, the condition of the corrosion prevention system of cargo tanks should be examined. A ballast tank where a protective coating is found in POOR condition and it is not renewed, or where soft coating has been applied, or where a protective coating has not been applied from the time of construction, the tank in question should be examined at annual intervals. Thickness measurement should be carried out as deemed necessary by the surveyor.

2.4 Extent of Overall And Close-up Surveys

2.4.1. An overall survey of all integral tanks and spaces should be carried out at the renewal survey.

2.4.2. The requirements for close-up surveys at the renewal survey are given in annex 1.

2.4.3. The surveyor may extend the scope of the close-up survey as deemed necessary taking into account the maintenance of the tanks under survey, the condition of the corrosion prevention system and also in the following cases:

.1. in particular, tanks having structural arrangements or details which have suffered defects in similar tanks or on similar ships according to available information;

.2. in tanks which have structures with reduced scantlings in association with a corrosion prevention system approved by the Administration.

2.4.4. For areas in tanks where coatings are found to be in GOOD condition as defined in 1.2.10, the extent of close-up surveys according to annex 1 may be specially considered by the Administration.

2.5 Extent of thickness measurements

2.5.1. The requirements for thickness measurements at the renewal survey are given in annex 2.

2.5.2. Where substantial corrosion as defined in 1.2.8 is found, the extent of thickness measurements should be increased in accordance with the requirements of annex 4.

2.5.3. The surveyor may extend the thickness measurements as deemed necessary.

2.5.4. For areas in tanks where coatings are found to be in GOOD condition as defined in 1.2.10, the extent of thickness measurements according to annex 2 may be specially considered by the Administration.

2.5.5. Transverse sections should be chosen where the largest reductions are suspected to occur or are revealed from deck plating measurements.

2.5.6. In cases where two or three sections should be measured, at least one should include a ballast tank within 0.5L amidships.

2.6 Extent of tank pressure testing

2.6.1. The requirements for tank pressure testing at the renewal survey are given in annex 3.

2.6.2. The surveyor may extend the tank pressure testing as deemed necessary.

2.6.3. Generally, the pressure should correspond to a water level to the top of access hatches for cargo tanks, or top of air pipes for ballast tanks.

2.2 Dry-dock survey

2.2.1. A survey in dry-dock should be a part of the renewal survey. There should be a minimum of two inspections of the outside of the ship’s bottom during the five-year period of the Safety Construction Certificate. In all cases, the maximum interval between bottom inspections should not exceed 36 months.

2.2.2. For ships of 15 years of age and over, inspection of the outside of the ship’s bottom should be carried out with the ship in dry dock. For ships of less than 15 years of age, alternate inspections of the ship’s bottom not conducted in conjunction with the renewal survey may be carried out with the ship afloat. Inspection of the ship afloat should only be carried out when the conditions are satisfactory and the proper equipment and suitably qualified staff is available.

2.2.3. If a survey in dry-dock is not completed in conjunction with the renewal survey or if the 36 month maximum interval referred to in 2.2.1 is not complied with, the Cargo Ship Safety Construction Certificate should cease to be valid until a survey in dry-dock is completed.

No.133 Guidelines for Pilot Schemes of Extended Interval between Surveys in Dry-Dock - Extended Dry-docking (EDD) Scheme 1 Introduction The intervals between inspections of the outside of the ship's bottom are specified in SOLAS,

IACS Regulations and Classification Society Rules and require a minimum of two inspections to be carried out during the 5 year validity period of the Safety Construction Certificate/Special Survey period. SOLAS Regulation I/10(v) only requires a minimum of two inspections of the outside of the ship’s bottom and does not specify a ship must be drydocked out of the water. IMO Resolution A.1053(27) as amended, “Survey guidelines for the harmonized system of survey and certification”, requires that inspections of the outside of the ship’s bottom should normally be carried out with the ship in a dry-dock. However, it also provides that Administrations may give consideration to alternate inspections being carried out with the ship afloat. This document recommends the acceptance procedure for pilot schemes which extend the interval between surveys in dry-dock. Ships eligible for the Extended Dry-Docking (EDD) scheme should meet the provisions and conditions described in this document. Qualifying ships may be permitted to carry out two consecutive in-water surveys, subject to the conditions described in this document. A minimum of two inspections of the outside of the

ships bottom should be carried out during the renewal period of five years and the intervals between any two inspections shall not exceed 36 months. Pilot schemes which extend the interval between out of water dry-docking surveys are normally tripartite projects between the Owner, Flag Administration and the Classification Society. Acceptance into such a Pilot scheme is subject to the formal written agreement with the ship’s Flag Administration including any additional specific Flag Administration requirements. 2 Application Owners/Managers requesting a ship be considered for the EDD scheme, are to apply to the Classification Society in writing confirming and describing compliance with the requirements and conditions specified in this document. Upon the Owner’s request, the extended interval for each ship will be considered on a case by case basis by the Classification Society. The Society may assist in forwarding the Owner’s application to the Flag Administration. The following ships and ship types are not eligible for the extended dry-docking scheme described in these guidelines: • Passenger Ships; • Ships subject to the Enhanced Survey Program (ESP);

• Ships subject to the Hull Survey Requirements of IACS UR Z7.1; • Ships fitted with propulsion thrusters; • Ships where the propeller connection to the shaft is by means of a keyed taper; • High Speed Craft(HSC). The dry-docking scheme will operate based upon the ship’s age when entering the scheme. For ships already in service, the extended dry-docking scheme may be implemented at any time until a ship reaches 10 years of age. No extensions should be granted for the dry-docking required at the end of each extended dry docking period.
