Our automated service applica-tions are available 24 hours a day, 7days a week and can be reached byselecting option one from our mainmenu. When you select option one,your call will be routed to the automat-ed system, where you can select fromthe following menu options:

If you press to report a poweroutage, our system will first check tosee if the caller ID is present. If one ispresent and matches information inour customer records, an outage ticketis opened and the outage reported. Thesystem will let you know this andthank you for calling. If the caller ID isnot available, the system will ask you toenter your telephone number, includ-ing the area code. Our system willsearch the customer files for a match; ifone is not found, the system will askyou to provide your account number.

When this is entered, the systemwill confirm that a ticket is open and

then ask you to enter a contact numberfor that account number. Your accountnumber will then be updated to helpspeed up any future outage you mayreport. You will also have the option tospeak to a person; during large poweroutages, however, hold times may beextended.

To receive updated informationregarding your current balance and lastpayment, select option

Selecting option will provideyou with information on how long thesystem can allow you to extend pay-ment on your account.

To make a payment using a creditcard, select option . You will beasked for the account number andcredit card information.

If your phone number haschanged, you can update this informa-tion by selecting option . The systemwill ask you to provide the accountnumber and then ask you for the con-tact number. Once this information isentered, the system will repeat thisinformation to you and ask you toconfirm. Once you confirm this infor-mation, the system will update youraccount.

Our Past, Present and Future

Coweta-Fayette EMC can trace itshistory back to 1945 when a group ofcitizens from Coweta, Fayette andFulton Counties met to discuss the cre-ation of a new rural electric coopera-tive. Distribution lines were purchasedfrom two other EMCs in 1947, andthe Cooperative was born. Tremendousgrowth has occurred since then, andour customer base has increased fromthe original 691 members to over70,000 currently.

Today your EMC serves one ofAmerica’s fastest-growing communitieswith a progressive attitude toward theprovision of power and customer service.From residential and commercial toour industrial community, all of ourcustomers are both members andowners of their EMC. We work hardto provide them with dependable, economical service.

Policies for the EMC are set by the board of directors – nine member/owners who represent three districts,serve three-year terms and are electedby members at the annual meeting inOctober.

The Cooperative is financed byloans from the National Rural UtilitiesFinance Corporation (CFC), the RuralUtilities Service (RUS), and paid-incapital from our member/owners.

As a locally-owned and managedcompany, we’re always available tomeet your day-to-day needs. We’re alsocontinually investing in new technolo-gy and conducting groundbreakingresearch to prepare for a sound future.

How Power is Restored

Like most electric companies andcooperatives, Coweta-Fayette priori-tizes initial restoration efforts by makingrepairs that will restore electricity tothe greatest number of people in theshortest period of time.

1. Transmission lines bring power tothe system from generating plants.It is relatively rare for transmissionlines to go out, but they get atten-tion first if that happens. Trans-mission lines are not maintained byCoweta-Fayette EMC.

2. Substations interface transmissionlines to Coweta-Fayette EMC’smain circuits (trunk lines is anothergood way to describe main circuits).Substations must be functioningbefore any other part of the systemcan carry power. Substations areCoweta Fayette’s first priority inrestoring power.

3. Main circuits leave the substationand carry power throughout theservice territory. Main circuits serve

as the backbone of our system. Tapsand service wires leave main circuitsto carry power to relatively smallgroups of consumers. There are veryfew wires that are considered maincircuits. Just because a line runs nextto a major highway or through asubdivision does not mean it is amain circuit. After the substationsare functioning, Coweta-Fayettefocuses first on repairing these maincircuits. It would be futile to makerepairs to other parts of the electric sys-tem if the main circuit feeding themwas out.

4. Taps feed off main circuits and carryelectricity out to smaller numbers(an entire subdivision may be a“small” number when compared toa main circuit) of consumers.Repairs on taps begin after main cir-cuits are up and functioning.

5. Service wires may attach to maincircuits or taps and supply power toonly one or two locations, thereforethese repairs come last.

Investing to Serve You Better

Coweta-Fayette Electric MembershipCorporation has the best electric sys-tem that money, skill, and devotioncan provide.

Most of our investment is in ourelectric system. Our substation costscan be as high as $1,000,000 and eachmeter costs about $100. Our averageinvestment to serve one member(including poles, wire, transformers,etc.) is approximately $2,500.

To provide you with the most effi-cient service, your EMC maintains afully-stocked warehouse so that con-struction or repairs can be easily madeover our entire system. We also use themost modern methods to bill for service.

Our radio-d i spa t chedtrucks utilizethe most up-to-date safetydevices and

equipment for line work, and are avail-able around the clock. Your EMC alsohas emergency trucks, dubbed “PowerRangers,” that respond to your callswithin 45 minutes. Designed to sup-plement our other emergency teams,they can handle small repairs orarrange for more assistance.

For over 60 years, Coweta-Fayette EMC has

successfully addressed our Members’ needs for reliable

and reasonably-priced electricity and other services

while providing premier customer ser-

vice. That tradition continues today.

In the past, the cooperative’s manage-

ment surveyed and listened to Members’

requests for us to provide other potentially

value-added services. This led to the for-

mation of Relyco Security Resources in

1998 and Coweta-Fayette EMC Natural

Gas in 2002. These two professionally-

run independent companies were set up to provide

high-quality services for the Members of Coweta-

Fayette and others at competitive prices.

The Coweta-Fayette EMC Board of Directors,

Management Staff, Employees and our independent

subsidiaries work together as a team. You can rest

assured that in our business activities, we always strive

to exhibit integrity, honesty and accountability. We

want to do things right, but more importantly, we

want to do the right things. We promise you now and

in the future to conduct the business we do for you in

a professional manner. We think about our Members

first before making any business decisions.

Some businesses that have been in the news in

the past like Enron, World Com and others, lost sight

of ethics codes and responsibilities to their customers.

That is a shame – and something you can depend on

will not happen at Coweta-Fayette EMC.

Coweta-Fayette EMC works closely with our

subsidiary companies to achieve Synergy. My business

definition of Synergy is when the results achieved by

several organizations working in concert is greater

than the sum of what each individual organization

could have achieved by themselves.

It is true that our subsidiaries, Relyco and

Coweta-Fayette EMC Natural Gas, are independent,

for-profit corporations, but the goal of both companies

is to provide superior services you can

depend on at competitive prices. Any

subsidiary profits not needed as future

working capital or reserves by these two

great companies will be distributed to

Coweta-Fayette EMC to benefit our

Members and help lower electric rates.

Both of our subsidiary companies

utilize Coweta-Fayette EMC billing,

accounting, communications and other systems,

which guarantees their customers will receive top-

notch customer service. Each subsidiary pays Coweta-

Fayette EMC their allocated cost for the services they

receive from the cooperative.

Our subsidiaries have been extremely successful

in obtaining many thousands of satisfied customers,

which is a tribute to these companies’ expertise,

marketing plans and attention to customer service.

Why Do I Have to Become a

Member?

Coweta-Fayette EMC is a non-profit cooperative owned by thoseindividuals and companies that weserve. When applying for service, youwill be asked to sign a membershipapplication making you a formalmember of the cooperative.

Why Do I Pay a Membership Fee?

The fee entitles you to become amember of the cooperative, with theright to participate and be eligible formargin refunds. This fee can be addedto your first month’s bill.

What Are My Duties as a

Member?

• Attend the annual meeting

• Observe EMC’s rules, regulationsand bylaws

• Notify the EMC of any systemdamages or service interruptions

• Cooperate with right-of-way brushcontrol program

• Give easement for construction and service for electric facilities onproperty

What are Capital Credits?

Coweta-Fayette EMC is a not-for-profit electric membership corporation

that is committed to keeping rates aslow as possible. Any revenues in excessof operating costs that have been col-lected are called net margins and capi-tal credits. These margins and capitalare treated as equity capital con-tributed by the members, and eventu-ally must be returned to the membersin proportion to their patronage, orpurchase of electricity.

Your cooperative uses the fundscollected and allocated to the membercapital credit accounts for a number ofyears to install new poles, lines andtransformers for the benefit of themembers. When the financial condi-tion of the cooperative permits, yourBoard of Directors refunds capitalcredits to the members.

What is Oglethorpe Power?

EMCs were originally establishedas distribution systems, responsible forpurchasing wholesale electricity frompower suppliers and then distributingit to member-customers.

As demand increased and wholesaleelectric power costs skyrocketed, 39 ofGeorgia’s EMCs, including your EMC,decided to join together and go into thepower generation business. In August,1974, they established OglethorpePower Corporation (OPC).

Oglethorpe Power Corporation isnow one of the nation's largest powersupply cooperatives with more than $8billion in assets providing electricity tomore than 4.1 million Georgia citi-zens. A proponent of conscientiousenergy development and use, OPCbalances reliable and affordable energywith environmental responsibility andhas an outstanding record of regulato-ry compliance. Its diverse energy port-folio includes natural gas, hydroelec-tric, coal and nuclear generating plantswith a combined capacity of approxi-

mately 7,074 megawatts (summerplanning reserve capacity), as well aspurchased power. It is headquarteredin Tucker, Georgia.

What is Touchstone Energy?

Touchstone Energy is a nationwidealliance of member-owned electric utilitycompanies. By participating, Coweta-Fayette EMC became one of what isnow over 700 cooperatives in 46 statesdelivering power and energy solutionsto more than 27 million consumersdaily.

When Coweta-Fayette EMCjoined Touchstone Energy, we incor-porated its national branding and mar-keting efforts identifying local, con-sumer-owned businesses providinghigh standards of service to customersboth large and small.

What is the Annual Meeting?

Every October, we have an annualmeeting at the EMC headquarters nearPalmetto. It’s open and free to all mem-bers. We review the company’s businessand enjoy “Fun on the Midway,” doorprizes and entertainment. You’ll receivean invitation through the Power Lines,our monthly member newsletter. As anew member, we hope to see you andyour family at our next annual meeting.

What Should I do if My Power

Goes Out?

1st – Check your fuses or breakers

2nd – Check with your neighbors

3rd – Call your EMC’s 24-hourphone service

When calling to report a poweroutage, please have your map locationnumber (which appears on yourmonthly statement) handy, if possible.

Should I Report Problems

that Can Cause Outages?

Yes, we inspect our lines regularly,but often you can spot trouble beforewe have a chance to reach it. Please tellus about anything suspicious you see,especially:

• A pole charred at the bottom orsplit at the top

• A wire or rope thrown over a line

• Overhanging branches and leaningtrees

• Any sparking or fire, especially attransformers

• Chipped or cracked insulators

• Persistent radio interference

Reporting Your Power Outage

To report an outage, call our 24-hour phone service – 770-502-0226.Press 1 to reach Automated Services.Once in Automated Services, press 1again to report the power outage.

If your phone number is recognizedby our system, it will automaticallyrecord your service location and reportthe outage. If your number is not rec-ognized, you will be directed to thenext available customer service repre-sentative or dispatcher.

Your Electric Meter

Your electric meter is an extremelyaccurate instrument that measures theamount of electricity used in yourhome or business in kilowatt-hours(kWh). A kilowatt-hour is 1,000 wattsof electricity used for one hour. A 100-watt bulb burning for 10 hours willconsume one kilowatt-hour of electricpower.

Coweta-Fayette EMC uses yourelectric meter to measure the amountof electricity used during a specifiedbilling period. The meter is designedto last a long time and is thoroughlytested for accuracy before installation.

Meter Location and Access

Most meters are located on an out-side wall of the dwelling or building, asrequired by electrical codes. If youplan additions to a building whichnecessitate moving the meter, pleasecall Coweta-Fayette EMC.

The meter and the service dropwire leading to the weatherhead belongto the EMC. To provide you withelectric service according to the law,our employees must be able to accessyour meter for inspection, mainte-nance and emergencies.

Reading Your Own Meter

To help you better understand andcontrol your energy usage, you maywish to read your meter on a daily,weekly or monthly basis. The meterhas been recording the amount ofenergy used in your home in kilowatt-hours since it was installed.

All you need to do is read themeter like the mileage odometer inyour car. Every time the numberincreases, that’s another kilowatt-hourused. Simply look at last month's bill

to find the reading recorded by yourmeter. Then, subtract last month’sreading from the new number. Youwill end up with the total number ofkilowatt-hours used since your lastreading.

Automated Meter Reading

(AMR)

Coweta-Fayette EMC's TWACS(Two Way Automatic CommunicationsSystem) – which uses a so-called“smart” meter – allows members to getinvolved in managing energy use athome.

How does AMR work?

A digital meter gathers informa-tion and transmits the data throughour power lines to the EMC’s billingsystem. An AMR module is fitted atall meter locations to allow the cooper-ative to make accurate readingsremotely from our Palmetto office,meaning meter readers no longer needto make monthly trips to your home.

What are the benefits of

using AMR?

Our system saves members money,allows us to conserve energy at criticaltimes and ensures better service. light is installed on a black fiberglass pole and features shatter-resist-ant polycarbonate lens panels.

Like the Town and Country, the Day Form uses undergroundwiring.* It is a 150-watt, high-pressure sodium light with an instal-lation cost of $225.00 and a monthly fee of $13.00.

StandardAvailable in a 100 watt, high-pressure sodium bulb, the stan-

Regional air and water quality havedominated Atlanta’s news headlines forquite some time. Here at Coweta-Fayette EMC, we take protection ofour environment seriously. So do ourmembers, according to a recent survey.

That’s why your cooperative and15 other EMCs in the state joinedtogether to form Green Power EMC in2002. Now participation has grown toa partnership of 38 Georgia EMCs.This group works together to researchand provide green electricity producedfrom renewable sources such as solar,wind and biomass, which includeslandfill gas and agricultural wastes.Two such examples are Georgia’s firstwoody waste facility, located in RabunGap, and a 150-kilowatt solar facilityin Warner Robins, one of the largestphotovoltaic arrays of its kind in thestate.

Power generated from theseresources produces less emissions thanenergy from most conventionalsources, but the technology used tocreate it is typically more expensivethan that used to operate traditionalpower plants. Our members have saidthey are willing to pay a little more forelectricity if they know that a portionof the power is produced throughgreen power. However, due to an over-whelming response from our environ-mentally conscious consumers,Coweta-Fayette EMC’s Green Powerprogram does not have any moreblocks available for purchase.

Consumers have been enrolled ona first-come, first-serve basis since thebeginning of our program in 2001. Wewill begin offering it again when moregreen power is available. Be assuredthat we’re committed to maintainingthe qualities you’ve come to expect anddepend on, like prices among the low-est in the nation, quick response andample power to carry you through the21st century.

Electricity improves our lives –keeping us cool in the summer, warmin the winter and lighting up ournights. But used carelessly, electricitycan be deadly. Please follow these sim-ple safety pointers, and if you ever havequestions about whether or not a powerline is charged, be sure to call us first.

• Never touch a fallen power line.

• Stay away from substations andtransformers.

• Check for wires nearby before prun-ing or climbing trees. If the windblows a branch or leaves against a wire,electricity can flow through the tree.

• Use only wooden ladders whenworking around electrical lines.

• Make sure antennas and other tallmetal objects do not come in con-tact with power lines.

• Before you begin digging to plantthat tree or put in that new fence, call1-800-282-7411 to have the powerlines around your property marked.

• Never use the insulators on powerlines for target practice – withoutthe insulators, electricity can flowthrough the pole to the ground andelectrocute you.

• Never use electric power tools outdoorswhen the ground or you are wet.

• Don’t fly kites near power lines.

• Keep radios and other appliances atleast 10 feet away from a pool.

• Don’t just turn a circuit breakerback on or replace a blown fuse – itcould create a fire hazard. Find outwhat caused the breaker or fuse tocut off first.

• Never pour water on an electricappliance that has caught fire.

• Repair or replace worn power cordsand plugs.

• Do not place power cords underfurniture or rugs.

• Do not use extension cords as per-manent wiring.

• Use Ground Fault Circuit Interupters(GFCIs) with an electrical device thatis used outside or around water. Theseinexpensive devices will stop the flowof electricity if they sense an electri-cal shock hazard.

If an electrical shock does happen,quickly follow these simple steps – youcould save a life!

Coweta-Fayette EMC can showyou specific ways to reduce your ener-gy consumption and, in turn, yourelectric bill. You should take intoaccount (1) the energy efficiency ofyour home’s structure (for example, isit well-insulated, does it leak air, etc.);(2) the equipment and appliances inyour home (for example, do you haveone television set or three, do you havea shop with a number of electric tools,etc.); and (3) the habits and lifestyle ofyour family members (for example, areexterior doors kept closed, are ceilingfans left on, when are baths taken andmeals prepared, etc.).

By either reducing the wattage orthe length of time an appliance is used,you can lower your monthly bill.Concentrate your conservation effortson the three biggest energy users inyour home – air conditioning, heatingand water heating.

Air conditioning

• Make sure you have proper insula-tion in your attic, at least R-30.Invest in a heat pump, which usesenergy more efficiently, and pur-chase a unit with a high S.E.E.R.rating (ratio of total cooling provid-ed to total energy consumed).

• Make sure your ductwork is properlysealed – a leak of just 20% canreduce the efficiency of your coolingsystem by 50%. Set the temperatureat 78°F – cooler settings will increaseyour operating costs about 5% forevery degree below that level.

• Replace your air filters every one totwo months; keep the area aroundair supply vents clear of clutter.

• Make certain the floor above yourcrawlspace is well-insulated, at leastR-13.

• Invest in a heat pump, which usesenergy more efficiently, and purchasea unit with a hight H.S.P.F. rating(ratio of the total heat provided tothte total energy consumed).

• If you have a fireplace, make surethe damper is closed when not in use.

• Set the temperature at 68°F –warmer settings will increase yourheating costs about 3% for eachdegree above that level.

• Install a set-back, programmablethermostat.

• Avoid using emergency heat toquickly heat your home – it costsnearly twice as much as heat fromyour heat pump.

• Keep filters clean and air supplyvents clear of clutter.

Water Heating

• Insulate your hot water pipes.

• Replace old, inefficient water heaterswith high-efficiency models – lookfor high insulation values in thetank wall and warranties of ten ormore years.

• Set the water heater thermostat nohigher than 140° F.

• Centrally locate the water heater toareas where hot water is used most,such as the kitchen and bathrooms.

• Use cold or warm water for laundryand household cleaning. Reduceshower time and install a low-flowshower head.

• Repair leaky faucets.

• If you are planning to be away fromhome for a long period of time, turnyour electric water heater off at thebreaker.

GeoSystem Heat Pump

Consider a state-of -the-art GeoSystem.The GeoSystem uses a system ofunderground pipes, called loops, tomove heat from the ground into yourhome in the winter. In the summer,the system pulls heat out of your houseand back into the ground. The resultis up to 40% savings on heating and airconditioning costs!
