Why Soft Targets

Little or no security ◦ Bag checks

◦ Metal detectors

◦ Visitor screening ( identification etc.)

Rarely armed security ◦ If confronted increased chance of overwhelming or defeating

◦ Little chance of interference to completing their mission

Ease of entry and escape

Maximum body count

Maximum confusion and terror

We must change our way of thinking TIMES HAVE CHANGED AND ALONG WITH IT THE TACTICS AND MOTIVATIONS OF AGGRESSORS

Over 25 years of workplace and school violence has taught us:

We can no longer assume we are safe at work

We can no longer assume the police will be there to stop the violent act

We can no longer assume that hiding behind a door will keep us safe

We can no longer assume that we can talk our way out of being seriously injured or killed

We can no longer confront violent intruders with non violent counter measures

We can no longer expect our “unarmed security” to protect us from “armed intruders”

25 years of history at mass shooting scenes have provided us with a national average for police response time….. HOW LONG ?

AVERAGE SHOOTING IS OVER IN ?

15 Minutes – Plan accordingly

5 – 6 Minutes

What can you do in those 5-6 minutes before help arrives?

Can what you do in those first critical minutes change the outcome?

Are you prepared to hold and survive until professional rescue arrives?

Businesses, schools, and public buildings must adopt additional tactics beyond lockdown/shelter in place

Barricade tactics must be utilized in addition to lockdown/shelter in place strategy

Shooter - Robert Stewart, 45 Killed 8 residents and staff, and wounding another before being shot and apprehended by

Estranged husband of nurse employed at community and apparent main target

Survives unharmed – in wing of building that requires pass codes

Convicted in September 2011 and sentenced to 142-179 years in prison

Claimed to be under the influence of “Ambien” and unable to control his actions

Located in a rural community with a population of approximately 2,400

Highest mass casualty event in U.S. History

Fastest Response Time By Police to a school shooting (On scene in three minutes)

Fastest S.W.A.T. Response to a school shooting (On scene in Norris Hall in 15 Minutes)

Shooting lasted 9 minutes

Police were 800 Yards away investigating a double Homicide (at West Ambler Johnston Hall) Committed earlier that morning by CHO

32 Killed, 17 wounded

With Homicides being investigated on Campus, CHO dressed in Military Style Clothing, is seen walking across campus carrying bags, then locking doors of Norris Hall with chains by multiple staff and students …NO ONE SAID ANYTHING

The shooter “expects” a certain response--

Because of years of “conditioning” and lack of planning, the expectation is:

No Resistance, Hide, Cower, Beg, Plead, Lie Down, Stand Still (This empowers him more to do more violence) which allows them to methodically kill you

Disrupt his expectations and you will create

To shoot accurately, a Shooter must complete a process of steps EVERY TIME

He has a gun!!! What difference can anything I do really make? Why distract, why resist?

ACCURACY DEPENDS UPON THE FOLLOWING EVERY TIME

1. Identify a target 2. Get weapon sights oriented on target 3. Focus the sight on that target 4. Remain steady, keeping the weapon and

sights aligned on target 5. Squeeze the trigger 6. REPEAT

CHANGE THE RESULT BY DISRUPTING THE

SHOOTERS EXPECTATIONS

You can affect the outcome by changing the expectation.

THINK ABOUT THIS……. the shooter comes with expectations

• You will standstill • You will lie down • You will not resist……

Do something to interfere with that expectation and change the outcome!

But, wait….We will just make him angry?

Good!

We now have interrupted his expectations and have the element of surprise

By disrupting his expectations, he now has to be reactive to his environment

You can create confusion, hesitation and ultimately fear in the shooter that his plan is failing

You have gained the tactical advantage

SWARMING - Time to bring in your ground game

THIS IS A LAST RESORT WHEN THERE

ARE NO OTHER OPTIONS

Why were attackers like Klebold and Harris, and Cho so successful?

“Because the good guys gave up the numerical advantage and allowed the attackers to change the balance and attack “One on One”

Even with a few motivated staff or residents you can easily overwhelm and neutralize a gunman

IF YOU MUST ATTACK….

ESCAPE…Time to Act Decisively

Be where the Bad Guy is NOT

Only 2% of all armed intruder events ever involved more than one shooter (Reports of second gunmen common)

Why do we insist on conditioning thousands of students and teachers and workers each year to stay in the fatal circle

Your survival depends on getting outside that fatal circle

Or if not possible, make an impenetrable barricaded stronghold where you can hold until help arrives
