VENTURA COUNTY
V entura County is located on California’s “Gold Coast”, approximately 35 miles northwest of Los Angeles and 20 miles
southeast of Santa Barbara. Residents enjoy rolling hills and sweeping ocean views in a nearly perfect Mediterranean
climate with an average annual temperature of 74.2 degrees. The beauty and weather combined with a wonderful qual-
ity of life are among the many reasons our residents choose to call Ventura County “home.”
Ventura County is a "general law" county, governed by a five-member, elected–by-district Board of Supervisors. The
Supervisors appoint a County Executive Officer (CEO) to oversee the County budget, day-to-day operations, as well as to advise,
assist and act as an agent for the Board of Supervisors in all matters under the Board's jurisdiction.
County operations have an operating budget of approximately $2.3 billion with a staffing allocation of 8,900. The County has excel-
lent financial standing with its AAA rating, the highest possible long-term bond rating, from Moody's and Standard & Poor's. The
County excels in its financial and business operations which are based in continuous process improvement.
The Department of Airports includes the Camarillo Airport (CMA) and the Oxnard Airport. The Department of Airports is an Enter-
prise fund with a total annual budget of $11.1 million. There are thirty-four full time staff including professionals, airport operations
officers and maintenance workers.
CMA, the former Oxnard Air Force Base, was established in the early 1950's for coastal defense. A variety of military aircraft operat-
ed here until 1969 when the base was deactivated. After a surplus process, CMA officially opened as a General Aviation airport in
1976. It occupies approximately 650 acres of land and is owned and operated by the County of Ventura in partnership with the City
of Camarillo through a Joint Powers Authority (JPA). Today CMA is the proud home of over 600 general aviation aircraft with be-
tween 150,000 and 200,000 take offs and landings per year. CMA is home to the Experimental Aircraft Association (EAA), the Com-
memorative Air Force (CAF), the Ventura County 99's, and an Ultralight Airpark. There is also an Airport Business Park that includes
several County agencies, and a variety of businesses. CMA provides nearly $200 million in positive economic benefit to the local
community and supports over 1,000 jobs. The Federal Aviation Administration recently categorized CMA as a National Asset. It cer-
tainly is a jewel to our local community and the County of Ventura.
The Oxnard Airport is located on the coastal edge of the 200-square mile Oxnard Plain and a mile and a half from the coastline on
the southwest corporate limits of the City of Oxnard. The airport is classified as a non-hub commercial service airport and is home
for one full service fixed base operator providing services such as aircraft charters, aircraft maintenance, and pilot supplies. The
airport also hosts several car rental agencies, and shuttle van service to Los Angeles International Airport.
DEPARTMENT OF AIRPORTS
TYPICAL RESPONSIBILITIES
• Assists in the selection of staff, assigns, supervises and in-
spects the work of airport staff involved in the operation and
maintenance and security of airport facilities;
• Administers airport leases, licenses and agreements; prepares
recommendations for Director’s review; develops and process-
es contracts, and monitors compliance with airport lease
terms;
• Monitors the Fiscal Division activities, prepares operating and
capital budgets; reviews plans, programs, and budget esti-
mates submitted by managers and supervisors;
• Evaluates requests for property improvements; reviews possi-
ble restrictions on future use and integration with Airport Mas-
ter Plan; and prepares recommendations for Director’s review;
• Schedules, coordinates and evaluates proposed remodeling
and repairs on tenant property; inspects buildings; determines
maintenance priorities; and projects long term needs;
• Coordinates airport operations and maintenance with other
County departments and outside public and private agencies;
• Recommends rental rates and user fees for airport properties,
facilities, and other activities;
• Inspects and monitors airport facilities and grounds to prevent
hazardous conditions and insure compliance with Federal Avi-
ation Administration and Transportation Security Administra-
tion rules and regulations;
• Prepares and solicits Requests for Proposals and processes
bid specifications on properties and vendors; evaluates pro-
posals; and prepares recommendations for Director and Board
review.

THE SUCCESSFUL CANDIDATE
Under general direction of the Director of Airports, the
Deputy Director coordinates and administers the opera-
tions, facilities maintenance and security functions of both
County airports; manages lease policies and procedures;
provides direction and supervision to technical staff; con-
sults with legal counsel; and acts for the Director of Air-
ports when absent.
The ideal candidate will have extensive experience ad-
ministering airport operations at a general aviation airport
which includes aviation service businesses, aircraft char-
ters, and other related businesses. This individual will
have experience contributing to strategic development of
new airport programs and meeting changing business
needs and budget parameters. Experience collaborating
with a wide variety of stakeholders to achieve objective is
critical to success.
Candidates with a Bachelor’s degree from an accredited
college/university in Business Administration, Airport
Management, Public Administration or Finance and the
Accredited Airport Executive (AAE) certification by the
American Association of Airport Executives are preferred.
EMPLOYMENT STANDARDS
Any combination of education and experience which
has led to the required knowledge and abilities.
These may be obtained by possessing one of the
desired bachelor’s degrees and at least three (3)
years of increasingly responsible managerial experi-
ence in public airport administration including direct
supervision of staff. Required is experience prepar-
ing budgets and approving expenditures; processing
RFPs, conducting bid analysis and approving pur-
chase requisitions; administering airport leases and
contracts; interacting with community leaders, ten-
ants and the public; and making presentations be-
fore community groups and public agency governing
boards.
This is an “AT-Will” position exempt
from the “Civil Service.”
COMPENSATION & BENEFITS
Current Annual Base Salary range:
$101,031— $141,443 Annually DOE/DOQ.
General Salary Increase (GSI) - This classification will receive a GSI of 2.5% on 12/27/2020 and a GSI of 2% on 12/26/2021. Educational Incentive: An educational incentive of 2.5% for completion of an associate’s degree, 3.5% for completion of a bachelor's degree, OR 5% for completion of a graduate degree. Annual Leave: Accrues at a rate of 208 hours per year, increasing to 288 hours after 5 years of service or other public service. Credit for prior public service may be considered (Sec. 616A). Annual Leave Redemption: The ability to "cash in" or redeem up to 100 hours of Annual Leave per year after using 80 hours. Deferred Compensation: Eligible to participate in the County's 401(k) Shared Savings Plan and/or the Section 457 Plan. This position is eligi-ble for up to a 3% match on your 401(k) contributions. Health Plans: Medical, Dental and Vision plans for you and your de-pendents. You are afforded a tiered flexible credit allowance with tier one for employee only at $447 per pay period, tier two for employee plus one at $522 per pay period, and tier three for employee plus family at $547 per pay period. Flexible Spending Accounts: Increase your spending power through reimbursement with pre-taxed dollars for IRS approved dependent care and health care expenses. Holidays: 11 paid days per year which includes a floating holiday equiv-alent to the employee’s standard daily work schedule. Miscellaneous Benefits: Incumbents are entitled to County-paid mem-bership up to $200 per fiscal year in professional organizations related to their position. Other benefits include: Disability Plans, Employee Assistance Program, Life Insurance, Tuition Reimbursement, Benefit Reimbursement Program and a Wellness Program. Pension Plan: Both the County and you contribute to the County’s Retirement Plan and to Social Security. Your retirement plan contribu-tions vest immediately in your Ventura County Employees Retirement Association (VCERA) account and the County’s Defined Retirement benefits vest after five (5) years of service.
